This naturally created a strong opposition to the measure, aud behind those who raise the cry of Compensation will doubtless be found many who, Avhile they would favor total prohibition, look with distrust upon the present measure -which promises to breed all the evils of prohibitory legislation and give none of its advantages. It Owing to the immigration policy of the Laurier government, Avhich aims at filling the Great West up Avith assisted immigrants from foreign lands, the Conservative government of the prairie province has found it necessary to materially amend the election laws. It is now proposed that naturalized British subjects, Avhose names do not appear on the present voters' list, shall be denied the franchise for seven years unless they are able to read the Manitoba Act in cither English, French, German, Swedish or Icelandic. No matter how desirable the end sought by the Manitoba legislature may be, it is apparent that the introduction of -any such legislative restrictions upon the exercise of the {franchise Avill provoke trouble. If the aim of the Conservatives of Manitoba is to prevent the Laurier government from filling the West with assisted emigrants at the expense of Canada as a Avhole, and then Avorking upon the sympathies of the people so assisted for political support, ifc might be accomplished in another Avay.
