There is still a considerable scarcity, of labor, and even what they have is far from being highly skilled.which makes it impossible to produce ore at a minimum of cost. The changes which have taken place in the London board have, as was almost inevitable, resulted in the retirement of Mr. Hector Macdonald, the local manager. We should be sorry to see the "spoils system" which plays so great a part in Canadian politics adopted in joint stock enterprises. The reasons for Mr. Macdonald's retirement will no doubt in time be vouchsafed to the shareholders, and we trust the explanation will be satisfactory, as changing drivers in midstream is usually an unwiBe policy.—London B. There Never Was a Better Fooling In New Zealand Than Now. Edward Tregear, secretary for the department of labor in New Zealand, writing to the Editor of the Kamloops Sentinel on the alleged failure of the arbitration act, says: The Rt. Hon. Mr. Seddon, the premier of our colony and minister for labor, has never said that the arbitration act was a failure. 1 have his authority to flatly contradict such a statement. It is said that some deputation of workers waited on him and asked for impossible amendmentB.whereupon he told them "not to ride the thing to death." This remark was oaught up, warped.prinled.and telegraphed by the act's enemies all over the world, but as we have on the table of the house an amendment bill making the present act more perfect, that fact may assure Blrangers that the premier does not think compulsory arbitration a failure. He said in the house on the 11th July: "There has never been a. better feeling between employer and employed than at the present moment." "I have said over and over again that however good our soldiers may be, unless they can shoot,they are of little use as fighting machines,and therefore I cannot tell you how I prize the aid which the volunteers give in improving our rifle shooting." "The volunteers could aid still further in improving rifle shooting," says a local shot, "if those in power would but take heed. Take, for example, the amount of unfavorable criticism that has been passed upon the volunteer marksman with his box of paints, grease, var- niers, ventometers and orthoptics. Should the rifleman's opinion be be asked about tbis matter he will say that instead of having to carry the most of this paraphernalia in a box or on his person, they ought to be attached to the rifle, the same as is done in some other countries.
