Section 5—A statement of all moneys received and paid out under the provisions of this Act, and the assets and liabilities appertaining to the granting of superannuation allowances under its provisions, is given in the statement of changes in fund balance and the statement of financial position appended. Section 6—Basic employee contributions amounted to $8,309,097, and employee voluntary and special agreement contributions amounted to $1,191,558. As at December 31, 1970, there were 30,313 active contributors. Section 8—(1) Employer contributions amounted to $8,189,378 in respect of current service and $1,549,117 in respect of past service. An amount of $4,976 was refunded to sundry employers to adjust contributions made in error, etc. (2) In accordance with the provisions of individual special agreements with 52 employers under the Act, a total of $450,604 was paid out in supplementing superannuation allowance payments. Of this amount, $350,187 was reimbursed to the Fund by the 52 employers and $100,417 was paid from the Reserve Account, derived from interest earnings of the Fund in excess of 4 per cent, as authorized by section 10 (3) (d). For analysis, see schedules of comparative statistics appended. Section 16—Superannuation allowances were granted to 22 contributors under the total and permanent disability provisions. Section 17—Superannuation allowances were granted to the dependent in the case of 35 contributors who died while still in service. Refunds totalling $72,618 were made in the case of 45 contributors who died while still in service. Section 18—Refunds totalling $1,658,325 were made to 3,050 former contributors who left the service of their employers, including 53 with more than 10 years' countable service who elected to receive a refund rather than leave their credits in the Fund in order to receive a deferred superannuation allowance. Refunds totalling $1,383 were made to sundry employees to adjust contributions made in error. Section 22—Actuarial and administration expenses paid from the Fund amounted to $154,628. The total administration expenses of the Superannuation Branch are distributed among the various funds administered on the basis of contributors and pensioners. A comparison of the annual unit cost per contributor and pensioner for the last six years is as follows: $ $ 1965/66 3.08 1968/69 3.45 1966/67 3.23 1969 3.66 1967/68 3.40 1970 3.51 Section 27—The securities held by the trustees on December 31, 1970, are set out in Schedule 2 of this Report. During the year $26,813,000 par value bonds were purchased, the average yield being 7.94 per cent, and $4,088,450 par value bonds were redeemed, resulting in a net increase of $22,724,550 par value bonds held by the trustees between January 1, 1970, and December 31, 1970. Every effort is made to invest the funds as soon as they become available at the maximum yield possible at the time of purchase. MUNICIPAL SUPERANNUATION REPORT, 1970 M 7 LEGISLATION The Municipal Superannuation Act was amended during the 1971 Session of the Legislature. Among the more important changes are the following: (1) Provision for payment of a supplementary allowance commencing July 1971 to most persons in receipt of an allowance granted before January 1, 1971. The supplementary allowance will range from $120 per month for a person with 40 years of service who retired in 1958, to $3 per month for a person who retired after only 11 years of service in 1970. For detailed provisions refer to section 13 of Bill No. (3), 1971. (2) The basic pension formula changed from a "career average" salary plan to a "final average" salary plan. (3) Provision for all female contributors to have a minimum retirement age of 60 years and a maximum retirement age of 65 years. A present female contributor in Group 3 may, with the approval of her employer, elect, before November 30, 1971, to retain her present minimum retirement age of 55 years and maximum retirement age of 60 years. (4) Employee contributions increased, effective July 1, 1971, by one-half of 1 per cent of salary to provide part of the cost of the improved benefits. (5) Employer contributions increased by approximately 1 per cent of the payroll. Approximately one-half of the increase will be used to increase present pensions and the other half for future pensions. (6) The basic employer contribution rates were changed to more accurately reflect the cost of the benefits for each of the four groups of employees; and a further provision that each employer may for simplification be assigned a combined percentage rate of contribution equivalent to the series of group rates. Soutar Accountant Auditor's Report I have examined the statement of financial position of the Municipal Superannuation Fund as at December 31, 1970, and the statement of changes in fund balance for the year then ended. My examination included a general review of the accounting procedures and such tests of accounting records and other supporting evidence as I considered necessary in the circumstances, except that my work did not include a review of the actuarial soundness of the plan. It is the responsibility of the actuary appointed by the Fund to make actuarial valuations at intervals of not more than five years. In my opinion, with the foregoing explanation concerning the actuarial soundness of the plan, these financial statements present fairly the financial position of the Fund as at December 31, 1970, and the changes in fund balance for the year then ended, in accordance with generally accepted accounting principles applied on a basis consistent with that of the preceding year.
