BRITISH COLUMBIA, THURSDAY, JUNE 10, 1909.
$1.50 Per Annum.
City Council Meetings
Special Meeting Held to Deal with Situation Caused by Fire
at the Power House
city
u~
I -
A meeting of the city council
was held on June the fourth, the
object being to discuss the position
of the city in regard to the recent
fire at the power house.
Aldermen Bailey, Ball and Rowcliffe were present, the Mayor
taking the chair.' The minutes of
the previous meeting having been
read- and adopted, Aid. Ball informed the council that during the
past few days " arrangements had
been made .with E. W. Dunn,
brother bf the city clerk to take a
temporary position during ihe press
of work. - •
Mr. D. Lloyd-Jones attended and
asked the council if they would
accept the offer- of two or three
teams for a few months so as to
get on with any work they required to do. ' He was willing to
rent these for a nominal fee of $5
each, and hoped the council would
find a use for them. 7(11 he wanted
to know was that they would be
well cared for and well fed, he
consoled with the council at the
loss the city has sustained by the
burning of the power house, and
had made this offer in the hope of
relieving the expense, and 'urging
on the work of the new power
house. He also offered free use of
his' lathes and water pressure
should such be desired.
- The Mayor and Aldermen in
accepting, thanked Mr. Jones for
his kind offer.
' The Mayor, in explaining the
fire, remarked that misleading
statements had been rumored. The
true extent of the damage would
. not be known until the engineer
of the Fairbanks'Go. arrived. He
then read a telegram from Hinton
to the effect that they had notified
the Canadian Fairbanks Co., but as
there was no train that. day Mr.
Smith would leave as soon as possible on the morrow.
* Aid. Ball thought a strict investigation ought to be gone into and a
written report obtained from Mr.
Crowe as to the position of affairs
before and;after the conflagation
started. The matter was left in
the hands of-the Fire and Light
Committee. .<.
The calling of a general, meeting
was suggested as toon as estimates
and plans for the vnew power
house could be put before the
public and after the engineer and
fire surveyor had made their reports. It was also suggested that
Mr. Millie should supply the location with a phone, as .it would
come in useful in the rebuilding
should any message be required
to be conveyed to the foreman.
Mr. Ball thought there ought to
be a foreman on the park work
and also on the A. _ T. removals.
The Mayor remarked that two
men would be required and that
the man should, take the time as
well. He would like to see a rate
of pay agreed upon at that meeting,
and suggested $2.50 a day.
Aid. Rowcliffe thought $2.00
would be plenty to pay for nine
hours a day. He had men working for $ 1.50 a day and they were
glad to get the job at that.
It was however fixed that not
more that 25c. per hour should be
offered, the rate to vary with the
ability of the applicants for work.
It was left with Aid. Bailey and
Aid. Rowcliffe to engage the
necessary men.
The Mayor pointed out that the
engine and hose were still on the
scene of the disaster and he
thought it best to have them removed. The engine should, be
repaired immediately and:arrangements made to instruct In its operations so that: should the proper
engineer be absent there would be
someone left who knew the ; mis.
chaniam and working properly. -fr
was agreed to do this and to await
any further development, until-the
officers of the companies concerned in the loss and repairs had seen
the damage and made their reports.
The following motions were
made and carried:
Ball-Bailey—That D. Lloyd-
Jones' offer of the temporary use
of two or three teams for $5 each
and their keep, provided they be
returned in good condition, be accepted with thanks.
Ball-Rowcliffe—That all arrangements, the keep, and handling of
the tea., s and the .work to which
they shall be put, be in charge of
the chairman of the Board of
Works.
Ball-Bailey—That E.«W. Dunn
be engaged for temporary office
assistance at a salary of $40 per
month.
Bailey-Rowcliffe—That the action of the Mayor and chairman of
the, finance committee in instructing the city clerk to issue a cheque
for $300 for the payment of men
required to protect the dam on
Mission Creek be approved.
The following telegrams were
read: ^
From Thos. Cunningham, Inspector,'Vancouver: "Hold potatoes pending arrival of our Inspector." "Forward Winslow,
Enderby samples infected, aiso
duplicate to me here."
From the Canadian Fairbanks
Co. "No train today owing to
washouts. Mr. Smith will leave
tomorrow for Kelowna."
The council then adjourned to
meet again at the call of the Mayor.
A meeting of the city council
was -held on Monday last,, tlie
Mayor and a full attendance of the
council being present.
The' minutes of the. previous
meeting having been read and
adopted the Mayor called upon
Mr. Dahlberg who was present.
That gentleman submitted plans,
and asked for leave to' place an
extension on to his building. He
explained to the council that if
they wished it to be so, the building
could be built of brick or cement,
and was given permission to proceed with same as long as the
building was made fire proof. "
Some question as to the estimates
but Mr. Ball remarked that owing
to press of- work he was unable to
report fully on them at that meeting but would go into them again.
The Mayor" informed the council
that every cent of insurance had
been agreed to be paid and that
Messrs. Russell, Smith and Robertson were to wait on the council
that night, to report on the fire at
the power house."
It-Was.a Teed-tQ-Iet—this—matter-
drop until the officers gave their
decision that night.
The Mayor explained that luckily
the Fairbanks Co. had made a
duplicate of the machinery and
had it in stock at the present
moment. It would only, require a
wire to be sent to have the whole
at once shipped, and he would
urge the'council to come to a decision as quickly as possible so as
to supply the city with light at the
earliest possible moment.
Mr. Richardson representing the
four companies in which the house
and plant were insured'was present. He explained that, the damage done amounted to a total loss
and had decided, that the full insurance money should be paid. He
further explained that the companies would require 60 days in which
to pay the claim, and the only
matter which required attention
was a motion-authorising the Mayor and Treasurer to be appointed
to adjust the claim.and sign necessary papers. A. motion to this
effect was carried and the various
papers signed arid adjusted.
A vote of thanks was next pass-'
ed to Mr. Robertson for having
made such a speedy decision and
for estimating the claim to the advantage of the city.
Mr. Robertson in reply stated
that he'was pleased tor be able to
come to such a decision, and
hoped that the council would see
their way clear to favoi his agreement with ^another insurance
\ order, he also wished the
, success with their new plant.
i The Mayor explained to Mr.
. Robertson that the plant would be
i re-installed at once, as soon as sat-
! isfactory arrangements could be
; made and he would ask Mr. Smith
of the Canadian Fairbanks Co.
who was present to report on the
damage done to the plant and
machinery.
Mr. Smith replied that he had
met with Mr. Robertson and although their opinions diffeied on
the question of damage he thought
that a fair and square deal had
been made as far as insurance was
concerned. The damage he contended was considerable, and very
few parts were in a fit state to put
up again. He explained that his
estimate could not include the
boilers; he did'not know the dam
age done to these, but did not
think them in a very good state of
repair. He explained that the
matter rested with the boiler inspector. The rivets and plates
were loose, the boilers leaking, but
to estimate the exact damage the
brick work would have to be taken
down. He would quote for a new
plant, including a new generator,
new exciter, an improved switchboard, to replace transformers, arc
lamps and arc I#mp regulaters,
also agreed to put the pump into condition, every renewable part would be
renewed, and the whole plant put in the
same' condition as Lefore the fire for
$7,500. Mr. Smith reserved the right to
use any of the old piping, provided it-was
in a good state of repair. H_ also agreed
to take the three men employed at the
power house into his employ during - the
rebuilding. He explained that a duplicate
generator could be shipped at once, the
switch board to follow about ten' days
later, pending its arrival a temporary
switch board could be placed inside the
building. He guaranteed to keep well
ahead of the building with the .electrical
work. When asked as to the time he
agreed that sixty days would be ample
time to have the building completed, and
in running order.
Mr. Russell said the foundations were
not badly damaged, but he had had pressure oa the steam pipes, and found every
joint leaking. The smoke stack was in a
good state bf repair and he considered
the estimate made by Mr. Smith a good
one. He suggested a^stwight deal with
the Fairbanks people, as th* machinery
was supplied by them, and any part pro-
vided.by another company would have to
come through the Fairbanks Co. He
pointed out that the lowest tender was the
one put forward by the Fairbanks Co.
and thought no harm could be done by
accepting their tender. He had no complaint of the plant as it was installed before, and always thought the work it was
doing good and reliable.
It was decided to agree on this matter
at another meeting.
The building of the new power house
was mentioned, but it was decided to call
for plans and make definite arrangements
Legge -Willis Production
a Great Success
later on with reference to the material to
be used.
The following accounts were referred to
the finance committee to be paid if found
correct'
W. Newby, IJ days worE" on Pendozi Street 3 75
(Continued on page 7) <
The crown of success was handed down to the Legge Willis Co.,
when they produced "She Stoops
to Conquer" at the Opera House
last Thursday.
The play which dates back to
1 773 has run on and off for over
a century and a quarter and still
finds favor in the eyes of the public.
It can hardly be wondered that, in
the hands of such accomplished
professionals as Mr. and Mrs.
Legge Willis, the play proved a
success in every detail. To describe the play at length would be
waste of time, but the love story of
Young Marlow and Kate Hardcastle is . without equal, being
written in an absorbing style, a fact
that made Dr. Oliver Goldsmiths
works leap into favor. The cunning pranks of Tony add to the
gaiety of the scenes, and without
this character the whole piece
would be at a loss.
The dresses, which were made
by Messrs. Davies & Mathie were
works of art rarely met with in
provincial productions, every item
of costume was prepared according to the'period of the play, and
no expense saved in making the
production worthy ot the author.
The scenery was in every respect first-class and great credit is
due to Mr. R. C. Reed who put
his soul into his work, and turned
out scenes worthy of ,the best
companies who travel throughout
the province.
Constant rehearsing had coached
the actors and every actor "and
actress working together made the
play go with a good swing, very
few dull moments being experienced by the audience.
The star of the evening was ot
course Mrs. Legge Willis,, as Kate
Hardcastle, who acted gracefully
and with cultivated elocution kept
her audience in a state of emotion
during the evening. Her natural
way of acting, her .expression, her
voice, leaving nothing further to
be desired of her hearers. As
Constance Neville,. Miss Metcalf
scored a success, har pretty ways
and manners at once finding favor
with the audience. Mr.' Mantle, a
newcomer to theatrical circles, certainly holds -in his hands the
wherewithal! actors .are made.
His deep base voice could be
heard to advantage in every part
of the house. He took his part in
a free and easy manner, and did
much to add to the'euccess of the
performance. Tony Lumpkin as
played by Mr. R. C. Reed, depleted him as I'enfant' terrible, always
in mischief, and always trying to
leave mischief alone. His song in
tha inn scene required some
music to accompany it, but after
that he made a splendid study of
his part acting to perfection and
keeping the audience in fits of
laughter whenever he came on the
stage. Messrs. G. A. Fisher, S.
Wrihgt and Miss M. Raymer did
well in their respective parts, and
one would like to see them with
more to do. Mr. Legge Willis
played the part of Young Marlow
to perfection. What semi-tragedy
parts he has to do are attended
with a strong voice and suitable
gesticulations that his return to
comedy after these outbursts give rise to
to an opinion that, although good in
comedy he would surely excel in tragedy.
Mr. A. L. Meugens also did well as Sir
Charles Marlow, a small part with very
little acting, while the Hardcastle of Mr.
W. B. Pease, the eccentric old country
squire, who was so annoyed at the way
his guests were treating him, not for one
moment supposing his house was being
taken for an inn, caused the house endless amusement, acting with a fine sense
of humor, mingled with common sense
arguments.''-. The piece was received by
the audience with applause, and during
the short waits between the acts, the Kelowna Concert Orchestra gave selections of
first-class music played by undeniable
musicians. 7 / '• '
The play was again well received on
Saturday night, a larger house than Thursday's being experienced. The hall -owing
to tlie burning bf the power house electric
light plant ihad to be litvivith lamps, but
the inconvenience of this was only felt by
those'on the other side of the footlights.
Another Win for the
Baseball Team
The Baseball boys are continuing
their winning streak, beating Peachland by 16 to 8. Altho winning
their game, they evidently did not
play to form, but they plainly
showed in the latter half of the
game that they were capable of
playing a fast game of ball.
Peachland appeared on the field
looking fine in their new uniforms
of green with* white trimmings, and
for the first three innings followed
in the steps of their famous predecessors of Chicago, by leading the
home boys at the end of the fourth
by 6 to 2. From then until the
ninth they were helpless, while the
Maroons took kindly to the offerings of pitcher Gummo, and held
a little batting bee of their own,
Eastman secured two home runs,
while Creelman helped the good
thing along with a three-bagger.
L. McMillain played a clean
fast game on 3rd base and with
the improvement he has shown in
batting form over last year is going
to prove a star. Coe at I st, usually
known among the players as the
"Old Reliable" surely had an off
day, a decided reverse from the
game he played at 'Summerland,
but he promises never to do it
again. A. McMillain behind the
bat was a pleasant surprise to the
Discuss Rebuildini
of Power House
City Council Call Meeting of
Citizens
fans, as they were expecting a
weakness in that department, but
are now confident it is well looked
after. The outfield with Creelman,
Marintette and Treadgold is much
stronger than last year, Creelman
and Treadgold are there with the
stick and Marintette is gradually
finding his batting eye. Pettigrew
at short played his last game . and
his" heady work will be missed.
Jamieson, last year's star infielder,
is again reported ready for business, he will cover short which is
his regular position and with Frame
on second it will prove a winning
combination.
The boys are practicing hard
three times a week as they have a
hard schedule of 1 7 games ahead
of them and mean to come out of
the fray with the majority to their
credit.
The attendance at the game was
very good and a noteable fact is
that the fair sex predominated and
proved their loyalty to the Maroon
and White.
The crowd which accompanied
the'Peachland boys were enthusiastic and.their rooting was done
in true Peachland style.
Summerland is scheduled to play
in Kelowna on Thursday, June
10th, and a good crowd is expected to be present.
The score by. innings stood as
-Ql]rnj_c • _-
Peach. —024000 1 0 1—8
Kelowna-0 2 0 0 5 3 2 4 0—16
Strikeouts, Eastman 19, Gummo
9, base on balls off Eastman 5, off
Gummo 3.
The standing of the team in relation to others is as follows:— -
Games
Won
Lost
Per.
Kelowna 3
3'
0
1000
Armstrong 1
1
0
1000
Summerland 3
-2
1
667
Peachland - 2
1
1
500
Sum. That the seat on
which our fire system rested
should be attacked by fire itself seems a hard proposition
to have to stand by,.i*but it is
perhaps as well to look upon
the rosy side of affiairs, and
take the whole as a blessing
in disguise. That the power
house was in charge of one
man has received great comment from the general public,
and that the building was made
of wood is another condemnation of a penny wise pound
foolish policy.
Three sittings of our council
have been called during the
past week and one general
meeting to "decide what to do
in the matter, and it is pleasing
to note that by these meetings
compensation to the extent of
$8,000 has been admitted by
insurance companies. It is also a pleasing feature to know
that the plant can be reinstalled
for $7,500, which allows $500
to the good, to go towards the
new building. It is now to be
hoped that a good substantial
building will be put up, and
that the lesson learnt by the
late fire, will Cause a different
fire protection system to be installed in the power house. A
general feeling is prevalent that
supplies left from money raised
for the purchase of the park,
and afterwards voted for park
improvements should be placed
on the balance sheet to the expense of the new building.
Such a plan seems very possible ; we are fully able to forego the luxury of a park, in order to provide for the necessity
of a power house. Possibly
the By-law voted on some
weeks ago -can be rescinded,
and the money placed to the
more urgent use which appears
before us at the present moment. In the midst of our
troubles, it is a pleasure to see
_-__ c _-_!._.__:_ i
uiig iiiairujuic ioi vvmu iu iciiu
a hand. That the seat on
which our fire system rested
should be attacked by fire itself seems a hard proposition
to have to stand by,.; but it is
perhaps as well to look upon
the rosy side of affiairs, and
take the whole as a blessing
in disguise. That the power
house was in charge of one
man has received great comment from the general public,
and that the building was made
of wood is another condemnation of a penny wise pound
foolish policy.
Three sittings of our council
have been called during the
past week and one general
meeting to decide what to do
in the matter, and it is pleasing
to note that by these meetings
compensation to the extent of
$8,000 has been admitted by
insurance companies. It is also a pleasing feature to know
that the plant can be reinstalled
for $7,500, which allows $500
to the good, to go towards the
new building. It is now to be
hoped that a good substantial
building will be put up, and
, that the lesson learnt by the
late fire, will cause a different
fire protection system to be installed in the power house. A
general feeling is prevalent that
supplies left from money raised
for the purchase of the park,
and afterwards voted for park
improvements should be placed
on the balance sheet to the expense of the new build ing.
Such a plan seems very possible ; we are fully able to forego the luxury of a park, in ofr
der to provide for the necessity
of a power house. Possibly
the By-law voted on some
weeks ago can be rescinded,
and the money placed to the
more urgent use which appears
before us at the present moment. Mr. Smith
said the Fairbanks Company wished payment of one third on the arrival of the
machinery, one third on the machinery
when set,up and one third when the plant
was in full'working order, and he estimated that the work would take about, six
weeks.
