The following remarkable and rather doubtful story comes from Chicago under a recent date: Dr. Walter Kempster, superintendent of the Insane Asylum at Oshkosh, Wis., passed through Chicago this morning on his way to Washington. In his valise he had a bottle containing several nuggets of gold. They were taken from what is alleged to be a mine of almost fabulous wealth, eighteen miles from Washington. The mine is on the Maryland shore of the Potomac, about two miles from Great Falls, where the water supply of Washington is obtained. The discovery was made in a most peculiar manner. Dr. Kempster was visiting his friend, who lives in Washington, and in seeing the sights examined the water-works. On the banks of the r.-servo'r, midway between the falls and the works, was some newly laid rubble. The doctor picked up a piece of stone and found it to be gold-bearing quartz. After he had left, his friend prosecuted an inquiry as to where the rock came from. This led to the finding of the mino in Montgomery county. Many test- pits have already been sunk and disclose rich veins of gold in rotten quartz, which assay proves of very high grade. For six months Dr. Kempster's partner to the seoret has been operating test-pits and taking out large quantities of ore, which is now awaiting crushers, and to preserve the secret and purchase at fair rates the adjoining property, a force of negroes has been employed in the wild and unfrequented locality and not allowed to visit town or leave the premises, provisions being brought to them. The story is regarded here as overdrawn. It is reported that there is, likely to be serious trouble between two factions of highbinders in San Francisco, and that a large proportion of the Chinese in that city habitually go armed and ready for the conflict whenever it comes. The Bulletin of a late date says: In order to intimidate the valorous highbinder who has been making so muoh trouble of late, the officers of of Captain Douglas' watch made a raid on Chinatown Wednesday night. Fifty men were separated into five aquads and they entered the quarter from as many directions. The appearance of the police spread consternation through the streets, the celestials not knowing where the blow was to fall. The watchers ofthe gambling dens, sat secure behind their half-closed iron doors, smiled grimly, but did not close their establishments. Their fortifications are proof against police clubs and axes. The polico however, marched quietly by the tan games and confined their raids to the dens where^the fascinating game of dominoes was in progress. The crowds of Chinese were stood up and searched for weapons. A few vigorous blows from axessmash- ed the tables, chairs and other paraphernalia of the gambling-den, and the dominoes themselves were scattered over the street. Among the hundreds of highbinders searched last night only one was taken to the city prison on a charge of carrying concealed weapons, and the weapon in this instance was nothing more formidable than a set of brass knuckles. The police infer from this that news of the raid reached the quarter before the raiders did, aud tho highbinder hastily laid away his weapons. Aftor cleaning out all the domino games that oould be reached, the officers made their way back to the station, and Chinatown assumed a quietness and peaceful aspect quite unusual to it The recent assassinations have put overy Chinaman upon his guard, and anticipating at any time a fusillade between the Bo Sin Scar nnd the Gy Sin Sear men, the more discreet portion of the inhabitants remained indoors. The better class of Ohinese, despairing of protection undor our laws, and weary of the swuy of the highbinders, are taking every precaution to sell their lives ns dearly as possible should affairs come to a crisis. A resolution denouncing Mr. Lamar's appointment, as an Associate Justice of tno Supreme court of the United States, was re- fered to a committee. It was as follows: "Whereas, it is the opinion of the National convention of republican olubs that no man who, at any time, denounced Abraham Lincoln while he was President of the United States, as a "buffoon," and "clown," or who ever declared from his seat in the United States senate that no man should denounce Jefferson Davis as a traitor in his presence, andgounrebuk- ed by him, or who, in his official capacity as the secretary of tho interior, ordered that the flag of the United States should be displayed at half-mast on the occasion of the death of Jacob Thompson, or who, as a senator of tho United States many years after tho war, refused to vote that the 13th, 14th andloth amendments to the constitution are valid and binding, ought to be appointed to, or hold, the high office of justice of the Supremo court of the United States. Tlie patched-up friendship between Russia nnd Germany does not seem to stay, and rumors of war nre now more common than they wero before the meeting of tho emperor and the czar, lt was a fortunate thing for Europe that Italy entered into the triple alliance. Germany, Austria, Italy und Britain form a combination against which only the most reckless nation would bo insane enough to march its armies; and although Russia and France have the material for an immense army, and are by no means without other resources, the end of such a conflict Would be easy to predict. Franco and Russia both entertain a cordial hatred for Germany, and both aro likewise jealous of Great Britain; but the alliances against thorn are of such a nature that one cannot believe it possible that they will commit or even invite a conflict. A Winnipeg gentleman has sont a communication to tho Vancouvor council for the purpose of ascertaining what assistance might be ex- peoted if he should erect and operate a flouring mill at that oity. The council has taken no action beyond furnishing an assurance that it is disposed to give assistance if the mill proposed by the applicant should bo extensive enough to make it nn object worth securing. We think it is very probable that an extensive flouring mill will be established before long somewhere in this district, and there are really only two'places where it could be opor- ated successfully—Westminstor and Vancouver. The place where the greatest inducements aro offered in the way of local advantages and bonus will probably get the mill. In a former article we showed that the local advantages wero decidedly at Westminster. There must be very great satisfaction among tho party newspapers of Victoria over the Comox election. The Colonist intimates that Mr. Dingwall will route tho opposition candidate " horse, foot aud artillery;" while the Times is equally sanguine of the triumphant return of Mr. Humphreys. One of the young ladies of the high school yesterday read an admirable essay in which"it wns stated that anticipation was sometimes tbo source of more pleasure than realization. Possibly this may provo truo of the Oomox contest, and it is to be hoped the organs may enjoy to the fullest possible extent whatever satisfaction there is to be takon from victories that have not been won. It is quite certain tbat both the candidates cannot be elected, and pur only wish now is that the electors may exercise the franchise with independent honesty and place at tho head of the polls tho person who is worthy of their largest confidence and will test advance their interests. It would be a great pity if theeloction should be carried by improper influences and result in adding one more to the number of unscrupulous members who ought to havo uo place in the house. Richard Mansill, of Rock Island, 111., is not content with having won n moderate degree of celebrity as a weather prophet, and he is now turning his prophetic accomplishments into other channels. He predicts that noxt year cholera will probably visit the United States, and that it will likely come during the latter part of the winter, and that its destructive work will be first seen in the southern states. The reasons for this opinion are given, and arc of great interest to all who care to observe the way in which definite results are made to follow definite causes. It is well known that the common breeding groundof Asiaticcholeraislndia. The conditions in some parts of that vast region are most favorable to tho preservation and development of the dreaded plague, and these germs arc to a great extent scattered into other countries through tho agency of religious pilgrimages. The Hindoos have what is known as tho 12- year pilgrimages, in which an enormous number of people take part. During the first year of tho 12-year pilgrimages comparatively few people visit the sacred shrines, but in eaoh successive year the number increases, and in the twelfth year the pilgrims sometimes aggregate from two to three millions. Such a vast concourse, living in dirt and exposed to all kinds of inconveniences and deprivations, become a nest of infection. Their conditions are such as to make them an easy prey to disease, whieh they are almost cortain to contract and carry away with them to other lands. Cholera always exists in India, and scarcely a yenr passes in which it does not smite the inhabitants of some other country, but the 12th pilgrimage year is above all fruitful in spreading th* plague whero it does not naturally belong. They aro dealing almost wholly with British Columbia and California consumers, who pronounce the coal superior to the Pennyslvonia article, and being cheaper it easily controls the market. It is only a few days since the Cou-mbian called tho attention of fruit growers in this province tojhe fact that prunos could be successfully grown along tho const, and now the assortion has boon practically demonstrated. The prunes grown by Mr. Greyell nro of tho Russian variety; thoy are large, woll formed, fully ripened and equal in flavor to any cooking prunes oh tho market. Tho troo which bore them is eight years old and Btanda tho climate fully aB woll as tho plum troo. A frost, which occurred in tho earlier part of tlio season, damaged the plums on neighboring trees, but did not in- juro tho prunos iu tho least. Mr, Greyell is making arrangemouts to plant live acroa of prune troos next spring. Ho is also experimenting in other kinds of fruits, hitherto not grown in this provinco, and is mooting with very satisfactory results, A sweet almond troo, plan tod soveral years ago, is thriving -splendidly but has not commenced bearing yet, though there is littlo doubt but that it will in time. Muscat raisins havo also boon successfully grown and cured by Mr. Greyell, and, though ho has not tho experience necessary for curing them properly, thoy will compare favorably with the muscat raisins to be seen in stores round town. In speaking of the apple crop Mr. Greyell said he had grown somo wondorfully large apples this year. Ho has scores which will weigh 24 ozs. each aud ono in particular, the largest he ever saw, turns the scale at 27i ozs. Pears weighing 18 ozs. woro not uncommon on his troes, aud plums of tho larger varieties averaged 5 to tho pound.
