The Ii. 0. smelter continues to turn out matte and blister, notwithstanding the repeated rumors of a shut down in the past, two weeks, 'and some of the pessimists are no doubt disappointed that the company has failed them in their hour of greatest need. A number of men have been laid off at the Mother Lode mine, .but the company is buying ore from some of the. mines at Phoenix for their smelter here. This pro,-.' perty has now been under bond, for ,; almost a' year, and during. Two substantial payments it is understood have already been made on the' property, and considerable, ore has been taken out awaiting shipment. ' It was believed that fhu financial, stringency now being felt in most American centers was responsible for the .recent temporary shutdown, and to tho same cause may ' now bo due the re-opeuing of work, for the Dolphin ore carries ness men do not appear to be considerable of irs values in gold, deeply concerned over the situ- and just at present it seems' easier ation and look for a full force to! to go to the ore bodies for gold be employed in the mines of that camp in the course of a few weeks. In the meantime, as in Greenwood, no one is starving. Very little work of any. kind is'being done by the Dominion Copper Company in their mines, and the smelter is still closed. It is said that the clou*, down of'the Boundary Falls smelter was not altogether due ro the low price of cop per, hut that since the cave-in at the Brooklyn mine- and the consequent shortage of ore from that property, the average of matte was much lower. If this be true it is not likely that the smelter will bn blown in again until the Brooklyn is in a position' to resume its former tomnigc. With copper at 1-i cents and steadily rising there is no reason why cou ditions should not become better. Although opinions on the streets have been frequently expressed that the G ran by and B. C. smelters' would be ' compelled to close down with copper at 11 ^and J_ cents, they are still running. Everything up-to-date. CU. fll. BEfJf_ETT .PROPRIETOR' Last year a moral wave struck Phoenix. The people voted for a closed town, or thought they wero doing so, and as a consequence this mayor and most of the council we're defeated. The change in the morality of the town has not been noticeable enough to cause consternation in the ranks of the 11011- producers. Greenwood has never had a serious moral upheaval. The successive councils of this city ?ince incorporation have"been after the cash, and the monthly blackmail of crime has beome a regular institution of the city. It is an edifying spectacle to see a band of women driven, like cattle, every month to the"city ottices to have hush money extorted from them. Pakliamext will open for business on November 2Sth, thus giving time to get the. preliminary work done before the Christmas holidays. Indications are that the session will hardly be as long as usual, but such indications have often proved deceptive. There will, at any rate, be comparatively little private legislation to deal with, but ou the other hand such important mtitters as the commercial treaty with France and the problem of Asiatic immigration will require attention. Moreover, as this is likely to be the last session of the present parliament, there will be a heavy budget for public works. The system which spends money for useless wharves and costly public . buildings in doubtful constituencies, makes heavy calls on the treasury, but the people seem to like it.Bruce Herald. . - The mail service of the West is apparently run for tho purpose of ascertaining the longest and least- feasible route between two given points, and not with any idea of accommodating the public. The service been Greenwood and Phoenix has long been a sore spot, in fact it is all sores, and has been so often referred to by the press of the district that it is not necessary to discuss it here. The latest piece of bungling by the department is in the service to points on the West Fork of the Kettle river. Heretofore the service has been bad, but now it is the worst. A stage leaves Greenwood every Saturday for points on the West Fork. Greenwood is the point at which the supplies for that section of country are purchased, even the large stores of this city wholesale to the merchants of that district. There is no direct mail serviee between Greenwood and the West Fork, nor between the West Fork and any other point of importance. Mail is sent from Greenwood to Midway, and from Midway over the V., V. & E. railway to Myn- caster, and from there by stage to Rock Creek, where it is picked up by the West Fork stage eight or nine days after it leaves Greenwood. This issue of The Ledge, if sent by mail, would reach Beaverdell on the 17th, or ten days after it is put in the postollicegat Greenwood. If sent by stago it will reach Beaverdell and Carmi on the 10th, or the day following its delivery to the driver. Tho same with mail coming from up-river points to Greenwood. The distributing point for West Fork mail should be be either Greenwood or Midway, instead of Kock Creek. The delay is caused by the mail stago from Myncaster not arriving at Rock Creek in time to catch the West Fork stage. Mr. Ross has been notified, and, no doubt, if it is possible to enlighten the oflicials of the postollice department,' a change will be made. A suciGKS'rio.v is made by the Hamilton Herald that where an election trial proves that there has been widespread bribery in a constituency, some way should be found of making the constituency bear the cost of tho trial. A promise of amendment of the Dominion laws governing, elections was made in the speech from the throne at tbe opening of last session of parliament. Other matters engaged the attention of the govcrn- men, nuJ the measure was not brought down. During tho coming session, wo assume, tlio amendments will bo introduced, and since this is a matter in which in theory at least the two parties are in accord, it is quite likely that a pretty decent measure will be framed. What is needed in the way of a law against election corruption, is a law that will stop it, a law that- will make it unhealthy for the individual practitioner* expensive, if possible, for the constituency in question : expensive and unpopular.. Existing laws in Canada are obviously - imperfect. In Great Britain they have gone about it in . a characteristically thorough way,-and have produced laws under which when men and ridings go wrong they get hurt.' In only 0110 English constituency - ,that of Worcesterhas there been discovered evidence of widespread corruption in the general -elections held nearly, two years ago. The Conservative candidate, who had been elected in January, 1900, was unseated a few months later, and compelled to pay all the costs of the trial of the petition against his return, amounting to about $25,000. Furthermore' it -was made clear during the trial that corruption had been practiced on a large scale, and when, the report submitted by the trial judge to. the speaker was laid before the house it wtis decided to appoint a royal coinmis'-'iou to investigate Worees- s C'hc. The report of the com- inn confirmed that of the judge. Woi-i-esler escaped disfnineliisc- mt'iir for seven years, a punishment -which it might have been obliged (o undergo, but it was compelled to pay the expenses of tho royal commission. Tho bill has been presenbed to the city audt'a special ta:\ has been levied upon the ratepayers to raise the money '"or tho payment of the bill. Every occupant of a house must pay this special tax of three.'pence-halpeuny in tire pound of rental value.
