On Friday a lengthy debate took Slaee on the subject of high schools. Ir. Dunjmoir nid if the expenditures for education kept on increasing at the present rate it would soon require half the nvenue for schools. It %as necesaary to hsve free public schools, but he thought three high aehoola in the province were not required. There were many helping to pay for these high schools who w«w not able to take advantage of them. It would be better if those who desired to give their ohildren a high school education had to pay for it—Mr. Semlin pitched into the government on the conduct of the educational department, and Mr. Grant agreed with what Mr. Duns- muir had said respecting high schools.—Mr. Higgina aaid he never heard eo unsatisfactory a speech from Mr. Dunsmuir before. He did not believe the people of tbe provinoe wished to do away with high schools. Our young people muat be given the same advantage aa the young people of other provinces.— Mr. Dunsmuir said there waa aome talk of the high school at Nanaimo having to be dosed on account of the email attendance.—Mr. Theo, Davie believed thero waa a good deal of force in what Mr. Dunsmuir had said. Three high schools in the province were unnecessary, He was not in favor of making a present of free education to those who were able to pay for it The increase in the expenditures for education was one of the reasons why it became necessary to negotiate a new loan. In 1878 the appropriation for education waa only about 140,000. Those who desired a high school education for their ohildren should pay for it—Mr. Bole said he considered the principle adopted in the province of establishing high schools at the expense of the taxpayers to be permoioua. He was thoroughly in favor of giving the children of the provjaw a free common sohool education' but the present high sehool system was one. whieh gave the well-to-do olaaa an opportunity to rive their ohildren what waa virtually a collegiate education, at the expense of the struggling settler. He did not think the time of tbe house oould be better taken up at aome future time, in view of the great increase in expenditure for education, than in discussing this question thoroughly.—Hon. Mr. Robion agreed with muoh tbat had been said. When he had en- deavored a few years ago to make the high schools half fee and half free he was met with a perfect storm of opposition. The ground he took then and the ground he took now waa that the state had fulfilled its duty when it gave a good common school education. Within a very abort time he was convinced that our whole school system would require to be considered and remodelled. The high school at Nanaimo, he explained, had been established under very great pressure. He stated that he believed a mistake had been made when the high schools had been made wholly free, and the house would soon have to consider means of checking the present increasing expenditure for education. — Mr. HigglnS strongly objected to closing any high schools where they are required. Fancy, said he, a man who has to work on the roads for (2 per day and have to pay for the education of hia children!—Mr. Orr said the high schools were very well for the cities but they wen of little advantage to the country districts.-— Mr. Prior had intended to bring thia matter up if the senior member for Nanaimo had not He had been told that he would be killed politically for all time if he did so, but if he had to ait in thia house with hia mouth closed and had to vote against hia conscience he would prefer to be killed politically. He oould not let thia opportunity pass without expressing his disapproval, in view of the huge expenditure under this head, of the system which permitted people aa well able to pay for the education of their ohildren as he wu to give them a better school training at the public expense than probably any member in tbe house had received.—Mr. ladner pointed out that if people living in oountry districta desired to give their ohildren a high sohool education thoy had to pay for their board in the oity, when they wen without the protection of a home. —Mr. Andenon said if the high schools wen made only partially free th* difficulty waa to tell when to drew the line. He thought the house should have aome time to consider this matter in order toflis- ouaa it intelligently.—Mr. McLeese was in favor of making the high sohools self-supporting.—House adjourned till Monday. St. Lot'lH, Mar. 22.—A year ago thia month oneof the'bloodiest tnur- dera of human beings known wns committed near Eric, Kns. J. W. Soil, a well-to-do farmer, and his whole family, excepting one son Willie, a boy sixteen years old, wero found murdered, their hands being crushed and their throats cut. Thore has beon a great diversity of opinion as to whether Willie Sell committed tho murder. On trial there was no evidence as the Btate failed to find any motive for the crimo. On the contrary, it proved that Willie was a good boy ana that he and his sister were uncommonly fond of each other. The boy confessed last night that his father, on the night of the murder, hod quarrelled with his son Watt, who struck his father with the hatchet. Willie obtained the hatchet from Watt nml knocked Watt down. The mother and sister came in to the room screaming, and Willie knocked them down. In his frenzy he cut his brother Watt's throat and then declared that if any of the others came to life thoy would disclose that he had killed Watt, so he cut their throats. In view of the discovery the Domiuion government has decided on sanding out a party to make a ecological survey of that part of the country. We are aojfry to observe a marked change for the worse in the Vancouver Niks of late. The other day we drew attention to the unparliamentary language in which it referred to the majority in the provincial legislature who refused to t*m~te* Mr. Orr's bill, declaring them to be "degraded banditti." In its issue ot Sunday it publishes an editorial article headed "Bobbie tbe Boddler." This article is devoted to Mr. Dunsmuir, and in it are made use of the most ungentlemanly and uncalled-for expressions. Mr. Dunsmuir's particular offence was an expression of the opinion that Vancouver needed a severe reproof for'ita shameful treatment of the Ohinese. He had surely a perfect right to express such an opinion, and the same opinion is held probably by a large majority of the people of British Columbia. The language made uso of by the News is, under the circumstances, disgraceful. Some days ago in referring to tho retirement from the bench of Judge Greene, of the supreme court of Washington Territory, we stated that he retired with the confidence and good will ot those whose good will is worth striving for. The Seattle Post of a late date pays a vtitj... flattering tribute to the ex- judge, and says: "Nobody professes to boliove that during his long official career he has ever ceased to strive to do right, as he saw the right, or that he has ever knowingly failed to measure out exact justice between man and mun. * * * He haa beon a student, too, of that greatest of all books, the Bible, and hia life allowed it. He has turned ito pages and read its lines with that earnest desire to understand its great truths which is characteristic of such men as he. In all things ho has been a student. In all things he has been a learner. He enjoys the reputation of being the best read man in Washington Territory, and that reputation is one well earned. In hia retirement from judicial life, Judge Greene carries with him the wishes of all people for hia future success and happiness." Much interest is felt everywhere in Stanley's expedition for the relief of Emin Bey, who has been for months besieged by hostile savages in the heart of Africa. There is, perhaps, no man living so well fitted u Stanley for such an exploit. It ia not a case in which military strategy and generalship alone are likely to be called into exercise. Win are thousands of savages in the "region through which the res- cuing party is to pass, who must be conciliated rather than killed, and Mr. Stanley's experience and tact in this direction will be worth more to him than a regiment of soldiers. These dark-faced people are not only hostile and warlike, but they have an uncomfortable yearning for human flesh as a choice dish at their native feasts, and white men are specially sought after with a view to the gratification of this very ap petite. There is a universal wish that Stanley's illustrious carcass may never grace the festive board of an African prince, but that his mission may be successful. Emin Beys administration has been such as to entitle him to the sympathy of all the civilized world, and everywhere anxious hearts will be look, ing for tidings from Stanley and the dark continent. We 'are informed that many of the eleotors in this district are very indignant at the course pursued in the provincial legislature by Messrs. Onr and Ladner, especially inasmuch as they were the members who moved and seconded the resolution of impeachment against their col- ltkgM the provincial secretary.
