Report of the Liquor Control Board INTRODUCTION The Liquor Control Board presents the Thirty-fifth Annual Report, covering the operations from April 1st, 1955, to March 31st, 1956. STAFF The Board acknowledges with pleasure the co-operation and loyalty of the members of the staff throughout the Province during the year under review. The number of employees on the permanent staff of the Liquor Control Board as at March 31st, 1956, was 644, there being 615 men and 29 women. For particulars regarding rentals, leases, etc., please see Appendix C. The Government Liquor Store at Pouce Coupe was closed on the opening of the store at Dawson Creek. The Government Liquor Store located at 604 No. 3 Road, Richmond, was transferred on December 1st, 1955, to a more suitable location at 808 Westminster Highway, Richmond. I 6 BRITISH COLUMBIA For the convenience of the public, the hours of sale for the store at Atlin were made to conform with what is commonly known as " Yukon Standard time " reckoned as nine hours behind Greenwich time. All stores, other than multiple-shift stores, which maintain regular hours, were kept open until 9 p.m. on the following dates: December 22nd, 23rd, 24th, and 31st, 1955. STOCKS The value of stocks as at March 31st, 1956, amounted to $6,208,674.09, being an increase of $27,955.62 in the value of stocks as at March 31st, 1955. SALES The total sales of $79,397,335.75 show an increase over the previous fiscal year of $6,349,853.70. The above total does not include taxes paid direct to the Federal Government by Canadian breweries, by Canadian wineries, and by Canadian distilleries on liquor purchased by the Board duty paid. PERMITS The detailed statement showing the sale of each variety of permit is shown as Appendix C. Pursuant to the provisions of section 145 of the " Government Liquor Act, 1953," the revenue derived from the sale of permits was transmitted to the Honourable the Minister of Finance, to be accounted for as part of the general revenue of the Province, and amounted to $28,040.75, being an increase of $978.75 over the previous year. One thousand and eighty-four orders of revocation of orders of interdiction were made pursuant to section 99 of the " Government Liquor Act, 1953." Of this number, 646 were made by the Board. They were revocations of all orders of interdiction made from the inception of the Board, in 1921, to December 31st, 1945, and which were in effect at the latter date. Four hundred and eighty-nine of these notices of revocation to the interdict from the Board were returned unclaimed. PENALTIES AND PROCEDURE Appendix B, Law Enforcement, shows in detail all prosecutions reported to the Board under section 150 of the " Government Liquor Act, 1953." Disposition of liquor seized and forfeited to the Crown was carried out in accordance with the provisions of sections 108 and 109 of the " Government Liquor Act, 1953." INSPECTION DEPARTMENT The following is an analysis of inspections made by Inspectors of the Liquor Control Board during the period under review:— Premises covered by public-house licences 9,419 Premises covered by dining-room licences 1,874 Premises covered by dining-lounge licences 960 Premises covered by lounge licences 3,232 Total number of visits to liquor stores 531 Total number of investigations 989 Total number of interviews 2,617 Total number of miles travelled by various means of transportation 152,493 Improvement in the existing hotels has continued throughout the Province, both in the hotels proper and licensed premises, involving an expenditure of $3,112,814.22. New hotels (new structures) that provide first-class accommodation for the travelling public in all departments have been erected for a capital outlay of $2,906,951. In each instance the hotels are a credit to the hotel industry. The problem of minors is still an existing factor in the operation of licensed premises. Licensees are now taking upon themselves to prosecute when minors are found in licensed premises, and it is hoped that this will act as a deterrent in regard to this problem. This Department has enjoyed the utmost co-operation in the proper administration of the licensed premises from the individual licensees, as well as the British Columbia Hotels' Association, the Hotel and Innkeepers' Society of British Columbia, the Provincial Command of the Canadian Legion of the B.E.S.L., Provincial Command of the Army, Navy and Air Force Veterans in Canada, and the Canadian Restaurant Association (Vancouver Branch). REPORT OF LIQUOR CONTROL BOARD, 1955-56 I 9 Since the inauguration of dining-room, dining-lounge, and lounge licences, very little trouble has arisen in connection with these types of licences. The Inspection Department has enjoyed the fullest co-operation from the various police forces and Government departments, for which the Board expresses its thanks.
