Sir,—We have the honour to acknowledge your favour of the 25th November, 1875, accompanied with three printed forms of contract to be signed by the contractors, Messrs. Eeed Bros., and their sureties (Mr. James Wright and Mr. John Smith.) We note all your instructions for obtaining the signatures to the documents, which we have thought desirable to place in the hands of our Solicitors, Messrs. Gellatly, Son & Warton, of 2, Lombard Court, Gracechurch Street, E. London, to get duly and properly signed. With reference to the sureties (who are quite unknown to us) proposed by the contractors, enquiry will be made as to their being responsible parties or not, before the signing of the Agreement and Bond. Esquimalt Graving Dock—Pumping Machinery. Sir,—The contract for the pumping machinery was duly executed on the 23rd December, 1875, and we have instructed our Solicitors, Messrs. Gellatly, Son & Warton, of 2, Lombard Court, London, to have a properly attested copy made of tbo contract as executed between your Government and the contractors, Messrs. J. Watt & Co., which will be forwarded to you immediately on our receiving the same. Our Mr. Morris visited the Soho Foundry, Birmingham, on the 23rd December, 1875, to inspect the machinery and to note the progress made; and on the 24th December, 1875, we granted a certificate for the payment to the contractors of the sum of £1,260 sterling, being the first instalment of twenty per cent, of the contract sum of £6,300 sterling, in accordance with the terms of the contract. We may remark that Messrs. Watt & Co. proceeded with the making of the machinery after we accepted their tender, on the 19th October, believing that your Government would offer no objection to tho terms of payment proposed by them, and stated in our letter to you of the 21st of October last, and which terms the Government approved of by wire, to the Manager of the Bank of British Columbia, London, in the middle of December last. 658 Correspondence—Graving Dock. 1876 We beg to give below a statement of the progress made in the construction of the pumping machinery at the time of our Mr. Morris' visit to Soho Foundry, on the 23rd December last. We enclose herewith copy of a letter received from Colonel Pasley, of the Admiralty, dated 22nd December, approving of the general arrangement and class of pumping machinery proposed for the Dock. Cylinder Cover cast; No. 2. Gun .Metal Air Pump Eods cast; „ Piston Eod Cross Bar finished; „ Twenty Metal Expansion Valve Eods rolled, but not turned; „ Brass Air Pump Plungers cast, but not turned; „ Brass Liners for Air Pump cast and bored out; No. 4. Wrought Iron Eccentric ends nearly finished; „ Brasses for main end of Connecting Eods cast; No. 2. Pistons cast and bored; ' „ Rings for do. do.; No. 4. Eccentrics cast, but not turned or lined up with rolled liners; „ Slide Valve Eods, steel turned and screwed; No. 2. Cranks for main pumps being turned; No. 1. Gentlemen,—In reply to your letter of the 22nd instant, 1 beg to inform you that I have no objection to offer to the general arrangement and class of engine and pumps proposed by you for the Dock at Esquimalt, as shown in tho Plans which you submitted for approval on the 17th instant. Sir,—We have the honour to inform you that we have this day sent you a rough Draft of Conditions for the carrying out of the main Dock Works, which we shall be glad if you will look over and return, with any alterations which .you may deem necessary. Chief Commissioner of Lands and Works. 3, Westminster Chambers, London, S.W., and Greenock, N.B., January 20th, 1876. Ee Pumping Machinery. Sir,—We have the honour to forward herewith the contract for the Machinery, duly signed and attested, which we trust you will find all correct. We granted yesterday, the 19th instant, a certificate for the payment of the second instalment under the contract. Messrs. Eeed Bros, meet us to-morrow, Friday, the 21st instant, at our Solicitors, to sign the contract for the Cofferdam. We learn from them that their agent did not leave on Saturday last, the 15th inst., as cabled to you; probably the delay in his leaving has arisen from the fact of the signing of the contract being postponed, by reason of one of the sureties not being approved of by us. In the draft copy of conditions for the main works, forwarded to you by the last mail, we wish to draw your attention to the fact that where it has been possible, in the general direction of the works, to insert the words " Chief Commissioner of Lands and Works," in lieu of the word " Engineers," we have done so; at the same time we venture to submit that great care should be exercised in altering the conditions in this respect. Eeed Bros., on the llth ultimo, that their agent would leave on the following Saturday, and we cabled you to that effect; we afterwards learnt that he did not leave as we expected, the delay, we presume, arising from the circumstance of the contract not being signed. We again cabled you on the 29th ultimo, as follows: " Contract signed; Agent left." We now beg to enclose you one copy of Contract and Bond, duly signed; the second copy will be forwarded by the next mail. I have great pleasure in informing you that Mr. Dawson, C.E., agent for Eeed Bros., reported himself at this office on the 14th instant. Hayward & Jenkinson's contract was cancelled on the 18th instant, and Eeed Bros. & Co.'s contract duly signed by the Honourable Forbes Geo. Vernon, Chief Commissioner of Lands and Works, on the same day. One copy of the contract has been handed to Mr. Dawson. Mr. Dawson is taking active steps to commence the work.
