Report of the Liquor Control Board INTRODUCTION The Liquor Control Board presents the Thirtieth Annual Report, covering operations from April 1st, 1950, to March 31st, 1951. STAFF The Board acknowledges with pleasure the co-operation and loyalty of the various members of the staff throughout the Province during the year under review. The total number of employees on the permanent staff of the Liquor Control Board as at March 31st, 1951, was 344 males and 22 females. GOVERNMENT LIQUOR STORES During the period under review two new Government Liquor Stores were opened— one at West Vancouver on June 12th, 1950, and the other at Richmond on May 11th, 1950. STOCKS The value of stocks as at March 31st, 1951, amounted to $5,694,491.61, being an increase of $122,164.47 over the value of the stocks as at March 31st, 1950. SALES The total sales of $60,575,714.39 show an increase over the previous fiscal year of $3,290,104.62. The above total does not include taxes paid direct to the Federal Government by Canadian breweries, by Canadian wineries, and by Canadian distilleries on liquor purchased by the Board duty paid. REPORT OF LIQUOR CONTROL BOARD, 1950-51 M 7 PERMITS The detailed statement showing the sale of each variety of permit sold is shown in Appendix C. Pursuant to the provisions of section 115 of the "Government Liquor Act," the revenue derived from the sale of permits was transmitted to the Honourable the Minister of Finance, to be accounted for as part of the general revenue of the Province, and amounted to $16,091.75, being an increase of $2,142.50 over the previous fiscal year. Two hundred and forty-one orders of revocation of orders of interdiction were made pursuant to the provisions of section 69 of the " Government Liquor Act." PENALTIES AND PROCEDURE Appendix B, Law Enforcement, shows in detail all prosecutions reported to the Board under section 121 of the " Government Liquor Act." Destruction of liquor forfeited to the Crown and held by the Liquor Control Board was authorized by Order in Council No. 2415, approved October 27th, 1950. INSPECTION DEPARTMENT The following is an analysis of inspections made by Inspectors of the Liquor Control Board during the above period:— Premises covered by beer licences 5,204 Premises covered by club licences 1,122 Premises covered by veterans' club licences 1,054 Total number of visits to liquor stores 482 Total number of investigations 542 Total number of interviews 1,175 Total number of miles travelled by various means of transportation 106,098 During the period, improvement in the existing hotels has continued throughout the Province, both to the hotels proper and licensed premises. During the year, a total of $479,500 was expended on the erection and equipment of four new hotels, and the sum of $3,744,233.81 on improvements of existing hotels. Since the inception of the Board's policy, commenced in 1947 when the Act was amended (giving authority to require proper hotel accommodation), a total of $3,993,500 has been expended on new hotels, and the sum of $10,398,676.23 has been expended on the existing hotels for improvements, making a total expenditure of $14,392,176.23 in providing better accommodation for the general public. The results for this year are considered satisfactory. The hotels that have changed hands have, where physically possible, been brought up to the Board's standard. Many of the establishments have been found impossible to improve from a structural point. These buildings will come under further consideration during the ensuing year. There has been a marked improvement in the management of establishments holding club licences. Facilities available to members have been increased and improved. The laxity of control, previously the subject of adverse comment, has been tightened to such a degree that little criticism is warranted. The Inspection Department has enjoyed the full co-operation of holders of beer licences and in particular the British Columbia Hotels' Association, which has been extremely helpful. The Department has, during the year, worked in close co-operation with other Government departments, and has enjoyed the complete co-operation of other law- enforcement agencies.
