Above the plateau on which tho city proper is being built, tho lulls rise with a gentle slupe, nut precipitous or broken, but an easy and pleasant grade. On ovory sido now buildings are springing into existence daily, uml of all tho cities on the bay FAIBIIAVEN IS THE DUSIEST in thh lino. At least 500 men aro at work on building operations, street making and sidewalk laying, aud yot thia numbor is msulliciunt to incut the demand. Streets aro being graded in every direction as fast us men aud horses can do tho work, but houses are going up ou all quarters of the townsito in advance of Btreet improvements, for the population is increasing so rapidly lhat houso room must be hud uo matter how inconveniently situated. Your commissioner ascertained tho following facts: Fuirhavon was cuvered with a dense growth of timber on tho 1st of January last, when the Bennett company acquired a portion of tho townsite, * and at that timo only 4 houses wero erected. Up to March ht only 2 uew buildings were added, but sinco that dato 150 buildings, largo and small, have beon erected and another hundred are now being constructed. About March 1st tho Bennett company began clearing away the forest, and to-day 300 acres huvo boon slashed, burned and grubbed and aro now ready for building on. Tbo city now boasts of a post office, telegraph and express offices, a dozen hotels, an equal number of stores, two saw mills and a ship yard—and nil these the creation of (i monthi. All this pros portly and progress can only be attributed to the PAltUUVBN AND SOUTIIEHN Railway Company, which is developing an enterprise second to no other corporation un tho coast. Tho company owns a milo of water frontage that is not going to rr-.main idle. Already about hulf a milo of siding has been completed and tho railway track is hud tho full length of tho construction. A largo wharf, Bttong enough to bear the weight uf thousands uf tons of steel rails, is now in uso, and tho railway track is also extended ou to this structure. The company owns a saw mill at Whatcom and another at Fairhaven, and a portable mill whioh is in uso at tho end of the track. All these mills aro running night and day, cutting bridgo timbor aud ties for uso on construction. A fourth mill is now being built at Fairhaven by a Mr. Heacock, who is under contract with Mr. Bennett to cut C5-O0O feot of lumber overy 10 hours. Tho mill is to be running in 7 days. Tho company have now in.courso of erection a mug- nificont hotel, whioh will cost when finished betweon §75,000 and $100,- 000. It is to bo built of brick ami stone, of handsome design, six stories high and firo proof throughout. Your commissioner walked up 12th stroet and examined tho work eo far as it has progressed, Tho foundation, 100x100 foot, built of stone, broad and solid, is finished and work on tho walls has commenced. Largo quantities of building material are scattered about and at least 50 men are employed ou the work. This gives tho visitor the impression that tho Fairhaveu company liavo faith in their oity, and soulless corporations are not addicted to building monuments for idlo poople tu gnxu oh, When your commissioner landed on the Fairhavon wharf, a little aftor G a.m., ho was surprised to find that all was HUSTLE AND ACTIVITY, even at that oarly hour. A large force of men wero employed loading three fiat cars with bridao timber, wliich a littlo later wero hauled to tho cud of the track by ono of tho company's engines. Piled upon the wharf weie immunso quantities of railroad material, some 10.000 or more steel rails, uud huge piles of bridge iron. All lnr-io piucus of machinery were mnrked "N. Bennett, Fairhaven." The stool rails are of American manufacture and nro said to be equal to the English make. After inspecting tho shed*- and their contents, your commissioner chanced to meet tho company's store keeper, who supplied some vnluablo information. Tho rolling stook of tho company at present ia use consists of tho following: two 05 ton, 20 wheel locomotives; 13 flat curs, 8 box oars and one caboose. AU theso nro at present in uso on construction, but thm number will bo largoly increased when tho rolling stock, now en route from tlio east, arrives. Tho locomotives aro tho finest made on the continent, and nre built on tlio English pattern. Thoy nre also vory powerful, being specially built for drawing heavy trains. The oan are m good, if not better, than any in uau in America. Even tho flat cam uro provided with air brakes and Janney's patent couplers, which improvements fow of tho best equipped roads on tho continent can boast of. The workmanship ou tho cars, and the general finish, is superior to anything your commissioner had over seen before. After chatting fur a few minutes on railway matters in general, Mr. Donovan snid: "Our lino is graded a distance of 2G miles south to Sedro, on the Skagit rivor, where the coal mines of the company are located. These mines aro ver*/ rich, two large seams having been developed, oue 14 feot in width. No liner bituminous cual has boen found iu Washington Territory. Our trucklnyors are hard at work hying tho rails towards the Skagit, and wo expect to huvo trains running to Sedro iu less than GO duys. Wu have 500 men at work un culvert and Wid-*e building, and these would bo further advanced towards completion but fur tho scarcity of timber, though we have three mills running night and day supplying material. Wo have experienced great difficulty in obtaining lumber, but after next weok, when Mr. Hencack's mill is iu operation, we expect to have no further trouble in that direction. Everything in connection with construction is progressing to tho satisfaction of the management of the company. As soon ab the Uno is completed to the Skagit the valley of that river will bo tributary to Fairhnven, which will be an immense advantage to the business of the city. Some time in December wo will be marketing coal from the Sedro mines in all the cities ou tho bay. A force of 50 men is now at work developing the veins, and the coal will bo ready to mine by tho timo tracklayiug is finished to the Skagit," WORKING NORTH. It is not our policy to show our intentions beforo hand, and wo counot tako tho chances of paying any price demanded for laud, which wuuld naturally bc tho caso if our definito location was made public. The 500 men now employed on bridgo nnd culvort building on the Skagit line will bo transferred to tho northern lino iu twu weeks, aud lhc work will be rushed as fast us possiblo whilo tho lino weather lasts." Itis quite probable that construction will bo finished from the Nicomekl river to the boundary tliis fall, and wo fully expect lo have lho whole line completed from Fairhaven to WestminBter by May 1st, 1890." Ho also hinted that tho Fairhaven and Southern Kail- way would form a junction with tho Manitoba road, which is now building towards the Rockies. If this connection is made it will give Westminster another through line to the east. Mr. Bennett's reputation as n successful railway builder, his thorough business habits and romarkablo powers of per- severance, instilled confidonco in ovoiy ono, wilh tho roiult that Fairhaven boomed from tho first. Certain promises wore mado by Mr. Bennett concerning what ho p'roposod doing, every ono of which had been faithfully kopt,. Evon tho most sanguine believers in the ability of Mr. Bennett to koep his promises aro surprised at the wonderful energy ho Iiiib shown in connection with tho construction of tho railway. Whon connection is made with West* minster, tho Bellingham Bay oities will then bo in direct communication with the oast ovor tho 0. P. U„ which is lookod upon as a most important advantage from a commercial point of view. A direct lino to Westminster will develop the trade between the two cities and result advantageously to both. "Wo are a oity," concluded Mr. Sherman, "of only six months' growth, nnd you can sue foi- yourself tho progress wo havo made. A yoar hence Fairhaven will hnvo surpassed all other cities on tho bay; and if you revisit us then you will find my pro- diction is correct." It was impossible to find a man who had not confidence in Mr, Bennett, and even the people of So- home were as extravagant in their praise of him. Fairhaven, it is generally admitted by all disinterested parties, is rapidly overhauling Whatcom, and in another year will be the larger place of tho two, therefore the jealousy of the peoplo of lho latter town is not to bo wondered at.
