Section 13—As at March 31, 1971, deposits with the Treasury at credit of the Civil Service Superannuation Fund amounted to $189,433,744. Section 14—Interest earned by the Fund amounting to $10,212,903 was received from the Minister of Finance. After crediting the accounts with interest calculated on the credit balances in the Fund on April 1 and October 1, 1970, computed at 4 per cent per annum in respect of employees who entered the Service subsequent to April 1, 1958, and at 5 per cent per annum in respect of employees who entered the Service prior to April 1, 1958, and to the Contributory Pensions Account, there was a balance of unapportioned interest of $2,110,046, which amount was transferred to the Reserve Account. Section 17—A statement of all moneys received and paid out under the provisions of this Act, and the assets and liabilities appertaining to the granting of superannuation allowances under its provisions, is given in the statement of changes in fund balance and the statement of financial position appended. Section 18—Of the 213 superannuation allowances granted under this section, 12 were for reasons of total and permanent disability. Section 20—Nine deferred superannuation allowances were granted under this section. As at March 31, 1971, there were 244 former contributors with credits in the Fund eligible to apply for a deferred superannuation allowance after attaining the minimum retirement age. Section 21—Of the 213 allowances granted under section 18, 107 retiring employees selected the 2-per-cent formula under this section. Section 22 — Superannuation allowances were granted to dependents of 22 employees who died while in service, 12 of which were granted on the 2-per-cent formula. Section 24—Refunds totalling $199,291 were made to the widow, widower, or estate in the case of 58 contributors who died while in service. Section 25—(1) Refunds totalling $1,558,580 were made to 1,920 former contributors who left the Service, including 85 with more than 10 years of countable service who elected to receive a refund. Of these, 11 were eligible to receive an immediate superannuation allowance and the other 74 were entitled to leave their credits in the Fund in order to receive a deferred superannuation allowance after reaching their minimum retirement age. Section 29—Administration expenses amounting to $101,465 were paid from the Consolidated Revenue Fund. Section 37—An amount of $3,258 was paid over to the Minister of Finance from the accounts of 14 former contributors. Section 47—(1) and (2) Of the 33 allowances granted under (1) and (2), 14 retiring employees selected the 2-per-cent formula under section 21. (3) Of the five disability allowances granted, four were on the 2-per-cent formula under this subsection. (4) Superannuation allowances were granted to dependents of five former employees, none of which was granted on the 2-per-cent formula. Supplementary allowance payments totalling $926,729 were charged to the Reserve Account of the Fund, being authorized under the following sections of the Act: Section 58a, effective from April 1, 1962. Section 58b, effective from May 1, 1966. Section 58c, effective from May 1, 1968. Section 58d, effective from May 1, 1970. CIVIL SERVICE SUPERANNUATION REPORT, 1970/71 P 7 By special arrangement with the Crown Life Insurance Company, payments totalling $55,769 to retired employees of the Liquor Control Board were made out of the Fund, which was reimbursed by the insurance company. These payments were in respect of the portion of their total benefits purchased from the insurance company prior to August 1, 1961. DEATH BENEFITS FUND As at March 31, 1971, there were 1,946 superannuants participating. During the year, 93 claims were paid, amounting to $57,800, financed as follows: Amount Per Cent Contributions by superannuants $20,987 36.31 Contributions by Government 36,813 63.69 $57,800 100.00 For details of individual payments, see statement appended. LEGISLATION The Civil Service Superannuation Act was amended during the 1971 Session of the Legislature. Among the more important changes are the following: 1. Provision for payment of a supplementary allowance commencing in May 1971 to persons in receipt of an allowance granted prior to April 1, 1968, at the rate of 3 per cent of the lifetime portion of the allowance payable; and to persons granted an allowance between April 1, 1968, and April 1, 1971, at the rate of 7 per cent of the amount of the lifetime portion of the allowance payable, subject to certain rules. The main rule provides that the supplementary allowance will be not less than $4.50 per month nor more than $21 per month. 2. The "highest average salary" used in calculating superannuation allowances from April 1, 1971, is reduced from a ten-year average to a seven-year average. Also, as from April 1, 1971, the contributory salary ceiling of $15,000 per annum is removed, together with the contribution limit of $1,500 per annum. 3. Provision for the Lieutenant-Governor in Council to recognize as pensionable service all or part of an employees' war service, all or part of the service as an employee for any employer, or the service of an employee after maximum retirement age. 4. Provision for a retiring employee with more than 10 but less than 35 years' contributory service to receive a reduced superannuation allowance after attaining an age that is not more than five years less than his minimum retirement age. 5. Provision for a disabled, dependent widower of a female employee who dies in service after at least 10 years' contributory service to be granted an allowance. 6. From April 1, 1971, temporary employees will be required to contribute to the Fund after one year of employment rather than after three years as formerly. W. H.
