Assets will reach $227,000 and liabilities $143,000. Francis was recently heavily mulcted by the defalcation of two county officers, of whom he was surety. CHINA ADVICES. San Franoisco, March 17.—The steamer Oceanic arrived frcm China and Japan this morning, bringing the following advices: The viceroy of China is said to have accepted the offer of a French syndicate to repair the Yellow River gap for one million four hundred thousand taels. All enquiries tend to show that a third of Lhina north of the Yellow River ii suffering more or less acute distress, and in Hunan and Anhui large parti of those governments are under water and are likely to remain so for some years. In Shanghai on the night of Feb. 9, while some people were celebrating the approach of the new year, several candles employed in their wonhip were overturned and four persons were burned to death. THIS AFTERNOON'S DE8PAT01KS. MANHOOD SUFFRAGE IN ONTARIO. Toronto, March' 17.—The legislature last night passed to the seoond reading the bill to establish manhood suffrage for elections to the Ontario parliament. This virtually makes it law. The house will be prorogued on Thursday. WRECKS FROM THE LATE STORM. Baltimore, March 17. — Definite news of the destruction of property and loss of life on the lower Chesapeake, is beginning to come in. An unknown schooner was found with her crew of six men frozen stiff. In Muddy creek a number of oyster dredgers are known to have perished. The schooner Eastern Light lost four of her crew, and the schooner Joseph Allen also lost four. It is impossible ss yet to ascertain the full damage of the storm upon the Chesapeake, but from data at hand between 100 and 200 vessels are either cast ashore or sunk. From 30 to 40 were wrecked and probably 30 people were drowned. Most of the vessels were oyster schooners, WILL IEEF THE CONTRACT. Washington, March 17.—It is rumored that the Atchison railroad oompany has refused to allow striking engineers to haul United States mail oars unless they also haul the passenger and express oars. Vice-President Smith virtually admitted it wai true, He said the contract with the government called on the road to carry the mail on passenger trains, and that they would comply with the requirements of the contract. GETTING TIRED OF THE STRIKE. Kansas City, Mar. 17.—Sixteen engineers expressed their intention of soing to work to-day on the Santa Fe. There is a great stir araonn the engineers, and for the first time since tne beginning of the strike the members of the committee are not among the men pleading their cause. The Missouri Pacific and Union Pacific officials say they anticipate no trouble and hate made no arrangements looking forward to a strike. A DESTRUCTIVE HURRICANE. San Franoisco, Mar. 17.—The ilr. Mariposa, which arrived from Australia this afternoon, brings news of a destructive hurricane which raged in the Raratonga Islands from Jan. 22nd to 25th, Whole groves of cocoanut and orango trees were stripped, while between 70 and 80 structures were blown down. The trading schooner, Atlantic, waa blown on a reef and wrecked. The estimated damage by the hurricane is $125,000. THE SITUATION UNCHANGED. Kansas City, Mar. 17 At 10 o'clock this morning the Fort Soott A Qulf trains are all moving promptly and with regularity. The situation on the Santa Fe is unchsnged, no switching being done in the yards. Chairman Carroll, of the union grievance committee, admitted this morning that the reports whieh he gave yesterday were untrue. There wai no truth that the engineers would be called out at the rate of one road each day. Thii morning thore was a large defection from the Santa Fe strikers, which waa tha result of a warm fight in the session of committee's held last night. Mured II, ISSS. Ohinese Exclusion Treat). The "UJ. .S. congress has passed tt bill prohibiting the immigration of Ohinese. This measure may seriously affect Canada unless similar legislation can be obtained. It is well known that the Ohinese authorities are averse to tho emigration of their people, and do not particularly object to the treaty. But the shutting of the doors of tho republic against Chinese immigration will almost certainly turn the tide into this country to such an extent as to make fresh legislation necessary. What has been dono in the United States may bo dono in Canada, if the people of this country once get their eyes opon to the evil with which they are threatened. The presence of a few Chinamen here under existing circumstances seems almost necessary to tho success of some of our most important interests, but we have enough and too mnny of them already, and cannot but look with alarm at any considerable increase. As a rule it is well known thot the lowest classes of Chinamen find their way to those shores. Many of them are from the slums of their native land, and the most of them are sent out and kept in continuous slavery. They will never become assimilated with other races—which is fortunate—and they remain an alien race who export their earnings to the enrichment of their owners. The time will come, and may not now be far off, when prohibitive measures against these people will become a necessity. We hope this matter may receive from the federal government tho careful consideration its importance de- scrves, and that the doors may not be permitted to remain open until it is too late to close them against the threatened invasion. Growls from me Organ. Our Church-st. cotemporary this morning expresses the opinion that the sending of a deputation to Ottawa about river improvements is a great mistake. The reason of this opinion is, apparently, the fact that our cotemporary and Mr. Chisholm were,not. first consulted. Evidently the organ doesn't know what it is talking about. If it had taken a little trouble to inform itself with respect to tho circumstances which suggested the deputation, it would have been able to discuss the matter intelligently. The board of trade is composed of gentlemen whose intelligence and judgment will, perhaps, be found almost quite equal to those of our cotemporary; the city council is not made up of fools; the citizens' meeting on Wednesday night is admitted on all hands to have been one of the most influential and representative gatherings ever held in Westminster; and all these are unanimously in favor of the deputation. There was not a dissenting voice at the citizens' meeting, and not only unanimity, but very much enthusiasm prevailed. Those who have been present at any of the meetings, or who have read the reports published in the Columbian, may well wonder by what kind of mental process our cotemporary reached the conclusion that this movement is "premature." It is the opinion of all well-informed persons, who have expressed an opinion, that it is most urgent, and that the delegates should proceed upon their mission at the earliest possible moment. It waa pointed out at the meetings that delay might result in the proposed mills being established elsewhere, and might also postpone indefinitely the time when ships would lie coming to load lumber nt the mills we now have. If the present opportunity is permitted to pass unimproved, such another may never come within our reach; and if every citizen will be content, like our co- temporary, to sit still until the government is moved to make a large enough appropriation for river improvements, we may soon have the grass growing on our streets anti moss covering our sidewalks. Our cotemporary lays it down as an abstract principle that "the mere fact of gentlemen being deputed for any special purpose gives no guarantee for their suooess." Well, who over said it did! It may be remarked, however, that those who lack energy and enterprise enough to push their just claims almost invariably get left; and if the people of this city were to follow the precept and example of our cotemporary, the prospects of obtaining a satisfactory grant for river improvements would bo extremely small indeed. Our cotom- potary next turns his attention to tht proposed change in the name of the city by dropping the prefix "New." This proposal ho declares to be "characteristic of small minds." Now, the small minds which endorsed it were the minds of a large majority of the principal eitizens, and our cotemporary's remark is au intuit to overy one who voted for the change at (he publio meeting, or signed the petition. The objection that the change would lead to confusion is entirely groundless, inns much as there is no other Westminster postoffico in Oanada. At a convention held in Philadelphia recently, the Rov. Tiros.
