Announcement on Anglo- French Relations COUNTRIES CEMENTED Spain, France and Italy Brought Into Cordial Relation with England Sans Diplomacy. Paris, Dec. 24���The Associated Press has obtained some Important Information regarding the progress of lhe Anglo-French relations which led to the recent erroneous reports that the entente of 1HU1 had been supplemented by a military and naval convention. Mutual co-operation on sea end land lu the face of un aggressive move againsi either is regarded as assured both at Paris and in Downing Btreet, The machinery of diplomacy has, however, beeu scrupulously avoided In the accomplishment of this result. No notes or drafts of conventions have been exchanged. Nothing has passed through Ihe only channels recognized by these governments as qualified to bind lbe countries which could be challenged by Germany, as aimed at her "Isolation." Clsrs Barton Will Celebrate Christmas and Birthday Tomorrow, Washington, Dec. 24.���Though few would Judge It from her looks, Miss Clara Hurt.su, the famous Red Cross nurse, will be 80 years old tomorrow. A.ter more than 40 years of devotion to charitable work, which has carried her to all parts of the world, Miss Barton has retired to a quiet and peaceful life In a little home In Glen Echo, a suburb of Washington, on the banks of the Potomac, ln spite of her 80 years, she ls active physically and mentally, and while frail and small ln body, she abows but slightly the effects of her long and strenuous life. Few women of America have had a more Interesting career than Miss Barton. She waa born December 20, 1821, at Oxford, Miss., and Is the daughter of Captain Stephen Barton, who fought under General Anthony Wayne. In her early career Miss Barton was a school teacher. She founded a free school at Bordentown, N. J., which, beginning with six pupils, quickly grew until lt numbered nearly 600. This work she gave up to accept a place ln the patent office at Washington, which she held until tbe outbreak of the Civil war. Giving up her government position Miss Barton advertised In the papers of Worcester, Mass., that she would receive stores and money for wounded soldiers at the front, which she would personally distribute. In 1881 the American Association of the Red Cross waa formed and Miss Barton chosen its first president, which position she occupied until the reorganization of the society a year or two ago. Realizing that Bhe waa no longer young enough to direct the affairs of the society she yielded the management to other hands. Carry-Over Rate. London, Dec. 24.���Dealers In Americans on the stock exchange met with an unpleasant shock this morning when they found the carry-over rate had been fixed at 10 to 12 per cent. I'he high rate was attributed to the large amount of stock to be carried here for American account. Prices opened around par and subsequently eased off fractionally and then hardened somewhat. OTTAWALETTER Graft Rampart in Every Department ONTARIO IMMIGRATION Requires Sine Agents to Travel on High Salaries to Find Places for New Comers. Ottawa, Dec. 24.���During last week much interesting information haB been obtained by answers to questions. Referring to dismissals or suspensions In the Immigration department, Mr. Oliver stated that one officer waa report. ed by the audit department as having claimed and received since July, 1906, the sum of |285 for Pullman expenses that were never Incurred. Another received |239 on false claims ot the ���same kind. A third obtained 2339, a fourth 2349, another 180, still another 2136, and' the sixth got oft with 2270. The same officers had charged and received from |200 to |600 each as expenses for meals which the auditor, on examining the vouchers, had struck out. This discovery, Implicating half a dozen immigration officials, who worked and agreed together, simply shows that the system of graft established In high places In thc Interior department Ib spreading throughout the ranks. The department of railways seems to be an easy one for a tired official to work. Mr. Emmerson brought down a statement on Monday, explaining that one of his clerks, whose pay has been Increased by 00 per cent, since 1899, bad been absent 190 days since July, 1906. Part of the time he was on leave without any reason given, and for the rest he furnished a medical certificate. The superior officer at Moncton refused to certify the payroll In his case, and the delinquent went to the general manager, who consulted the nil sister, and payment for the whole time was ordered. In this list le the politician who was returned In 1899 as the member for North Huron, after the by- election In which Mr. Prltchett's school for ballot switching Instruction had been successfully engaged. Attention has frequently been called to the enormous expense of governing the Yukon, with Its population of 8000 people. No one bas been able to explain whal these high priced officials, whose salary and maintenance costs the people of Canada more than double the total revenue of the district, and amount to about 2100 a head of the population, can find to do. Some light Is thrown upon the subject by an answer which Mr. Oliver gave on Wednesday to an enquiry. The minister stated that Chief Commissioner Mclnnes Is at present absent from the district. Greenood, Dec. 24.���A resolution was passed at the last meeting of tbe miners' union, which bas since fur nlshed amusement for the members. A Boclal was held In one of the local churches at which a number of the Greenwood union, Including the secretary, ware present. There wu, of course, tbe usual bunfeed at the social, and the ladles of the church had engaged a Chinaman to help. The resolution, after the usual whereases, reciting the duties and obligations ot onion men and more especially the members of the W. F. M., resolved tbat those attending a certain church social be censured snd fined 21 each for patronising a place employing Astatic labor. The resolution further stated that the mover had been informed that the celectlal had even scabbed on Asiatic prices, having worked five hours for 00 cents. One of those fined said he hadn't been ln a church for ten years. Others promised to be more circumspect In their choice of com- pany ln the future. The resolution was, of course, a Joke, and will be reconsidered and rescinded at the next meeting, but lt caused some hard thinking by those accused, and a whole lot of amusement for those "not guilty." Chicago, Dec 24.���In England, Germany, France, Switzerland, Italy and the United States there hss been a steadily-growing Impression tbat the schools are not being aa well utilised bb they might be for tbe purpose of moral training and development of citizenship. A conference to consider the whole matter waa held ln London last autumn, resulting ln the organisation ot the International Society for the Propagation of Moral Training ln the Public Schools. The American branch has just completed its organisation by the election of an executive committee. Clifford Barnes, of Chicago bas been chosen to act as secretary and executive officer, and James Bpeyer ot New York, as treasurer. This year the International association ls to make a systematic effort to collect Information aa to the beat work being done ln moral training In the schools ot Great Britain, Germany, Switzerland, Italy, America and Japan, and for this purpose will send out several expert commissioners. Victoria, B. C, Dec. 24.���Late on Saturday evening the announcement waa made that Hon. R. F. Green, chief commissioner of lands and works ln th* provincial cabinet, had resigned. Enquiry elicits the Information that the announcement waa correct Hon. Mr. Green exp'lcltly statea that only private business reasons are accountable for his resignation. There have been no cabinet difference* and Mr. Green remains a loyal supporter ot Premier McBride and his government Seen this morning, Mr. Green expressed his confidence that the government In the forthcoming election, will carry the country with a sweeping victory. For a time those closely ln touch with the affairs of the government have known that Hon. R. F. Green haa been seriously contemplating resignation from the charge of the department of lands and works. The strenuous attention necessary to the work of tbe department has seriously Interfered with several Important business enterprises ln which Mr. Green Is Interested. Coming at this particular time, just before the sessions of the house, th* resignation will be m surprise to the country, but th* announcement waa withheld until such time aa the cabinet rearrangement la already well settled.
