New York, June 29.—The jury came into court, and upon the judge asking the foreman, " Is it guilty or not guilty!" he replied, "Not guilty; I mean, guilty, your honor, guilty." We are not sure'but the time has arrived for the adoption of a by-law to prevent cattle and horses from running at large within the city limits. The practice has hitherto lj««i allowed to prevail because it would be a hardship to some people if such restrictive legislation were to lie enforced. But; it has become a great nuisance, and very soon, if not at once, it will have to be suppressed. The animals that nre prowling about the' city both day and night are often a source of great annoyance. Cow-bells clatter during the whole night, keeping awake those whose daily toils demand undisturbed repose. They sometimes enter gates which, by native genius and patient praotice, they have acquired the art of unfastening, and commit depredations in gardens that are extremely annoying, . Besides this they commit -nusinhces on the sidewalks and endanger the lives of children who have ventured beyond the protection of enclosure. These'animals are also exposed to danger themselves, because they are sometimes found devouring garbage on the streets which cannot be promotive of constitutional vigor. A person who keeps a cow or a horse should also keep pasture, and the whole community should not be made to suffer because of the convenience of a very limited number. Throofh Traffic. A griut diversity of opinion has always existed respecting the advantage! of through foreign traffic on the transcontinental railways. Not many yean ago a San Francisco paper atserted that the profits of all the Asiatic trade passing over tho railway would not be much more than tuffioient to pay for the grease expended on the trains. This was probably an extreme view, We know that til transcontinental roads are reaching out for this very trade and incurring large expenditures in the hope of securing it; and although the profit! may be comparatively tmall, they must be something worth While. The San Francisco Bulletin of a late date publishes an article on the arrival of the steamship Abyssinia with the first cargo of Chinese and Japanese goods for the "0. P. B., in which the opinion is expressed that the new route will not to any extent interfere with the through traffic hitherto transhipped at San Franoisco. The invoice of the Abyssinia, it says, comprised 2,830 pkgs. for eastern cities and 9,563 pkgs. for San Francisco. For these 9,563 pkgs., it adds; the Burrard Inlet route is not the shortest It will be necessary to forward these pkgs. by special conveyance to their destination, and the cost of this must come from the profits of the whole tariff. The Bulletin thinks that it will be difficult, also, to obtain return cargoes at Vanoouver, For the present it certainly will, but there is no reason wby it should be muoh more diffi cult to get return cargoes at Vancouver than at San Francisco when the route bas become properly established and advertised. Our San Francisco cotemporary observes; "For the present we have lost the handling of some tea destined for eastern cities. There is nothing more, however, in that loss than the employment of a few stevedores, more or less." It may seem a small thing to the people of San Franoisco that the energy and resources of tke 0. P. B. are beginning to turn into other channels that trade of which the bay eity hat hitherto claimed a monopoly, A few stevedores may be thrown out of employment, but what of that, asks our cotemporary. Well, stevedores are neither better nor worn than other persons; and at it is alwayt desirable to obtain and retain people who are engaged in honest and useful employment, the lou of even a few stevedores must be a lost to the city. But the stevedore lou is not by any means the only disadvantage that follows the loss of shipping. Bach a vessel as the Abyssinia require! a large quantity of supplies before starting upon a voyage to China, and for these supplies a considerable sum of money is disbursed. Moreover, these steamship lines to foreign ports art' an important item in the opening up and development of foreign trade, because they bring to our very doore nrst-ohut opportunities for the shipment of goods. It would lie rather awkward for the people of San Franoisco if they were forced to make their shipments of goods to China via Vanoouver, for example, beoaase then wat no China steamer running to San Francisco! The report of the committee on temperance was submitted by the Rov. P. Wright, and dealt with the replies sent in by Synods to the various questions submitted by tho committeo in respect to the different branches, of tho temperance work. It concluded with the following recommendations;— First—That, aince Christ alone can uplift and bless tho race, purify and save society, and muke of us a temperate and peaceable people, we give ourselves, in promoting TUG TEMPEKANUE OAUSB, with renewed . consecration to the preaching of the Gospel; and that we hold up Christ in our pulpits, prayer meetings, Sabbath schools, Bible classes and families as the only Saviour from sin and the only Guide to true character. Second—Tliut this Assembly views with gladness and gratitude the cheering progress of temperance and prohibition principles throughout the land; that it records its thankful acknowledgement of the assistance rendered by the press and the various temperance societies in forming and educating pulic opinion on this question; and that it cordially endorses the action of such provincial parliaments as have enacted laws requiring instruction iu our publio schools as to tho effects of alcohol and othor narcotics on the human system. Third—That this assembly again declares its conviction thut the liquor traffic is contrary to the word of God, and to tbe spirit of the Christian religion; that TOTAL l'KOHinlTION is right in principle; that it is the duty of the State to psss a prohibitory law; and that this result is to be earnestly sought by all right means.
