Y. Tithes, May 3. ' The subject of Sunday funerals has been before the publio for some time, and since the first of April the Protestant burying grounds have been doted on Sundays, except in cases in which immediate interment ia rendered necessary. For thii furpoae certificates will be requisite, t has been urged on behalf of clergymen, undertakers, hackmen, and others engaged in funeral ier 'vices' (hai it is unfair that they should have to take part in such services on Sundays, and the object in view, it to preserve as far aa not aible Sunday as a day of rest. Now ihat thia reform has been accomplished, the next step is to perauade people to keep their emblems of mournJM within reasonable groondtj It hai become too much tho outtotn to spend money, extravagantly in mourning wear, and the example set in the case of Henry Ward Bieoh- er's funeral ia one that will probably he largely followed in tke,United States. But there en reasonable Umiti even in regard to theSUplaj of flowera Instead of orope.—7Vfc* from, ~J At its moat), thd Congo River li of enormous depth, only 100 miles or so above Stanley Fool, Oapt Brtconnler said a year or two ago that "steam launehea drawing barely Wo and a half feet of water hat- to he -tagged lilong by our men." H. H. Johnston mentions the ume fact in hii description of the Congo. "Our boat is conitantly running aground on land-banks," he wrote. "It har- an extraordinary effeot to see men walking half-way over a great bnnoh of the river, with water only ep to their anklet, trao- ing tke coune of tome hidden sandbank-,* Stanley, Johnston,'. and others attributed the remarkable ihallowneaa of the river to its great breadth in this part ol Ua amine; but none of them knew how wide the river really wat above the Kat- sai River. We now have some new light on this question, whioh is a very .ntefeit-ig ont, because the Congo is next to the greatest river in tbe world, and new discoveries with regard to the river are apt to be on a large scale. Oapt Rouvier haa been mrveying thia part of the river, and he findt that for a distance of about fifty miles the river is much wider than wai tuppoted. Its width, in fut, it from fifteen to twenty wiles, a circumstance that has not been discovered before on account of many long islands, some of which have always been takes for one shore of the river. It follows; therefore, that there ii an ex panes on the Upper Congo linjilar to and very much larger than Stanley Bool; ] Steamboats have patted eaoh other. in thit enlargement of the river without knowing of each other's proximity. It is easy to understand, therefore, bow it happens that the Congo is in thit place so vtry shallow, while in narrow portions of the lower river no plummet-line hu ever yet reached the bottom. ' Navigation in this part of the Congo would bo almost impossible were it tit*, that here and there soundings an revealing channel! deep and wide enough for all -the: requirements of- steamboat traffic—Nets fork Sun. WHITE HOUSE EXPENSES. "What It G_st* To Car. Fnv and Maintain th. President's Home. Nearly every good housewife "cleans houso" onoe or twice a year, nnd the mansion ot the nation's Chle.-Ejcoutlve does not escape the annual rejuvenation whioh Is charaoterlstle of American homo Ufa. ,: Unlike most private houses, no-evor, the White House undergoes Ita overhauling In the summer time while its ' occupants are off on tlieir annual outing. The work furnishes employment for a email army ot servant* for a score of dare or more. IVI *Jlla I Notwithstanding tho faot that ths man- «rai-kept bl good order at all times, s annual houaecleanlng never falls to disclose plenty of work to be done, and aweepera, sorubbers snd duatera hold high oarulval during the oontlnuanoe of their reign. The upper es well as tbo lower floor undergoes the prooess of rejuvenation. The musty old books In the library, many of them dating baok to tbe daya ot Dolly Madison and Susan Monroe, are all taken out snd dusted, The two pianos ln the house ar* tuned up, snd when the doors are finally opened to the publie ths house Is In the most exquisite ordsr snd ready for another year's siege of dinners and receptions. A* may be weU imagined, it oost* a very pretty penny to keep tho establishment in older. Tbe tlH,M0 tor keeping the house In order for the next year, Which became available on July lat, la not. by any means all that has been spent npon the manelon since President Cleveland took possession, Mr. Arthur left a large cash balance unexpended of the last appropriation during hia term, according to a time- ' honored custom that the outgoing Presides Bhall leave a lump. *um for th* Incoming President to make any changes be may desire. Nothing new hu been bought In th* houso elnce Mr. Arthur left it ln auch complete and beautiful order. It undoubtedly, though, requires a large nm tokeepltineondltton. The cleaning ol tbe hug* crystal ohan- doners is a considerable Item ot expense. The whole lower floor ls lighted by these enormous crystals, eaoh one with thousands of pendants. There are no less thau three doxen ef these chandeliers In the East Boom, the Blue, Bed, and Green roome, the two dining-rooms and the corridors, and once a year each one has to be taken to pieces and every part .carefully cleaned aad put back to Its 'place. ■ IbttJ care of the. carpets and ourtalns also requires the spending of money. ' The handsome lace draperies are torn at noarl.' every reception, and theae have to bo carefully repaired, to say nothing of tho tikliig down two or threo times a yenr to' be washed and darned. Somo people wonder how the President ean pay out of hie salary the numerous expenses attached to his offlce. There are separate appropriations. Beside. Mb salary ot -50,000, the eatl- malu prcsonted to Congress this session ssk&l for $30,004 additional, to pay the salaries of his subordinates snd -forks. His private aecretary la paid <__*_., Ills assistant private seoretary $2,250, hia s enogi aplicr $1,800, five messengers (end!) (1,200, a steward $1,800, tno doorkeepers who each got $1,200, four ether clerks at good salaries, one tcloxiupli operator, two ushers, getting 11,200 and $1,400; a night usher, getting $1,200; a watchman, who get* WOO, and a mau to take care of fires, who reeelvea IBM* year. In addition to this thsre ls set down {8,CiM for Incidental expenses, sueh a* -bitlimci'.v, uurpeta, and the care ot the President-. *>tub|os.) And ui'tlio. bn, under another heading, tbiro Is a demand for nearly $40,000 more. Of tbla, $12,500 la for repairs and' furnishing the White House, $2,600 for fuel, $3,000 for the greenbouso, and $15,000 for gas and the care of tho stables. Tho Whito Bouse, all told, ooeta tho oountry, in oonnecUon with the President, considerably over tMS.000 a year, aud at that rata It Is cheaper, relatively to the work done, thia the service ot Congress.—[Washington Letter, ■>■> '•Good-by, father." Prisoner may be mufrar insano. Persons affect- ced with epfleptlve insanity frequently commit crimes, either suicide or homicide. One of theso fits might explode itself In a murder.' The impulse to do violence might come on two or thfee' days after the fit. A penon may have epileptio fits and still not be insane." Mr. Atkinson here quotes from Qusynes Dictionary of Medicine on epileptic insanity. Dr. Bentley—Thc violent impulse to kill may oome on previous or subsequent to the clonic spasm. An epileptiform seizure is another form that the disenso sometimes assumes. There are Bonis medical tests to doteot shamming. There were none of these tests applied yeaterday. A aubject nf epileptic insanity might nut be unconscious of committing crime but he wpuld be ignorant that he was doing wrongs Revenge would be a substantial motive for the crime. If thero was s motive discovered it would greatly iafiuouco iny opinion that he was 'inne. (To (he jury)--A melancholy maniao .nuy kill a man undor a dclu- eion, and lie ia not une at intervals. Wherever he went' people were against him. He seemed to1 think that everybody on tho stroot waa talking about him in a scornful manner. He heard people say they would alibot hiri. '. Wherever lie was he uaed to keep in his room on this account. People were continually trying to ruin him. * Dr. Cooper recalled: "I asked the prisoner Several questions yesterday. I asked him if he had ever had a ht before. He answered he had novor felt that way before. The answer lie gave ine leads me tn suppose ho was not suffering from any .aberration of mind. When I lint saw him I tested the sensibility of the prisoner. I attempted to put.my finger on his eyeball and be turned hia head awny, I put my ear to hia aide to see if thero was any excitement of the hcort and found none. Self-cohsciouBnoss involves moral responsibility. It may be possible but not probable that further examination of the prisoner would lead to believe ho Iras insane. Dr. McLean: "I think the prisoner ia a sans man. I believe the prison- e.'Cfit| tie feigned. These symptoms ate' nlwaje essential to an epileptic attack: spasms, dilated oyes and uuenn- sciouaness. I mode a thorough examination of the prisoner and found the symptoms- absent and am satisfied it was not an epileptiform seizure.
