The laat advice from the British minister at Washington casts a gleam of hope on the unblessed fisheries question; but wo fear the gleam will prove delusive. Tho ditKoulty is not diplomatic, but political. The American senate being Republican will bio ft any treaty or arrangement nude by a Democratic president. Recijroiiiy is blocked in Ihe same way, while domes'ic legiriatipn at Wiishiugtoii is b|ookad by tlie antagonism between the house, whioh is still Democratic, and the senate, whioh is Republican, Moreover, tho government itself be- gins to feel tlie infl jauce of the coming, presidential election. Yet this very thing occurred at 2 o'clock this morniug, and tjie. .citizens found themselves powerless" to' render effective assis- tanfe:'From these painful events we ought' surely to gather some lessons that will' enable us to prevent the recurrence of suoh a. catastrophe. It is time for the citycouncil to relati%i t*. '■■.iAjtwy mffch. more:: stringent than any that are how in existence;.. These re>julatir*s;should relate to the construction of public buildings and the means of escape. from them as well as to the conduct of citizens generally.. The Arling ton'ftotei- was a very old building, and - the means of escape in case of tire, do not seem to have been of a character to meet the requirements of Such fire .regulations as ought to exist.. The council last yeur took a most."importiintstep-in the right direction when it passed a law preventing the erection of inflammable buildings within certain limits: ihe council of this year ought to earry the '■ principle ol prevention* still further and lay down certain rules whieh must be complied with in the erection of all houses intended for public accommodation or entertainment. It is of very great impoit ance to guard against the destruction of property by fire, but it is of vastly greater importance to adopt every 'ap'plinhciT thait may tend to' protect life in. such emergencies, Every,' publio House" ought to be so constructed as to afford reasonable facilities for escape in the event of a sudden conflagration. ' It often happens tliat this consideration never enters the minds df those who build them, or even of those, who keep them. There should be provided, also, for each, upper room in a hotel .JioJMt,;»iWhV kinlj,^. fire- escape. A rope, properly secured at one And, and that could be readily thrown out pf the window, is sometimes sufficient to save life. If sueh a thing had been in the rooms of the Arlington; in all probability Thomas .'.McKay, would not have been killed this morning. Tho fire also-demonstrates the necessity of better arrangements for giving the alarm and, getting-the fire brigade in readiness for Work. Only a comparatively small portion of tlio peo- . pie heard' the firo alarm at all tliis morning, and several prominent off! cers of the fire company knew nothing of ■the-Threatrflplie until it was ,11 over. The result of this wus a long ^and unnecessary delay iu getting j$qsteam dre engine to work.' We are told that electric bells could be placed in the houses of the chief fire officers J|t a cost of .about $30, and whenever the alarm was sounded every (tee-iif' these belts 'would be' ret in motion.. If this be true, by all means let us have the electric bells without an hour's delay. It is also suggested that three other fire alarms should- tie provided, two ih St. Patrick's ward and one in St. Andrew's, and that, communication be e*t»bJWhed between them and the engine nouse. when a fire occurs at any considerable distance from the engine 'house,* the time lost in reaching the alarm Is very serious, and the establishment of the three alarms suggested would often be the means of saving a great deal of property., it is desirable that the engineer, or the assistant engineer, of tho ateam engine should sleep in the',' engine Inline or "very near it. He would then catch the first strokes of ttutkUtaii.tiell, ana1 would be ready to *|f|h^''**#-ittgltijSjtire? and have evenrthin^' prepared for work when the 'i^ttWivM. ; A vory few ,i,in- ute*^ W <*#l**#***#!'* *, »flr% as every person knows, are sometimes worft.ii., ' Applyto WM. There is little doubt but that ilie fall caused in', slant death, hut those who witnessed ft did -notknow hut a fellow being wns Tho the boing burnt alive before Ihonl. sight: was actually horrible, Iu scene waif one which none who law would care to witness again. Tfie deceased, Thos. McKay, was a native nf Osgoode, Ont., which province ho left 20 years ago and went tu, California. He camo to this province' 11 years ago, and has moat of the time sinon carried on tho business of contractor in this city. Several of the best buildings in tho oity have been erected by him, and at the time of his death he. was engaged in. completing the new hospital. He waB an enterprising citizen, and his terrible death haa OAST A (ILOOH over the city. He has two brothers residing in New Westminster, Jaa. Mo- Kay, a teamster, and Steven McKay, a carpenter. The deceased ltufiis E. .Brown, it is learned, was a son of Andrew Brown, of Hastings, Quebec. A brother, Cyrus A. Brown, i. living on Puget Sound. He generally worked on the railway, and with a partner, Thos. Williamson, who furnishes this information, recently took a contract - for erecting five miles of fencing along the C.P.R, He was about 28 years of age. He is well spoken of by those who- knew him, and is, described as a sober industrious man, Geo. Campbell was a native of Shcrbrooke, Que. He oame to thia city .about fourteen months ago to superintend cloth manufacturing in the woolen .mill. He was about 00. years of. age. He had no friends in the province except those whose whose friendship he mado since he came here. The remains of Campbell and ' Brown, burned to a crisp,-, wero .picked, up from among the -ruins - thi. morning,' - placed iu coffins and taken in charge hy undertaker Lord. The body of McKay was removed to Wintemute & Calbick s premises pending an inquest. The escape of some of tne lodgers was narrow enough. In two oasea partitions were knocked down to make an exit, escape through the door being OUT OFF BY THE FLAMES. Mr. Owens, whoso promptuess and efibrts to arouse tlio sleepers cannot be too- highly praised, was unable to .reach his room when he had awakened ithe others, and in consequence'he lost -money and valuables to the amount of 9800. dn the alarm being given most of the firemen turned out with great promptness, aiid in a Bliort time hud the hand engine pumping water onto the fire from a tank under the engine house. The Roland was stationed at Ellard's tank, and did good exeoution. It was a hard fight, as the fire in a few minutes after the alarm was belching forth from every window ond door of the building, cteating intenao heat) and that[tho firemen were able to savo the adjoining wooden buildings without a scorch, ia to their credit. The new ohief and assistant engineers made a very gcod beginning. Tho building, a large 3-story structure, was ono of the oldest in the city, having been erected about 2d years ago. It was nt ono time known as the Columbian hotel, and a largo amount of money was, brought \\n to its proprietors, uuder that name. At the time of the tire - it was owned by Mr. W. H. Burr of Ladners, who had it insured for $1600. Mr. Camp- boll ' had' $2000 on tho hotel stook and furnishings, The origin of tlie fire is unknown. Police Constable MoBrootn, who sounded the alarm, says he saw two men run away from the vicinity of the building and turn up Church st. when the fire broke out. Mr. Owens remembers that when.going to the "hotel he saw two men going up Church street, but he dues not know if thoy .wore running. The circumstance has created some suspicion. INOjt'EST. An inquest on the body of Thos. McKay commenced beforo Coroner Ferris at 11 a.m. and waa concluded at 4:30 p.m. Mr. Corbould appeared on behalf of the corporation. The following were the jury: T. J. Trapp (foreman), Oeo. Milden, Chas. Murray, Frank Stirsky, W. B. Pall, Daniel McMillan, Frederick Crake. Sever 1 witnesses wero called and lengthy evidence taken, in which nothing startling or important beyond what is given elsewhere was brought forward. Following is the verdict: - i "We, the jury summoned to enquire into tho cause of the death of Thos. McKay, find tliat tlie said Thos. McKay met with his death by falling from the third story of the Arlington Hotel to the sidewalk below on the morniug of Jnuuiry 16th, 1887. We respectfully dosiro to call the attention of the publio to the heroic conduct of Mr. J. J. Owens, who at the risk uf hi. own life entered the building in order to arouse the inmates, Who were all sleeping at tlie time, from certain death." —aix-—i-L i KiiKlnml Frepi'liiK. The Now York Star's London correspondent on the 7th inst., cabled tliat "there is a slight scare here arising from tho mobilization of tlfo two English army corps, anil officers on furlough, belonging to regiments, not on the roster for foreign service, are stated to havo been warned to hold themselves in readiness to report for duty, indicating that preparations-are advancing for the formation of a third army corps; It haa further transpired that the war ofllce is pushing forward arrangement, pointing to the army and navy reserves and auxiliary forces being called out. Tlie activity of the admiralty is still moro ominous. In Liberal circles it is believed if these reparations really mean war, they ill lead to the fall of the ministry, and Churchill would bu the first to join, the Liberals in denouncing an interference by England in a continental quarrel. The authorities of the fighting departments explain tho formation of the two army corps and othor movements ou sea and laud as part nf the arrangements for celebrating tho Queen's jubilee.
