Royal Hospital and Lunatic Asylum. 741 REPORT OF SELECT COMMITTEE appointed to visit the ROYAL HOSPITAL AND THE PROVINCIAL LUNATIC ASYLUM Your Committee appointed to visit the Royal Hospital and the Provincial Lunatic Asylum have the honour to report— That, on inspecting the Royal Hospital, they found the whole building to be in a state of thorough order and cleanliness, and the patients to be well cared for, under the able management of an efficient Steward and Matron. Your Committee are of opinion that the grants in aid of the Royal Hospital, of the last two years, have been judiciously expended by the Board of Directors. Your Committee observed with regret that this important, institution is not supplied with water from the City Reservoir. They also noted that the bedding and furniture are in some respects insufficient, and that great improvement may yet be made in the condition of the grounds. With regard to this point, they would recommend that the services of the chain-gang be occasionally placed at the disposal of the Hospital Directors. On visiting the Provincial Lunatic Asylum, your Committee were painfully impressed by the unfitness of the building, in every respect, as a place for treatment of the insane. They forbear to make any comment on this subject, which is only brought forward because your Committee consider it their duty to urge on the House the necessity which exists for the transfer of the establishment, at the earliest possible time, to the Asylum now in course of erection. Your Committee found very unpleasant personal relations to exist between some of the employes at the Asylum. They think these to be due, in great measure, to the unfitness of the Superintendent for his position. But apart from this question, your Committee consider that the time has come when, in the interest of all concerned the charge of the Provincial Lunatic Asylum should be given to a resident physician. They believe that such a course would be advantageous, because it would tend to the more speedy relief of those cases which admit of cure or of amelioration under appropriate treatment, whilst the standing expenses of the Asylum would not be increased by a change involving only an amalgamation of offices.
