The vaulted ceiling, where it merges into the glass roof, ia heavily gold corniced, while gold bands relieve the frescoing wherever a pleasing effect can thereby bo produced. The walla are alio handsomely frescoed, both above aud below the galleries, while the woodwork is finished iu oak and very carefully grained. Modern windows make the ventilation as well aa the lighting batter than formerly, while the hot water pipei have been arranged to produce the most comfortable effect when heat ia required. New gas fixtures have been introduced, the pillars supporting the galleries have been painted in imitation of blaok veined marble, aud the desks of all tbe members have been painted and polished in imitation ebony with trimminga of gold. A few days before nomination tho mayor published another card in this paper, as follows : "The question is asked : 'What about sala 7 for mayor V In reply, J beg to Bute that the charter empowers the oouncil to 'pass a by-law' to pay the at lyor $2,000 per year, and it was gonerally conceded that should be done, as the position now takes the v hole time and attention of whoever fills the chair. Therefore [the italics are ours], I -want it distinctly understood that asa candidate for the position, it is on the condition that the salary is atiaehd to it, otherwise 1 must bey to withdraw my name, as I am not rich enough to give my whole time and services to the ;ity for nothing." This honest, outspoken statement did Mayor Town end credit, because it was eviroi.tly the sincere, unreserved exp ettaion of his real sentiments on "be subject, and it, very properly, pkc id as an issue before tho rate- pny i> the question us to whether the n yor of Westminster should in defending the .position of his side on this question lately, stated that the wealth of Wajes was ajl in favor of maintaining the church establishment, and a Radical speaker, with frank cynicism, admitted that a Welsh Anglican could easily be detected by tho number of sorvants and carriages he possessed. The fact is tbat the Welsh people aB a body—with the exception of tho squirearchy and tho few—are Wes- leyan in their religious predilections. They have, therefore, no use for tho establishment, to whose support it is unfair that they should be compelled to contribute, and their evident desire for its removal, will not, it is to be hoped, remian long unratified. The federation was very emphatic on the question of freo education, which has long been a "pious opinion" with most Radicals, although until now never embodied in any Liberal programme as far as we are aware. The matter merely means tho logical carrying out of the For- ster Act of 1870 to its legitimate conclusion. England, as is well known, is far behind some of the continental nations upon this question, and it is a hopeful sign that the Liberal party is solid for the education of the poor, free of cost. A further resolution declared strongly against British entanglements in continental quarrels, and in "this we detect the spirit which fell foul of and overthrew Beaconsfield in 1380, A "brilliant foroign policy" has no attractions for tho Liberal party, we aro glad to note, and tho knowledge of this will do much to prevent tho present prime minister from repeating the tricky und cheap Jingoism so emphatically condemned by tho electors nine years ago, Tbe Liberal party has simply reiterated its position by declaring, through tho federation, its emphatic protect against tho endowment of sectarian colleges, and we may, therefore look for strenuous opposition to any scheme Mr. Balfour may bring forward with the twofold purpose of enlisting Oatholio sympathy by endowing a Catholic university in Irelnnd, and at the same time putting off the day when home rule will An- raand attention. McNaughten was born at Sidney, Cape Breton, in 1855 and in 1878 came to British Culumbia. He had the truo military instinct, and was a line aoldier and oflicer He took a course of gunnery instruction nt Victoria, at the school of nunnery, and passed with high honors.
