Popular Verdict on British Columbia's Claim DISCUSS BETTER TERNS Canadian Magazine States Impartially Grievance Against Ottawa Government. The llrltlsh Columbian ls nol exactly contented, says Canada, a non-political magazine. He rejoices In his rich heritage, but he wants men to aid him in exploiting it. In Vancouver, New Westminster and Victoria, the leading citizens have Inaugurated a campaign that already is murked hy energy anu earnestness, and has behind it the support of the whole population. The potential richness of the Pacific province have heen described by numberless writers and travellers. For decudes her citizens have bousted tbat there are In her valleys, her waters, und her muuntains greater and more diversified sources of wealth than are to be found in uny other of the divisions of the Dominion. Two things they say, are needed. The oue is population; the other, recognition by Ottawa or British Columbia's right to better tlnanclal terms ln the way ot federal subventions. As the Hon. K. McHrlde, the premier, pointed out not long ago, under the Settlement Act ot 1884, British Columbia gave to the Dominion timber and coal lands whicn would now be worth from |26,ooo,ouu to 130,000,000, ln order to Becure tne construction of the Esquimau and Nanaimo railway, which, under the Carnarvon terms, the Dominion agreed to build. The railway cost but J3,000,0uu dollars. But this Is only one of the many arguments which llrltlsh Columbia advances in her plaint for a readjustment of the subsidy. Eastern Canadians who havo given any study to the question agree lhat, at the time ot British Columbia's entry Into Confederation, there was a vast difrerence ln conditions between her development nnd that ot Eastern Canada. The eastern provinces had public works largely completely, and Ihe public deblB Incurred on this score were assumed by the Dominion. BrltlBh Columbia had roads, bridges, wharves, schools and railways yet to construct, vast resources to develop, remoteness, and physical difficulties to conquer, and Increasing responsibilities to meet. Yet British Columbia's sources of revenue are the same, per head ot IKipulatlon, as In the long-setteled east, and the disparity between her revenue and her necessities Is so large as to be unreasonable. Mr. McUride made a strenuous fight for his province during the iuterprovlnclal conference at Ottawa, and, It is said, favorably Impressed on thc other premiers the JUBtice ot his demands. Nevertheless, the subsidy Issue remains unsettled. We cannot but feel that llrlllsh Columbia- has a very strong case. She hns but 179.000 inhabitants, wllh a white population much smaller, pro- portlonntelv, than lhat of Alberta or Saskatchewan. These two provinces have had Iheir feet firmly set on the path of prosperity, and II would assuredly be forgiven to the open-hearted Wostern nature for the public men ln power at Regina and Edmonton not to demur to British 'jlumbiu's receiving from the minister of the interior a share of the Eui.pean Immigration which will flock Into Canada next year. The two central prairie provinces are lully equipped, autonomous states within lhe Dominion. They are weaal- Ihy by and with tp a certain extent, the aid of the people of British Columbia. Whether the federal authorities agree now, or wait for a twelvemonth to grant British Columbia's warrantable demands .the question ol securing British and European Immigration will continue to be canvassed by her business men. His Excellency the governor-general, who only the other day became a large landowner ln the province, appreelates the wonderful future which is In store for the people across the Rockies. British and American newspaper correspondents have written enthusiastically of the country. This all-round development of British Columbia's Illimitable resources is bound to come; when it does so, Eastern Canada will obsain a good share ot the profits���a share which will be many times larger than the comparatively small sum which the provincial government of the land that "Ues halfway between Balmoral and Heaven, asks by way of increase In her annual subsidy. To refuse this increase would be a cent-wise dollar-foolish policy. ROUND THE BOUNDARY. Sensational Announcement Made by Captain Bentley re Hindoos. (Special to The Dally Canadian.) Grand Forks, Dec. 8.���Captain W. Bentley, who has hud considerable experience among the Hindoos, has Just given some rather sturiling information about these people. He says that tully one-third of the Hindoos here are women who are dressed ln the Identical costume as the men. It seems lhat In nearly all cases the women Beek employment as wood cutters, as this particular class of work ls gen erally allotted to the female Hindoos. It is also reported that a considerable number of the Hindoos employed ln Fisher's railway camp under Timekeeper Dunlop are also women, whlcu accounts for them being better workers than the general Hindoo. DROWNED IN THOMPSON. Workmen on Government Bridge Precipitated Into Stream. Vancouver, Dec. 8���Three workmen on Ihe government bridge across the Thompson river just west of Ashcroft were drowned on Thursday. News of the accident reached Vancouver late yesterday. The victims are E. A. Eld- ridge, Hugh McMillan and Arthur McMillan. The latter were brothers. The men were working on a scow in the centre of tile river. This was held in place by a rope connecting with a cable, which spanned the river. The accident happened through the breaking of the cable. Seven men were thrown Into the water. Two managed to crawl quickly to safely. Two others were rescued by the heroic action of their rellow- worknien aftor they had been In the water for some time. But the three who were drowned were carried Into the heaviesl current and soon sank Into the icy waters of the Thompson. Colorado Charities and Correction. London, Dec. 8.���Tbe correspondence between tho state department at Washington and thc foreign office here and Lhat between Newfoundland and tne colonial office, detailing the clrcum stances leading to the establishment ot ihe lisheries modus vlveudi ,was pub ilslied today. While the tone is conciliatory, It shows that a wide chasm remains to be bridged. The despatches commenced in October, 1905, with letters from Secretary Root to Ambassador Durand asking for au early iuterview on tne subject ol fisheries, aud explaining at length the United States views of her treaty rights, and urging that Ureal Britain take steps to secure tbe repeal ot the Newfoundland laws conflicting therewith. Foreign Secretary Grey on February 20 last, through Ambassador Reid, dealt at length with Mr. Hoot's observations, and said he regretted that he was unable to assent thereto without important qualifications. Mr. Reld notified Secretary Grey on July 20 that Mr. Root disagreed with him. The ambassador added: "I am Instructed to ask for such action as win prevent any Interference on any ground by officers of the Newfoundland government with American fishermen when they go to exercise their treaty rights on the Newfoundland coast during the approaching fishing season." Secretary Grey, replying August 13, said he observed with much regret that the wide divergence ln the views of the two governments disclosed by the correspondence makes lt hopeless to expect an immediate settlement, but he was ready to confer with the United States witb a view of arranging a modus vivendl applicable only to tho ensuing season.. On September 12 Mr. Reld wrote S;ci* tr.ry Grey to the effect that the government of the United States "hears with great concern" that the divergence of views regards an Immediate settlement as Impossible and suggesting a modus vivendl. These were accepted by Secretary Grey September 25, whereupon Mr. Reld was authorised to ratify them. All the communications of the department to the foreign office wero forwarded by the colonial office to the Newfoundland government. The secretary for the colonies, lord Elgin, repeatedly urged modification and a holding ln abeyance of the Newfound- land ordinances, to wnlch objection was taken and unequivocally notified the Newfoundland ministers that he was unaHle to assent to their view that the enforcement of the fishing net ot 1896 was a matter of purely local concern. The secretary for the colonies Insisted strongly on the right of tho Imperial government to Intervene in questions touching tbe relations of the llrltlsh empire wllh foreign states. In the last communication published Newfoundland was still deprecating the arrangement consenting to tho use ot purse seines and the engagement of local fishermen for work ou American boats. Exciting Siege During Which Wrong Man Was Killed. Wichita. Kae., Dec. 8.���In attempting to rob the J. V. Brink company bank at Great Bend, Kas., at 9 a. m. this morning, single-handed, George A. Lewis of Kansas City, the robber, was captured, and Bud Westfall, a driver for the Wells-Fargo Express company, was killed. A clerk In the bank dodged into the vault and set the burglar alarms off. Lewis fled from the bank at the sound uf the alarm and ran up an alley. He fortified himself ln an upstairs room of a house. Citizens entered a third-story room above Lewis and fired at him through the floor. Bud Westfall, the express driver, was in the express office on the first floor and a bullet passed through two floors killing him. When he surrendered an hour later, the robber was said to have |300 in his possession. He had been in Great Bend three days. Officers believe he has given a fictitious name. Washington, Dec. 8.���Favorable action by congress on the recommendation of the president In his last annual message that an act be passed specifically providing for the naturalisation ot Japanese who come to the United States Intending to become American citizens, will go far toward, securing a continuance of the traditional friendly relations betwen this country ano Japan, is the opinion of Viscount Aokl, the Japanese ambassador. "Ot course," said viscount Aokl today, 'no nation likes to see its subjects leave to take up a permanent abode ln a foreign land and lose all relation with the fatherland, but ln many cases lt cannot bo helped." The ambassador expressed the belief that there were not so many Japanese In this country to take advantage ot naturalisation if it were granted, bul he thougbt thut such an opportunity should be afforded tbem along with the concessions of other countries. He said he did not think it probable that those Japanese who were emigrating In large numbers to Hawaii and the Pacific coast would avail themselves ol naturalisation, because of the fact that they represnted the poorer class es and most of them ultimately returned to Japan. Viscount Aokl said he had every confidence ln the outcome of the test cases which would be brought ln the California courts. , Chicago, Dec. 8.���A despatch to the Tribune from San Francisco says: California regards the Japanese imbroglio as practically settled and, while believing the crisis has been bridged over, expects and predicts war between the Pulled States and Japan within five years." That the federal government by dodging the Issue and placing the responsibility of the alleged Insult to Japan on California, has prevented Immediate war, ls the firm conviction of politicians and office holders In San Francisco, but that war with Japan will eventually follow. The feature of the week In mining circles is the taking up ot the Queen Victoria copper mine, the revlal of which was referred to la these columns last Saturday. Though nominally acquired by James Cronln and N. J. Cavanaugh, it is fairly well understood that the real owner is the Canadian Consolidated Mining A Smelting company. The Queen Victoria haa had a checq- uered history. It has been bonded, exploited and abandoned many times. The only real development work has been done within the last few months by J. P. Swedborg. As soon as the extent of the deposit was known���a vein 40 feet in width and of comparatively high grade���other Interests were arouaed. A deal was finally put through late yesterday afternoon by B. The property is sltuatsed near Beae- ley Siding, wtthin half a mile of the C. P. R. track, with which it will be connected by an aerial tram, which has already been ordered. Elsewhere throughout Kootenay activity is now limited to the developed properties, where the nsual winter campaigns of underground work are being prosecuted. The volume of business and the activity in stocks of thiB district for the past week have shown a large Increase. Predictions of the last week or so were more than realised. Advances were ln order tn almost every security in B. C. and Alberta on this market, with a demand apparent in every part of Canada. This state of affairs Is most satisfactory when it Is considered that tbo shares of the Coeur -d'Alene and Cobalt were on the decline. Diamond Vale was the feature ot the week's tradings. This stock opened firm at about 26c, and advanced to 30c per share, with large buying orders, and a still further advance ln sight. Canadian Smelters were also In greet demand with an advance of $5 per share within (he week. This advance is due to the starting up of the Trail smelter again after Its recent closedown, and the shares have not yet reached their high quotation of two months ago. Canadian Gold Fields Syndicate, being affected by the market value of the Consolidated Smelters, advanced accordingly, and were ln as much demand as were the Smelters. International Coal rose 2c per share with a much firmer market than haa been in evidence for a month past. Another rapid advance is not unexpected In this stock. Monte Crlsto, Virginia and Giant were slightly ln demand at a slight advance over their previous quotations. Denora Mines exhibited a good deal of firmness, but were not traded In lo the extent the demand warranted, molders of these shares declining to part with thetr slock at present prices. Carlboo-McKinnxy and American Boy were weaker, with a greater difference betwen the bid and asked prices, but very few tradings were re corded at the low quotations.
