Lord Randolph Churchill argued in favor of a substitute for the bill, which should be a larger measure, and bring the machinery of land legislation in Ireland into one body, and actuated by one polioy to deal with the purchase of lands and the valuation of rents. He derided the present system which, he aaid. found favor with nobodr. Mr. T. W. Russell said that Lord Randolph Churchill's speech would be vory effective in Ireland. SWINDLING CUSTOMS OFFICIALS. San Francisco, Mar. 29.—Wn. A. Boyd, customs inspector awaiting trial for trafficking in Chinese return certificates, was placed on the stand this morning in the case of F. D. Ciprlco, being tried for the aame offense, and created a sensation by making a complete eonfession of the whole matter. He stated that Inspectors Ciprico, McLean, Kipp, and himself entered into a conspiracy in 1884 to send one Ah Hing to China to sell the certificates to Ohinese who desired to enter the United States. Accordingly, on January 10th, 1885, Hing sailed for Hong Kong, taking with him a large number of certificates. Tbey were soon disposed of, snd more were forwarded. The venture proved extremely profitable, and the selling of certificates had been continued up to the time the sir- rests were mtde. Wo think the coal minors have shown wisdom in deciding not to strike on account, of the refusnl of the legislature to pass the nnti- Ohinese clause. Tlio attempt to provo that Chinamen had been clement of great danger in tho mines utterly failed. Indeed, it scented to have been established that a remarkably small percentage of tire accidents which have happened in the mines could be laid at the door of tho Chinese; and if they were discharged, a very much more dangerous class of men might succeed them. The peoplo of Vancouvor do not seom to be ufraid of going into debt. The city bas already used up about $191,000, and at its last sitting the council decided to ask n further loan of $150,000. The by-laws under authority of which these loans are proposed to be raised are to bo submitted to a vote of tho ratepayers next month. If they pass, Vancouver will have a very respectable debt of $341,000, which isn't bad for a city of two years. The assessed value of property within the city last year was $3,650,970, and it is expected that this year it will reach nearly five millions. One of the new loan by-laws about to be submitted is for $25,000 to build a bridge over False Greek so as to connect with the proposed new road to Richmond. The other is for general improvements. The sum required to be raised annually to meet the additional charges involved in passing theso two by-laws will be $10,578, which is equal to if of the wholo revenue of Westminstor. It is possible the people of Vancouver may find later on that thoy have been getting into debt faster than the circumstances would justify, and that the cost of maintaining the city government and providing for principal and interest on a $341,000 debt is a more serious matter than they supposed. The figures we have quoted look very large when compared with Wostminster. Our debt, fortunately, is very small, but our revenue is simply ridiculous. If it is determined to continue the present system of taxing real estate only, the rate will surely havo to bo increased. The value of assessable property is now considerably under a million dollars, while the value of improvements and personal property would probably exceed the whole of the present assessment. By whatever means it is accomplished, we must obtain a larger revenue; and we must speedily address ourselves to the task of obtaining it, or get left in the race of progress. When the people of Manitoba woro carrying on negotiations last year for the construction of the Retl Biver Valley Eaiiway, a large portion of the conservative press throughout the country maintained that the agitation was confined to a few persons in Winnipeg who hoped through it to gain some political or personal advantage, and that it was discouraged by the great mass of the people. This view was even held by a few of the newspapers of British Columbia which felt themselves bound to resent anything wearing the appearance of hostility towards the C.P.R. or the government of Sir John. Subsequent events have demonstrated beyond doubt that the anti-disallowance sentiment was both widespread and determined. It waa strong enough to burst up the conservative party in Winnipeg, and to defeat the government of Mr. Norquay. When Mr. Greenway, the opposition leader, appealed to the country he received for himself and his party such an endorsation as shows conclusively that tho agitation waa by no means confined to a few persons, but that it was backed up by a large majority of the people within and without the boundaries of Winnipeg. And in this province, too, the sympathies of the people have been with the Mani- tobans, and we arc sure the announcement of the abandonment of disallowance will be received everywhere with satisfaction. Tho only feature in the arrangement which tends to weaken the ardor of tho enthusiastic is the enormous price paid for the monopoly clause. Wo contend that $14,000,000 is beyond question an enormously exuggorated expression of the value of the privilege. It has long been expected that an arrangement would be made between the O.P.R. and the Northern Paoific by which the latter would abandon its schemes for securing entrance into Manitoba on consideration of the former withdrawing from the Puget Sound trade. If auch an arrangement is carried out, the value of the surrender of the monopoly privilege will be much less than was expected. The Northern Pacific runs across the country so near the boundary that it can be easily reached by the people of Manitoba and the North- vest, ud it is the only existing road tint can successfully compete with theO. P. R. If competition from that source fails, it may be found difficult to regulate rates unless the Grand Trunk will extend its Sault Ste. Marie branch to Manitoba.
