The present report is made in accordance with section 64 of the " Public Utilities Act" and does not include a report of the activities of the Public Utilities Commission under the " Motor Carrier Act." Details of utilities over which the Commission has jurisdiction have been given in the Annual Keport for 1939, while a considerable amount of information about British Columbia water and electric utilities has been tabulated in Schedule A of the Annual Report for 1940. There has been no important change in the operations of public utilities during 1942. No new regulations were made under the " Public Utilities Act" during the year 1942. Applications and complaints to the Commission and summaries of the findings of the Commission thereon are set out in Schedule C. These are classified according to the nature of the applications and complaints. Summaries of the findings of the Commission in regard to matters respecting which the Commission has acted of its own motion or upon the request of the Attorney- General are set forth in Schedule D. H 13 SCHEDULE D. Summary of Findings of Commission where Commission has acted on its own Motion or upon Request of the Attorney-General. While the Commission has instituted inquiries of its own motion in order to obtain information regarding certain public utilities, these inquiries have, in general, been of an informal nature and have not led to any specific findings. Local sittings have been held at different places as a result of applications and complaints, and are noted elsewhere in this report in the appropriate schedules. Where the inquiries have shown that improvement should be made, the utilities concerned have, in general, undertaken them without being required to do so by order of the Commission. British Columbia Electric Appraisal. By an order dated August 15th, 1939, the Commission commenced an inquiry into the rates of British Columbia Electric Railway Company, Ltd., and associated and subsidiary companies. The associated and subsidiary companies include, among others, Bridge River Power Company, Ltd.; National Utilities Corporation, Ltd.; Royston Light and Power Company, Ltd.; the Cumberland and Union Waterworks Company, Limited Liability; Vancouver Power Company, Ltd.; Vancouver Island Power Company, Ltd.; Victoria Gas Company, Ltd.; and Western Power Company of Canada, Ltd. The order also provided for an appraisal of the value of the properties of the companies to be undertaken by the Chief Engineer of the Commission, Mr. S. R. Weston, the costs to be borne by the companies and amortized over a period of ten years. On September 20th, 1939, the firm of George A. Touche & Company was appointed to assist in accounting matters connected with the appraisal. The Commission held preliminary hearings in Vancouver, Victoria, and Port Alberni in the spring of 1941, when all interested parties were given an opportunity to present their problems in connection with the British Columbia Electric Railway Company, Ltd. The investigational reports, which consisted of an appraisal by the Chief Engineer of the Commission and an accounting survey by George A. Touche & Company, were completed and made available to interested parties on and after November 1st, 1941. Public hearings on the inquiry into the British Columbia Electric Railway Company, Ltd., and associated and subsidiary companies commenced on August 24th, 1942, and continued with a number of adjournments until January 12th, 1943. Evidence and argument relating to the general principles of regulation was heard in Vancouver while evidence and argument relating to specific areas was heard at regional hearings in Vancouver, New Westminster, Victoria, Kamloops, Port Alberni, and Qualicum Beach. General Utility Company, Ltd. As a result of numerous complaints, the Chief Engineer of the Commission was required by an order, dated October 16th, 1941, and approved by Order in Council No. 1504, on October 27th, 1941, to make an appraisal and investigation of the General Utility Company, Ltd., the company supplying water to Princeton. The appraisal and investigation was completed in January, 1942, and a hearing was held in Princeton on May 18th, 1942, at which the report of the Chief Engineer was formally presented to the Commission. Evidence and argument was heard on the water situation at Princeton and on July 27th, 1942, the Commission made an order restraining the General Utility Company, Ltd., from paying any dividends or other returns to its shareholders without the consent of the Commission. British Columbia Electric Railway Company, Ltd. Application for permission to purchase twenty P.C.C. street-cars: On March 10th, 1942, the British Columbia Electric Railway Company, Ltd., made formal application to the Provincial Minister of Railways, under section 286 of the " Railway Act," for permission to convert the Fourth Avenue-Grandview car-line, Vancouver street-railway, from two-man to one-man operation and permission to purchase twenty P.C.C. street-cars. By a ruling of March 11th, 1942, of the Deputy Attorney-General, and concurred in on March 16th, 1942, H 14 BRITISH COLUMBIA. by the Attorney-General, it was declared that the matter comes under the jurisdiction of the Public Utilities Commission. This application was then made to the Public Utilities Commission on March 18th, 1942. The Commission held a public hearing on March 23rd, 1942, in Vancouver and an order was made on March 26th, 1942, granting the British Columbia Electric Railway Company, Ltd., permission to purchase twenty P.C.C. cars and equip the Grandview-Fourth Avenue street-car line in Vancouver with these cars and operate them as one-man cars. Victoria-Oak Bay Water Case. On the application of the Corporation of the District of Oak Bay for the determination of the just, reasonable, and sufficient "rates to be observed and in force for water supplied to the applicant by the Corporation of the City of Victoria, the Commission made an order, dated the 19th day of December, 1940, fixing rates for water supplied to the applicant by the Corporation of the City of Victoria. By an order of the Court of Appeal, dated the 12th day of June, 1941, the Commission was required to reconsider some items in the cost of the water. These items of cost were considered at a public hearing on February 26th, 1942, and by an Order dated the 11th day of March, 1942, and approved by the Lieutenant-Governor in Council on the 17th day of March, 1942, the Commission fixed a revised water rate to be paid by the applicant to the Corporation of the City of Victoria. Low-power Factor Lighting Equipment. With the increasing use of fluorescent, neon, zeon, and other hot or cold cathode types of gaseous tube-lighting equipment, new electrical problems have been created where the users have not installed power factor corrective devices. With this in view the Public Utilities Commission made an order, dated the 30th day of March, 1942, giving public utilities the right to refuse electric service for the operation of fluorescent or other type of lighting equipment having similar operating characteristics which is not equipped with power factor corrective devices so that the power factor of such equipment when in operation is not less than 90 per cent, lagging.
