DISCUSSION on the coercion BI1L. London, June 13.—The house of commons this evening resumed the delate on the coercion bill, taking up w the fifth clause, whioh deal* with the proclaiming of districts. Henry Fowler, Liberal, proposed as an amendment that proclamations be made by order of privy council instead of by the viceroy. He urged that the change should be made by the imperial instead of by tbe Irish executive. M. Balfour, chief secretory for Ireland, declared lie declined to accept the amendment. Ho reminded the house that the government collectively were responsible for every act of the Irish executive. Healey moved, and Clancy and Dillon, Nationalists, successively supported, the amendment. Gladstone suggested that members should not spend any more time at their command in futile disoussion.' It would be better, he said, to'employ the .remaining -time in dUonuing weighty points. Smith said he wa anxious to allow sufficient tint, for the discussion of substantial questions, and hoped tlio opposition wopld assist the government in this direction. Mr. Fowler offered to withdraw his amendment Mr. Dillon protested. He declined to take advise from the government as to what amendments should be discussed in the muerable period left to the Parnellites to contest the measure. Merely said lie was afraid Gladstone had not meant it to. be suggested that, the opposition should! assist in limiting tk* debate in accordance with government ideas. Because we condemned the people ot Vancouver who so cruelly and un-; lawfully apas*d the Ohinatnen aome . month, .go and drove them out ot the place, he seems to imagine that -we ought' also to condemn the people of "Manitoba for endeavoring to aecure railway connection with the Grand Trunk through American ter- Jrrtory. The simplicity of our 'young cotemporary is truly refreshing. There is nothing parallel in the two oases. In the Vancouver *nVir there w.s an attack made upon die persons of defenceless for- eigners who had committed no breach of (he law, and th* attack ' wag I'clsttrly -an illegal act It was *- gro*s otlVnce against liberty and the sacred rights of innocent per- .son*.
