The spoils of office were naturally the first thing tackled by the victors at the polls. ThiB was natural to civic morality. There was a high-minded generosity displayed in reducing the salary of the mayor, who was not present, and an equally high- minded carefulness of the time of the city treasurer who could not be expected to waste his energies in the adding up of fractional reductions of the aldermanic salaries. It was therefore decided that no such reduction-should take place. Harry Daniel complained that much of his time was taken up by the'water department, and the laborer was worthy of his hire. The fact of the city engineer being absent scored for Harry. The aldermanic salary is therefore fixed at $300 per annum. That is the figure it has been at since the second Goodeve administration. The aldermen waxed fat on $400 during Scott's time, and the next two years were lean, for the city dads got nothing. The mayorial salary is on a different basis. Scott fixed the figure at $1600, but Robs Thompson kicked and he did not get the money. Goodeve placed the salary in his second year at $1000 and Lalonde increased this to $2000. It has been again reduced to $1000, the council probably feeling that no more than $1000 worth of work can be got of the present lncum- berer of the office. Mayor Clute being absent perhaps rendered this generosity more exuberant. The report of the school trustees was laid before the council as also that of the sanitary inspector. This latter showed a surplus of $81 for the month just passed, which is about the average. A letter was received from the carnival committee asking for a bonus of $200, pointing out that $150 had been granted last year, and $250 in the year previous. The plea was based upon tbe desirability of showing the outside world that Rossland was by no means dead, but was on the contrary, a very lively corpse. Mining company was held today at which the following were elected directors: George D. Leyson.R. J. Mackenzie, J. J. Caulfield, A. Branson, Phil McDonald. These appointed Leyson, president, Mackenzie vice-president and Caulfield secretary. It is intended to make an effort to resume work on the company's claims whicb adjoin the the Jewel in the Long Lake camp. The annual general meeting of the Kinkora Mining company, called for yesterday, was postponed owing to lack of a quorum. D. Simpson, inspector of the Bank of British North America, went out on today's train, after inspecting the bank's local branch. Joe Murphy, Camp McKinney, known as Waterloo Murphy from his connection with the Waterloo as manager, has been in the Sisters' hospital at Greenwood since Christmas, with heart trouble. Formerly it took from three to six weeks to corrode lead, but under the new process the corroding can be accomplished in two or three days. "The plant required for the new process, as I understand it, does not cost nearly as much as one of the old process. Spokane, Feb. 4.—The copper market seems to be recovering from the terrific slump which was the result of the war between the Amalgamated and the Calumet & Hecla interests. The price on electrolytic copper, whioh is produced from the ores of British Columbia mines, has advanced 2§ cents in the past 10 days. The advance is equal to about half of the recent decline. The advancing price has brought immense relief to the miners of low grade copper ores in the Boundary and at Rossland. Le Roi ore, for instance, averages about 1.3 per cent or 26 pounds of copper to the ton. The decline of 5| ctnts,which occurred in electrolytic copper during slump,meanta net loss of $1.49 a ton. The ore averages perhaps $11.75 a ton with copper at the high water mark. The decline practically cut out the whole margin of profit. John Mackenzie, the manager of the LeRoi, said over the long distance telephone: "I think that copper will go up to about 14 cents. The former high price was probably too high to be maintained. The low price was too low. There ie likely to be a compromise price, about half way between the two." Intention at Last to Carry Through Overland Route to India. The Porte has just decided on the route that the Bagdad railway Bhall take. It is an amalgamation of the English proposal with the original German route. It passes from Konia to the neighborhood of Aleppo, and thence through Mosul on the Tigris and Bagdad to Koweit. When the line is complete it will be necessary to link up Koweit. with Karachi either by a railway or a fast line of steamers plying in the Persian gulf. Then the journey to India will be somewhat as follows: London to Constantinople. .72 hrs Constantinople to Konia. . ..30 hrs Konia to Koweit 35 hrs Koweit to Karachi 00 hrs That comes to approximately eight days, instead of the present fourteen, and entirely obviates the wearisome sea journey through the Red Sea. Inquire at this office. London, Feb. 5.—It is now said tbat the retirement of Lord Salisbury from office will be coincident with the end of the South African war. The St. James Gazette this afternoon claims to have the higl - eBt authority for Baying: "The premier has fixed the restoraticn of peace in South Africa as the appropriate moment to resign office. If the war is ended Lord Salisbury will retire at the conclusion of the present parliamentary session, but it is his present intention to retain his post until peace is accomplished." As it is confidently expected that the conclusion of the war will no longer be much delayed the question of the successor of the Marquess of Salisbury is agitating the inner political circles. There is a strong rivalry between Arthur J. Balfour and Joseph Chamberlain. The former is the more popular in parliamentary circles and is regarded aB an able statesman although more or less of a dilettante. His record as Irish secretary established a reputation in an office which has proved the grave of the political hopes of many of Britain's finest statesmen. His leanings are distinctly towards ths popular side. HiB great rival Chamberlain has however proved an aggressive force which has rendered him extremely popular with the masses although he has doubtless more political enemies than any other British statesman of the day. It is doubtful whether the ultra Conservative party would follow his guidance. A split ir. the ranks would certainly give an opening to Lord Rosebery if he can succeed in obtaining the leadership of the Liberal party. The political horizon is therefore dark with surmises, and only one thing certain, and that is, there will be no change made until the Empire is relieved of the strains of the war in South Africa. Nothing has been bo seduously concealed as the fact that the trouble arose over an attempt to force the unions out of existence. It is well known among the inciters of the strike lhat the battle against labor unions has been fought and lost everywhere in the broad Empire except in this fair land of ours. Yet these men fancy, idly fancy, that the proudest race of men on God's beautiful earth, victorious everywhere else, are degenerate in Canada and will meekly place their necks under the heel of the would- be dictators. Canada, abreast of the Empire in every other direction, will see, must see, that her preeminence in the councils of this world nation, cannot be, must not be jeopardized by neglect of that labor which has brought her to her present position. POLICE COMMISSIONERS. A fact accomplished is an accomplished fact. That's easy. Then what is the use of ever returning to the subject? It is simply this, that the gravity of the offence committed against this community should be realised by the offenders, and an opportunity afforded them of defence. The labor people do not approve of the selection of Frank J. Walker or of John Ingram. The business people are in accord with us. Why were the appointments made? By whom were they made? The mayor who has served Rossland for several years on the council.is technically responsible for this job. The appointment of police commissioner is supposed to be in the gift of the local member who in turn is is influenced by the choice of thc mayor. Nobody for one instant is going to bolieve that Mayor Clute was influenced by Smith Curtis. There is a rigidity of backbone about the very grossness of this appointment that points to the fact that the mayor has not acted of his own volition. But the rigidity displayed is not the rigidity of Smith Curtis. It smacks of the methods of the members of the other party. Ex-Mayor Goodeve and ex-Minister Daly are recognized as possessing that verte- brateneBB, lacking in Mayor Clute, which alone could have helped its possessor to perpetrate this audacious outrage. Are Jthey responsible? If not, these columns are open to their public denial. As men accustomed to mixing in public affairs, the public has a right to know where they stand. A SILVER REFINERY. Two long articles recently (Jan. 20, Jan. 25) appeared in the Seattle Times describing at length the establishment of a silver refinery in SeatMe. This refinery oweB its existence to the demand for silver rapidly springing up in the Far East. Formerly content with dealing with Mexican silver through San Francisco, the oriental banks^ such as the Hongkong and Shanghai and the Chartered Bank of India, Australia and China found the demand could be supplemented from Puget Sound and that at the same time sufficient merchandize could be taken from China to settle the trade balances by the growing trade of the United States. Fortnightly shipments will be made and the lirst lot of 130,000 ozs. is already on its way to Hongkong. What that demand may grow to may be realized by remembering that the enlightened Chinese of the Straits Settlements under British government absorb $53 per capita of tbe white metal whereas the Chinese of China only take $2 per capita. This trade will go via Seattle to tlie Far East. The Seattle refinery is stretching out for the silver of the Northwest. It will take high concent rates, silver slimes, dore bars, all that Montana or Kootenay can give and then ask for more. Some years since the thing they call the government of British Columbia in a moment of less than ordinary somnolence, or may be on a restful pause between the rounds of the go as you please political fight between the Ins and the Outs, turned its attention to this matter and said it would appoint a commission of inquiry. But something happened, probably bad Joe Martin, or may be the fogs of the coast overcame this unnatural wakefulness to the inter ests of the interior and the commission vanished into thin air. Now Kootenay would like to help Vancouver and Victoria but if its siiver is wanted by Seattle why Seattle will get it. Proper action would result in a tremendous impetus to the mining industry and in a few years one hundred men would be working where now' but one is delving in the silver mountains. A minister of mines who knew something of his subject might help us out but the probability is this is too much to ask of the coast. Negotiations are being carried on with the other mining companies of the camp which have been effected by the strike but they are not yet completed. Working men in outside camps are advised to keep away from Rossland for the present, as there are more union men at the present time here than can secure employment until a settlement has been effected with the other mining companies.
