Howard McConnell, Provincial' Minister of Municipal Affairs for Saskatchewan, has addressed a letter over his personal signature to the. various municipalities pointing out the necessity of close co-operation between Saskatchewan Government and the municipalities. He point3 out the paramount Importance of safe guarding the solvency of the municipalities, by pursuing a course of the most rigid economy* He pays a tribute to the gniblic spirit of certain.:; municipalities, pointing out that there - have been instances where tax collections in-districts where crops have not been good, have exceeded tax collections in districts where crops have been reasonably good. In some districts which have been dried out the financial statements submitted have - given the greatest encouragement. Regret is expressed that in some municipalities more favored in the-- way of better crops financial conditions are not what they should be. The Minister expresses the deslr- - ability of the employment of capable secretaries and paying them reasonable returns for the important services rendered. He urges the utmost economy in preparing the budget for the coming year, and suggests that only the most necessary expenditures* be undertaken. There is a kind of inferiority complex in the Valley when it comes to undertaking anything; a kind of \"Let George do it\" feeling, and when George does it and makes a profit everybody grumbles. As I pointed out in my former letter the advantages of the scheme are so obvious that it is well worth an effort to pull together and put the scheme over. Therefore let's take off our coats and get busy. There are diffi- culties, of course, but things worthwhile are seldom easy. There is no need at the present time to install a plant more than sufficient for our needs but if the damming, or whatever method the engineers advise, is installed to develop the whole power available other units can be added as more power is required. It may be urged that the Village has no power to raise money or undertake an enterprise of this kind. True, but we can obtain leave from the lieutenant- governor-in-council, and while n ordinary times this leave might be hard -to obtain there is no doubt at the present time any project that would create work would be very favorably received. Moreover the taxpayers of this Val ley have to.put up their share of the money used for relief work so that again we, are oh the right side of the fence when we use money to-benefit everybody. C\M4 When we consider thst a large portion of the Valley has not even an efficient supply for domestic use, much less water for irrigation purposes,, it can readily be seen that an efficient water supply is a logical adjunct to power development. It may be said that it is impossible to pump for irrigation. This may be true when an irrigation project pure and simple Is being operated but in conjunction with domestic water and a light plant it becomes a simple matter. The water would go through the turbines and then into'the pumps. When the big quantity of water is needed the light load would be low and it would require no more help in the plant than-iis necessary for the ordinary running of such a plant. It- is a regretable fact that had the money spent on the Arrow Creek Irrigation project been spent on the Canyon it would have sufficed the whole Valley and to spare. It must not be inferred that in advocating a- municipal-owned plant that I am in any way hostile to Creston Power & Light Company. It is quite easy to make a working agreement with them, or to take over their lines, at a fair valuation. This company has given us good service and are entitled to consideration. The March meeting of the Board of Trade happens to be prior to the Village council meeting. Would it be amiss if the members gave this matter serious thought so that it can be discussed intelligently and possibly a deputation could be appointed to meet the village commissioners. In conclusion, Mr. Editor, so many of my friends have congratulated mo on' bringing this matter to the notice of the Valley that I feel that no apology is required for this second letter, especially after the clear and lucid way you summed up the situation in your editorial. I was told also to get anywhere I should have to make myself a confounded nuisance. I have a better opinion of the good sense of crny fellow citizens than to think that this will be necessary in a matter so obviously in the interest of the whole Valley. I have heard talk of a sctoer' system. Thio is useless without an adequate water supply. The light and water project will not coat more and is fifty timet, more essential.' The Pals made a game fight but were no match for the more experienced and smoothly running high school girls. Helen Meldrum, Nancy Dcwnes and Irene LaBelle were outstanding for the losers, while Nellie Payne, Opal LaBelle and Betty Speers did excellent work for the winners. The Centipedes' boys team played an exhibition game between themselves, the Reds captained by E. Whitfild, against the Blues, in charge of EarL Marriott. The game was ragged, the Blues winning 15-10. In establishing a new record over the mile, Sir Malcolm, clipped .47 of a second off his old record. On his return Sir Malcolm also es-' taclished new world speed records over one and five kilometre routes, but the announcement was not made public by officials until after they had checked their calculations. France has been _*elaxing her restrictions until now the millers can mix 20 per cent, of foreign wheat and this may be increased.
