There is not among all our exchanges a newspaper (except it be the Guardian) with whicli it is more unsatisfactory to engage in a discussion than the Vancouver Herald. The perversity with which the editor of that paper twists and misrepresents facts is only equalled by the facility with which he reaches unjustifiable conclusions. In his issue of Wednesday he starts out with a column of editorial founded upon false premises and pretends to prove theories and establish facts which have no existence. Moreover, wo never knew a single instance in which over cotemporary hod tho grace to acknowledge an error when it was clearly pointed out to him. In the article to which we refer he undertakes to criticise the Columbian" because a few days ago it congratulated some provincial papers upon their change of front towards the question of disallowance. We pointed out that these papers some months ago bad either tacitly or ex- plicity maintained tbe right and propriety of the disallowance policy pursued by the federal government towards provincial railway charters, and our congratulations were based upon a very distinct change in their attitude respecting the principle involved. But our Vancouver cotem- poiary dishonestly and entirely thrusts aside the principle, and announces that this journal "congratulates itself because it has two allies in the province who are hostile to the 0. P. B." This is a barefaced perversion of fact; but it is scarcely less so than his assertion that the Columbian has promised to shoulder its musket "and march to the assistance of the Manitoba rebels." Our cotemporary will not be able to find in the fyles of the Columbian any such promise. Having accomplished a perversion of facts, our cotemporary proceeds to discuss the question of disallowance in a spirit which would produce in the mind of the reader an impression that he is anxious above all things to appear as a champion for the Canadian Pacific Railway. Tho contention that disallowance is a question entirely within the control of the people's representatives in parliament is abstractly correct; but.no one knows better than our cotemporary that under the prevailing system of party government the acts passed by parliament are not always an expression of the opinion of a majority of the representatives. Party legislation is settled by a party vote, and in matters of this sort it is not left to the individual member to say bow he shall vote at all. The votes are determined by the party leaders, and the representatives to a great extent becomo voting machines in the interest of the party. We believe that the political machine had a great deal to do with the disallowance vote. It maybe true that Sir John intimated to some of the British Columbia members that they were free to vote as they chose, but this was not done until ho had ascertained definitely tbat the government would be sustained by a clear majority. Our cotemporary says that a majority of Manitoba representatives were and are supporting the railway policy of the Dominion government—that is, the disallowance policy, and he infers from this tbat the strike against disallowance in Manitoba is confined to a minority, of the people! The statement is misleading and the deduction therefrom absolutely false Our cotemporary is very badly posted if he does not know, that in Manitoba friends of the government were elected on the distinct understanding tbat the disallowance policy would be discontinued, and it was intimated on behalf the authorities at Ottawa thnt, consequently, it would be in the interest of the province to elect solid government supporters. These representations secured the return of all the government candidates but one. The fact that the local government, withsuch a staunch Conservative as Mr. Nor- quay at the head of it, is unanimously opposed to disallowance is surely better evidence of public sen-, timent than that which our cotemporary put* forward. The Herald sees great .danger to confederation in the agitation over disallowance, and seems to think that if anything should burst the whole responsibility would rest with the agitators. Did it never occur to our cotemporary that the responsibility might rest upon those whose policy caused the agitation!. The policy of disallowance is clearly not in the interest of the country. This is admitted, we think, by. every independent newspaper in Canada. The opinion of the party press on a party question is soircely worth consideration —it is very much like the machine vote of a machine politician in the house. Bui the federal government persist* in adhering to this unjust policy to the serious damage of the Manitoban*, and we are not sure bnt the government, and not the agitators, will be answerable for any leriom mult that may come of it. Kennedy leaves to-morrow for New York and Philadelphia to perfect arrangements for the introduction of the automatic perforator lately invented and patented by the Messrs. Kennedy Bros. While at Sau Francisco Mr. Kennedy hod a few of the machines made and attached them to some of the presses in the large printing establishments. They were, vory highly spoken of by printers, nnd pronounced just the thing that the craft has been looking for during the last hundred years. We have to congratulate tiie Kennedy Bros, upon the prospective fruits of their mental industry, and hope they may realize from the invention even more than their highest expectations, Still Anotiibr.—Our cotemporary of the Victoria Times takes exception to the remark made by the Columbian some days ago, that until a few months ago it was tho only British Columbia journal that came out squarely on the question of disallowance. The Timet claims that it has "frequently expressed opinions adverse to the centralising polioy of the Dominion authorities." We presume by this our cotemporary means to convey the impression that he has expressed opposition to the disallowance policy, and we frankly accept the correction. It follows, then, that of the 9 newspapers published in British Columbia at least 4 have expressed themselves decidedly opposed to disallowance, and we know of only one (the Herald) which defends that policy. It is said that the builders of the Thistlo have borrowed largely from American ideas of naval architecture, anil no matter which wins, it will be claimed as a victory for the American model. . The Hosb Contest. -Most of our citizens will be suprised to learn that the hose reel contest to-day was won by Vancouver. When tho contest took place at Vanoouver some time ago our company lost first place, but it was •aid that it* defeat was the result of more accident. From all that had been said on the street* one would infer thtt there wa* almost a certainty of the Hyack* winning. Yesterday afternoon the contest was to have taken place at 4:30. At that hour a large number of people assembled on Front st. to witness the sport. But scarcely anything at all was done to- wards forwarding the business on hand until about an hour had elapsed. During that time two citizens of Westminster were continually going up and down among the crowd with a roll of bank notes in their hands shouting and swearing and challenging unybody to bet on the Vancouver teem. The conduct of these men was simply disgraceful, and as no attempt appeared to be nude to silence them or remove them out of the way, many persons in the crowd became thoroughly disgusted and left. It would be a great deal more satisfactory if preliminary arrangements could be mode before tho time set for such an event comes, and not waste over an hour and exhaust everybody's patience with that whioh has no public interest nt all. We can- net congratulate the lire company upon the way in which it managed the contest, and we must say the police authorities ouglit to have promptly protected the people from auch unbecoming conduct as wat indulged in by the two or three person* who teemed so anxiou* to appear a* champion* for the Hyack*. The Earl of Iiuthome, Lord Elphnis- tono, and Lord Carnegie, left Montreal Friday on a trip to the Pacific coast via O. P. R. William Holden and his son Harvey left to-day for England via C. P. The hose reel race between Wcstmius* ter and Vancouver firemen, advertised to take place yesterday, was postponed last evening until this morning. The weather was very disagreeable this morning. Heavy rain had been falling since daylight. Nearly everybody present was provided with umbrellas and rubber ooats. The race took place on Front st., near Kwen's wharf. Long before tbe race the uniforms of the firemen were soaked with water, but it did not seem to daunt their enthusiasm lu the least. Before the raoe Westminster was the favorite, 2 to 1. Vanconver was the first to run. Previous to the race they had overhauled the hoso and placed new washers at all couplings. At tbe word go they started off at a great pace and reached the 600 feet mark with the real In 30 seconds. Quickly the different men ran to the joints and uncoupled and coupled, when everything was finished the refereo called the time 1 min. and |18 sec. When tested with 120 lbs. pressure the hose was found to be leaking at throe joints and the judges decided to add six seconds, thus leaving the time at 1:24. The Westminster men then took their, place at the starting point. They were two' seconds longer in running and one In coupling than their opponents, and their time was 1:27. Vancouver was then adjudged the winner. The remainder of the Caledonian games and sports yesterday passed off yesterday without any note, worthy incident. At 6 o'clock the spectators in the agricultural grounds adjourned to Front stroet where the races were to take place. A train left the city lut night at 8 o'clock with the Vancouver visitors aboard. Her completion is one which is improved by a coat of tan, and ehe now looks like a Spanish beauty. The name, "Donna Frances," which was given her by her friends at Wells College, hu followed her to her present tbiding place, and even the country folk about Marion call her by that romantic title.
