The Dominion has replied that the better method would be to adopt joint regulations for tbe preservation of the fisheries whioh the joint commission reported in favor of some years ago, but whioh the Unit, ed States ignored. At 4 o'olook yesterday afternoon Justice Sedgwick of the Supreme Court, aoting ae Assistant Deputy Governor for Lord Minto, gave the royal assent to 43 bills in the. senate. In answer to Ralph Smith, in the house today, Minister of Labor Mulock read tbe correspondence that took place with the government regarding the Sydney strike, showing that the intervention of the government was declined by both parties. A bill to amend the Railway Aot was introduced by the Minister of Justioe today. He explained that it wae to oover oertain points, whioh came up during the discussion of the trans-oontinental railway bill on amendment, to give the railway commissioners authority over rates upon goods handled by two or more railroads. Hon. Chas. Fitzpatrick said he believed tbat the commission already had this power, but doubted if the commission would have oontrol over the rates of railway! running partly through the United States or over transportation lines using the lakes as partof tbeir routes. The amendments to the aot provided for all these points. Fitzpatrick said that tbe bill also provided for the British nationality of a majority of all boards of directors of Canadian railroads. C, JUNES 1904 RISE OF THE CHUNCHUS , Noted Bandits of Northern China GOLD FIELDS OF MANCHURIA Bad Government Cause of Present Organization of the Band The ChunchuB, whose name in Chinese signifies brigands, are an organized band of outlaws famed for their audacity. They have long been the terroi of Manohuria, and do not fear to attaok the Russian soldiers themselves. They have spies everywhere, at Mukden, Kirin, Harbin, Port Arthur and Dalny, to inform them whenever an opportunity for a good stroke presents itself. The Chunohus, after their first inception as described jeeterday, aoon formed themselves into a well- organized association. They had among their number men belonging to the highest classes of Chinese society. For years previous the Chinese government had deported to Tsitsihar, in Northern Manohuria, the mandarins who had been disgraced for politioal reasons and those affiliated with secret societies whioh the court considered as dangerous to the state. Many of these mandarins had fled from Tsitsihar and taken refuge with the Chunchus, who aware of the mandarins'' intellectual superiority, plaoed them at their head and made them draw up the rules of the association necessary to every Chinaman's existence. Gradually thiB federation of outlaws beoame more powerful as new recruits joined the ranks. In time the boldness of the Chunohus increased; they established posts on every highway in Manohuria, trom whioh they waylaid caravans and pillaged government convoys. They robbed the inhabitants of the small villages and levied taxes on the most important town) of the provinoe. They ruled over the oountry by the terror they inspired in the inhabitants. The merohant vessels whioh ply on the Sungari were not even safe from their attacks. These boats, many of large dimensions were stopped daily and ransacked. The daring of the Chunohus waa suoh that they openly showed themselves in the streets of Mukden. The entire popu'ation knew them, but no one dared denounce them to the police, so great was the terror they inspired. Their increasing audacity finally resulted in their disoomfiture. They kid napped Chinese generals who refused to come to terms with them. The Peking government then re solved to make a great effort to rid Manohuria of tbe Chunohu hordes An army was sent to exterminate the brigands, but most of them managed, to esoape by dividing" themselveB into small groups and seeking refuge in the inaccessible Tohanboohan mountains. Military posts were then established by the government throughout the provinoe; these pasts have for the time being prevented the Chunohus from renewing their more daring exploits. They have now retired to the mountains of Northern Manohuria, bnt Count Ziohy etates that farther Russian defeats will undo ubtedly result in a revival of brigandage by the Chunchus throughout anohuria. The incursion whioh the Chunohus made in 1900 on the left banks of the Amur was, it will be remembered, the pretext used by the Russians for the occupation of Manohuria. as WORLD'S FAIR. Nakusp, June 8.—The town was shocked early yesterday morning when it was learned that John Genelle of the Yale-Columbia Lumber company had met death by drowning during the previous night. Mr. Genelle was in oharge of the tug Yale, one of the company's tugs, at their lumber camps twelve miles down the lake frcm Nakusp, He retired at the usual time after supper to his sleeping apartment on tbe tug and it is sup; posed he got up during the night and in the darkness missed hiB footing and fell overboard on to some logs on whioh the body was found next morning, face downwards in about two feet of water. It is supposed he was rendered unconscious by striking on the logs and fell into the water and was drowned. The body was brought to NakuBp this afternoon and a ooroners's inquest held here re- tured a verdict of accidental death London, June 8—Ernest Brindle, the Daily Mail's correspondent in Manohuria, in a desoription of the death of Lewia Etzel, the correspondent of tbe Daily Telegraph, who was shot by Chinese soldiers while in a junk between Shwan- taitze and Erdiko Bays: "Our intention was to cruise along the Liautung ooast. About 0 o'olook in the morning, the junk was surrounded by four sailing boats, manned by Chinese soldiers, who without explanation, opened fire, their shots falling all over our boat. We were below reading and writing and Etzel, looking received a fearful wound in the back of his head and expired in a few minutes. The soldiers, who were dressed like pirates, said they mistook us for a pirate boat they were seeking. They afterwards donned uniforms. I walked to Tiencbwangt-i to summon assistance.
