It cannot bo expected by the waiuvgeinciit of either that Viotoria morohants will tamely submit to see tho trade with the Orient, which thoy havo already built up to large dimensions, pass their door* without an effort tb retain their fair share of it, If they are tb be ignored, or if the Chinese steamers are to continue for any lengthened period to give us the go-bye, the1 effect on the railway company of the retaliatory policy whioh will undoubtedly be inaugurated will be n loss many times greater than could possibly result from the short' detention of the steamers when in transitu to and from the terminus of the railway. It must never be forgotten that Victoria—which is practically a terminus of all the transcontinental roods—occupies a position dependent on neither., . From the Victoria Standard. ' The steamships have boycotted this city. I Our members in the commons, who have been sent there to carefully watoh the interests of this place, should have insisted on a clause being inserted in the Bub- sidy contract to the China and Australia! lines of steamers that they should make this port headquarters; but hot one word did they utter, but sat in thoir seats dumb as oysters, and tho interests of this oity were allowed by them to be severely injured. As it it the intention of the 0. P. R. to boycott thi* city and build up the rival town of Vancouver, we would strongly urge upon our citizens who have their all here. to boycott the G. P. R. and their steamers. In order to do this successfully it would perhaps be best to make some arrangement with the Northern Pacific Railway for doing the trade of this city, as well a* providing a line of steamers to China and Japan. Suae juehi. scheme would be directly to the aSvantage of this oity and Puget Sound, and would boycott those who are endeavoring to boycott us. The peoplo of Victoria should arouse themselves at once to the critical position in which they are, and lose no time in taking some action in this matter before it ia too late, or they may have great cause to regret it. From the Victoria Colonist, The S, 8. Abyssinia passed up the straits at three o'clock yesterday afternoon, having laid off the harbor until boarded by pilots. It was not the intention to call here, for no arrangement* were made for that purpose by the London agents, the idea of the railway presumably being to make Vancouver the port of entry and departure;' It is understood that a thousand ton* of freight were awaiting shipment from Hong Kong to Victoria consignees, but as the agent* at the latter point were informed that no instructioni had been given to call at Victoria it was not shipped by the Abyssinia, bnt is now on the way by the bark Penshaw, consigned to Welch, Rithet iCo. It is a disappointment to shippers here that the steamship did not call, but as the apparent object is to ignore Victoria it* merchant! will no doubt make it a point to patronise their friend*. In the endeavor to make their forwarding terminus appear gnat in the eye* of the world, tho Viotoria trade has been given the go-bye, but if the line continue* to be operated, there ia little doubt that they will look at the matter from * business point of view and vary mob solicit consignments to this city from Chinese and Japanese port*. In the meantime Victorian! need not feel very much aggrieved over thi* latest unfriendly act of the Canadian Pacific, but should quietly bring luch pressure to bear as will demonstrate to the company that it would be wiser for them to act with a little more ordinary business Uct. IfUe Canadian Pacific railway continue* hostile to Viotoria'* interest* in order that their terminal point may be benefitted, then the policy for Victoria is to patronise a company which, when it had a monopoly of the carrying trade, wa* honed and reasonable in all its dealings, tittle stock can be taken in Mr. Van Home'* "bluff" for, ao far as this province is concerned, his promises have always been of a brittle character. Victorian! should insist upon i their righto being respected and should utilize every possible mean* to secure protection of the oity'i interest* The present is the time to do it, and by united action the end can be easily attained, Job printing ol all kinds neatly don. at the Oourmux office. London, June 14.—The White Manchester Ship Canal bill wu before the House of Commons this afternoon. Sir Henry Ksmos offered a censio amendment, whioh the government opposed; the amendment wu carried by a vote of 243 to 87. The Pirn.]- lite, manifested uproarious delight, and their liberal allies were not displeased at this defeat, of the government. The result is of no political importance and will have no cons*-' quence, bnt the government is irritated over the incident. PANIC IN 'CHANOI, New York, June 14.—There wu almost a panio on'Change to-day. The Chioago market govern* thi* market, and wheat here fall 20 cents to day in sympathy with Chicago quotations. A large number who want into the Juno deal since June 1st pulled out to-day with broken fortunes. The wildest scenes were enacted. TBI UW WILL HI ESroltCEl). San Francisco, Jnne 15.—Vice President Crocker, of the Southern Pacific railroad said to-day that it is the opinion of Vice-President Potter of the Union Pacific and Stubbs of onr company, that the inter-state commission will not extend the suspension ol the long aad short haul clause after July 7 and that the law will be strictly enforced thereafter. Crocker also contended that in such as event it would eut out transcontinental trade from through traffic Other railway officials expressed . view that the law will bo strictly enforced, beginning July 7th. A GREAT FAMINE. Boston, June IS.—Th. officers of th. American board ot foreign missions hav. received tidings of a famine now prevtll- Ing on the Coholla plain in Asia Minor. The harvest time hu just passed but not a single sheaf of grain hu been ont in all the plain, ordinarily so fertile. Already most of the farming villages are deserted. The committee appointed at Adine hu presented an appeal to benevolent people in America, This section of country contains over 100,000 people,' 80,000 of whom an destitute. An eera- est appeal for aid Is made by the American board. .M "Alt Of DYNAMITE. • "London, June IB.—A, jubilee day approaches tests that the festival will not pau without disaster increase. Reports are received that the dynamiters have arranged ■ series of outrages. It is to the effect that high of- finals and Scotland Yard are nervous over the possibility of such a conspiracy. At tho beginning of tho work of opening Westminster Abbey for the royal ceremonies, an order wu issued that the nationality and antecedent, of every man engaged in the work should bo exsmlned, and In the com of anything doubtful being revealed they should be discharged, At sn inquest to-dsy upon the body of a workman acoldently killed in the Abbey, the evidence showed that the man, through some unexplained neglect of Ihe officials, was given work without the slightest pretious inquiry into his character. Much indignation is shown at thia carelessness, sod many believe that th. dynamiters are conceded among tho workmen. In court circles the apprehensions amount almost to * panic WATSON All AIN DEBUTED. Ottawa, Ont, June IS.—At a meeting in the house of common* of the committeo on agriculture and immigration, this afternoon, a lively disoussion took place on the statement of the deputy minister of agriculture that the American consular agent* in Canada were quiet but active immigration agents for th. United States, I Several members denied this nnd said that the real immigration agent for tho V. S. in Canada is the Grand Trunk Railway which, by being kopt out of the Northwest, offered inducement, to immigrants to travel over its line. Watson, Manitoba Member, thereupon movod that in tho opinion of tho committeo the settlement ot Manitoba would be promoted by allowing the Grand Trunk to enter into Winnipeg. Tho motion wm lost by two votes. The Liberals protested against four of the votes, but the chairman would not reopen the subject, and the meeting broke up in disorder. A BIO BYDRACI.10 DOCK. The prisoner was remanded until next assises to stand his trial. As Usual.—An Ottawa dispatch to tho Colonist, dated the Uth, says: "The supplementary estimates wore brought down to-day. There is hardly anything for British Columbia, and not a cent for Viotoria harbor, All the British Columbia members aro indignant and will mike a strong protest." There-is a suspicion in many minds that. British Columbia will never get anything worth while until she sends to Ottawa representatives who an more concerned for the country than for. the success of sny political patty.. Iu other words, our representatives should be Independent, tnd should conduct public affairs on common sense business principles. British Columbia, whioh solidly supports Sir John, gets nothing; while Prince Edward Island, whioh does not solidly support him, gets an additional subsidy of 120,000 a year for all time. - i Worms cause feverisbness, moaning •nd restlessness during sleep. ':■ I Yuterdty ww anything but a phut tnt dty lor open tir spurts, and, consequently, yesterday's progiamme wss not much of. success. Rain drizzled from morning until late lut night, and spectators had to ttsnd under um- brellu during th* races. The forenoon wts principally taken up by foot racing, &c. The most exciting event of the day wu the canoe races, which came off about 2 o'clock. A picked crew ot 15 Indian, from Langley and mother craw from Chilliwhack need over t four mile course. The Ohil- liwlwok men carried of the prise, being about 100 yards ahead st the finish. The ind canoe race wu between a crew from Harrison River snd two crews from Chllliwhack. There vrero 11 Indites in tuh cinoe, The Ihree canoes war* slmost sbroast during the first half of the race, i On the horn, stretch; 'ever, one of the Chilliwhack crews nude t spurt and succeeded in shooting thud of th. other ennoos, ind won the race by about lift; yards. The Harrison River men came in soeond. The new were very exciting tnd among the .port, t rood desl of money chined hands. A single scull race between Alex. McLean and and Indian Joe' wu next on the programme. Alex, wu the winner, although Joe rowed hard, and wis but a very little distance behind him. A number of rn* important noes then came off, but on account of the rain most nf the spectttott hsd sought places nf shelter. Li the evening a large crowd collected cti Colombia st, where some foot racing and high jumping took place. By this time the weather had beoome very disagreeably wet and most of the visitors begat to disperse. The torchlight precession wu not a success. There wen plenty of torches, which Mr. Moresby had taken the trouble to have made (nearly 600) but then was no or* to dinct operations and tbe whole appropriation for this purpose wu wuted. It was the intention to have (largenumber of Indians in osnoes take pert in the pruceuioti, but the Siwuncs refused to go without being oomp.ns.ted. The .tr. Gladys took* party aboard and towed a few boat, with tonhbeinrs in them a short distance up the Fruer. Th. small boy captured th. remainder of the torches, about «50, and galloped up and down the street with the lighted brand. It it fortunate thtt the evening wu wet, or th. whole eity might hive been bnrned by then fiery torohe. which wtte stnwed over streets tnd side, walks. The ball in the Drill Shed, under the auspices of the band, formed the concluding portion of tho jubilee celebration. Quite a number were present. Some persons, however, proceeded to celebnt. the jubilee ih other wtyt, but the police oourt this morning recorded only two jubilee drunks. Tery Suggestive. London Trvth has this paragraph: Tlio fulluwtiHj announcement was a fow weeks since extensively placarded on enormous posters in tho town of Lie- burn (co. Antrim), where a series of Lent lectures wero being given in one of the churches:— For Sunday, Aprtl 3rd, TUB RBVEnENO Oakon . " Descended Into Hell." You nre nil nfleotlonately Invited. A. I). CommttTtixatitrtu. The Loan Scheme. KditoaColuiiuian. —Reading a report of the council's discussion at lut meeting cannot give one a favorable impression of the council's ability to prudently deal with a loan of $70,000 for eity purposes. Sir, I think, under present circumstances, It would be premature and unsafe to deal with such a loin. It would be wiser for the counoil to rclim on unsold eity lots; pay off as much as possible of the city's present indebtedness, urge on the building of the Southern Branch railway to the boundary at Semiahmoo; and, If successful, within two years,— then borrow to lull extent, initiate a scientific system of drainage; bnild streets, and do other necessary work. As regards work on Queen's Park at present no taxes should be applied there. Application might be mode to the proper authorities for the use of ten prisoners with guard, until the park is perfectly cleared; then the council could have it fenced, and laid off to suit tho public Citizex. We Want to Know. EoiTon CoLounux Can you tell tho public of how much taxation they are to bo relieved by the "Loan By-Law, 1887" —the new $75,000 loan! It levies a rate of $8 on $1000, and it provides for taking off all existing special rates. What is the amount of those rates?'The pnbllo should have full information on this point. Again, can you tell us what amount, if any, is to bo devoted to sewerage! A few hundred dollars as a prise for the plan of a sewerage system, and a few thousands for tbe building of the most essential, or most useful, part of that aystem, would bo an expenditure com* mending Itself to tbe good sense of the rate-payers. You very properly remarked the other day, that we had ono of the healthiest cities on tho continent. Surely that good name is worth preserving. Seventy-five' thousand dollars is not a very great sum for a city like this—it would not begin to pay our whisky bill for a year—but it is too much to expend without making o-stort on, thorKKfi! needed improvement ol all. Citizen. Another Steamship Line.—Chinese Cases. r>su>er skM*T*il«. Uy Associated Proas. ANOTMEK HTKAMSUIrvMSU. San Fiianoisco, June 15. — The statement is again published hero in an apparently authentic form that the Marquis Del Campo, a successful Spanish capitalist'and owner of steamship lines operating between' Spain, Cuba, tlie Phillipine Islands and South America, has finally completed arrangements for placing a lino of steamers on tho Atlantic and Pacific Oceans, in opposition to the Pacific Mail Steamship Co. Tho Spanish steamers will run from here to Panama, touching at the principal Mexicaii.CentralAmerican, and coast ports and connect with other steamers running between New York and Aspinwall. The marquis hu secured concessions from Mexican and Central American governments whereby all dutiable goods shipped by his line nre allowed a duty rebate of ton percent., and the lino also receives a direct subsidy from Central American and Mexican republics. The tint steamer for the line wu recently launched from the English ship yard and christened "Costa Rioa." The other steamers of tlie lino will bo named Salvador, Nicaragua, Guatemala, Honduras, San Francisco, Panama, tnd Colon. Tho steamers will begin their trips in September and run weekly and carry passengers aud freight. OHINEHB CASUS. San Francisco, June 10.—The federal court, are almost exclusively occupied just now with Chinese habeas corpus coses. There wore sixty such coses on the calendar of the circuit and district courts for hearing to-day. Circuit Judge Sawyer heard 25 petitions and all petitioners were allowed to land. Tho court room and other corridon leading thereto were crowded with Chinamen, fully 200 being present. Then were about 12 women and childron seated in tho court room, one big woman wearing shoes not much larger than an infant's slippers, Tho large lobby nf the court room was packed with swarthy Mongolians, and the judge, the court officers, and two or three attorneys, with an interpreter, comprised the white persons present. Three more of the missing Port Town sond certificates were presented, and their cues Were postponed until the commission can investigate the matter at Port Townsond. It will bo remembered that on Juno Oth, in Judge Hoffman's court, 1001 certificates wero shoiVn to have mysteriously disappeared from tho Port Townsond custom houso. Judge Drown decided u their objections to their landing hsd not included the statutory reasons for describing the immigrant* u paupers, to disoharg. them. The ttttut. gives as reuons for the prevention of landing of paupers: Incapacity by reason of age, feebleness or physical infirmity, idiocy, or lunacy.
