Affairs Minister Hugh Curtis has presented the Village of Gibsons with a cheque for $26,582 which represents the first installment of the 1976 payments under ihe Sewer Facilities Assistance Act. Alderman Bill Laing told last week's .council meeting that he hoped the road paving pro gram would be completed very shortly. Laing added that he felt this year's program had proceeded very smoothly and according to schedule. Zoning .Amendment By-law number 293, for the purpose of rezoning the property owned by Walter Froese on'Highway\" 101 was given final approval and adoption at last Tuesday night's mmeting. Froese will now be able to proceed with his commercial development. Acting Mayor Kurt Hoehne moved to send'a message of' congratulations to the Sunshine Coast Concerned Citizens Sea Cavalcade Committee for a 'job well done' under extremely difficult circumstances. Hoehne noted that the committee should be highly commended for the weekend's success. Shiela Kitson -of the Pioneer Museum organization has requested that the village aid the group in paying for the installation of four security screens for the rear windows'of the museum building. Mrs. Kitson's letter stated that the screens were necessary to insure 'better' security'. The village was asked to pay all or part of die $145 cost. Council members agreed that nothing further could be done until such time as a financial statement was prepared. Council noted at last week's meeting that the recent dry weather has made co-operation in conserving the water supply ' neccessary. The council members re-iterated their stand to prosecute for violations of the sprinkling by-laws and stated that these laws must apply to everyone. Planner reports Adrian Stott, the SCRD's Chief Community Planner, has reported that 13 applications for subdivision approval have been received during the month of July. The new developments, if approved, will cover a total land area of 35.1 hectares and will add an additional 28 lots. Stott also reported that during the month of July, 5 subdivisions covering 19.3 hectares had been approved and added that the total waiting time including provincial approval is now aproxunately 15 months. One crown land lease and three crown water leases have also been approved. Applications were also received for five additional water lot leases./ The waiting time on these approvals is now averaging 22 and 36 months respectively. The Sechelt Alderman felt that a zoning certificate should be. issued prior to the building permit. A committee meeting with the SCRD is to be arranged to further discuss this issue. Local resident Charles Reachil complained to Sechelt Council last week that debris was scat tered all over the Hydro right of wat within the village. Mr. Reachil! was assured that the village was trying to get the -mess cleaned up. Another local resident, Bud Montgomery, questioned acceptance of a lot from Stan James of Union Steamships for the she of the sewer treatment plant. Council listened to Mr. Montgomery's view, but offered no agreement. Alderman Frank Leitner reported that work at the airport has been progressing and that clearing done by Mr. Nygard is now complete. Leitner also noted that night flying courses have now been completed and that die electrical inspector has approved the use of batteries instead of Hydro power for tie emergency runway light. The new facilities at the airport ' are to be inspected by Transport Canada in the near future. Alderman Shuttleworth reported that Coast Paving is not available for repairs to the Porpoise Bay ramp and that.it will' therefore be some time before the project is completed. Alderman Shuttleworth also moved that Sunshine Coast Produce who had originally taken out a business license to operate along Wharf Street have the fee refunded as they no longer intend to make use of the permit. Alderman Booth moved and Alderman Shuttleworth seconded a motion that wiD allow the municipal governments to go ahead with the installation of 12 street lights in the village of Sechelt. Dixon Sunshine Watergate It would appear that even the Sunshine Coast must have it's Watergates. Sechelt Council has refused to supply Alderman Dennis Shuttleworth with a copy of top secret \"confidential\" correspondence that was discussed by council in an \"in camera\" session last March. The document, correspondence between the village sewer consultant and a prominent Sechelt businessman, was supplied to all members of council at that time. Shuttleworth, who apparently mislaid his copy, asked for five duplicates last week and despite the fact that he stated that it was not his intention to make them public, was refused access to the file. It would appear that since Shuttle- worth is now on the other side of the sewer controversy that coundl's intention is to prevent him from aquiring access to the records- whkh could later prove embarrassing to those concerned. We feel that a village has no right to keep \"secret records\" except in cases where the wages or bask rights of members of the municipal staff may be at question. Shuttleworth was elected to represent . the people of the village. Without access to official documents it would be impossible for an alderman to be effective in his role. The longer council continues to operate behind the bade of it's citizens the less trust that is possible in it's relations with the residents ofthe village. If the members of the village council weren't holding five aces, would they be so afraid to show their hands? Enzyme action The battle lines are drawn and the war is on. Sechelt Council has chosen to ram through the local sewer, system, the Sunshine Coast Regional District has refused to become involved and the residents are prepared to put their case before the courts. Should the residents' court case prove successful, as did an almost identical case in Cranbrook a few months ago, Sechelt Council wiU finally be forced to put the matter to a referendum as originally promised. The\" main result of this action will be further delay in putting the system in operation and a corresponding rise of at least ten percent, or about $150,000, of the cost. Should the action be unsucessful, the costs unfortunately are still sure to rise the same amount. At the same time, the 80% of the cost which is now picked up by federal and provincial grants will be at risk in a time of cut-backs and rebudgeting which makes even the most necessary grants unstable. Should these grants disappear or should the project go over budget due to the delay, council wiU have only themselves to blame. If council now agreed to delay the project one month in order to accomodate a referendum, they would stand to gain not only a more unified village support, but possibly may be able to stop the project from running into a long delay while judicial proceedings are in progress. Council has one last chance to prove that they are willing to trust the people who elected them to office. They have promised the taxpayers a referendum, now it is time to deliver. General Strike 2.5 million members Of the Canadian Labor Congress have vowed last week to hold a one day strike to show their opposition to the policies of the federal Anti-inflation board. During the same week, the federal Statistics Canada proved that despite the AIB's efforts wages are still escalating at a higher rate than prices. Given these two conflicting pieces of information we feel that the CLC has a responsibility to this country to accept the rulings of the AH3, at least for the next year or so, this is no time for the unions to push for still a greater share of the economic pie. Since the inception of the AH3, our neighbours to the south have slowly but surely begun to puO themselves out of the worst of the recent economic recession. For Canada to do the same means co-operation from both industry and the unions. Indian origin from her years spent on Puget Sound, and she was a wooden ship. During the formative years of this service, when the ramp was attached to the public wharf at Gibsons, on more than one occasion a man while driving on board would spot an attractive gal standing on the dock. Lfi Peterson Social Credit quick to cry Wolfe Finance Minister Evan Wolfe warned the province last Friday that we are again headed for a deficit financial position in 1976 unless the AIB'roHs back recent wage increases granted to staff employed by the Department of Education and Health or the government again begins to cutback on spending promised for the second and third fiscal quarters ofthe year. The minister refused to be more specific about precisley where these- cut-backs may occur but stated that the government would en- devour to complete the year with, a balanced budget as he does, not think 'the public will accept a deficit. What these ominous words mean for the people of B.C. is not too hard to figure. The gov- enment will again cut back on service, raise the rates and dig into our pockets in order to come out looking like the good guys next April. If the crisis was real enough, this type of attitude on . the part of Victoria might be fair, enough, howeverv when you read , the rest of Wolf's figures you suddenly begin to get the feeling that it is not a balanced budget they are after, it.is a surplus.,.,,'. Beneath the scare of the '$125 million deficit' we find that Wolfe has horded a $17.1 million surplus in the first three months . of office. The financial report also shows-that the provincial economy has shown a real growth rate of 3.5% during the \u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BDj same period.; ;A figure which is \u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD'\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD only.one percent short of Wolfe's 4.5% growth rate figured into the budget last April. Wolfe now claims that the government had hoped for an increase, of from 12 to 14% and lies the blame for the deficit partially. on this . factor. Wolfe does not point pur that he originally stated, the ;4.5% figure. Wolfe also claims that a $50.5 million surplus was necessary in the first quarter in order to counteract the traditionally higher spending in the second and third quarters for such goodies as highways and forest management. Perhaps there is therefore some hope that if cutbacks are indeed the order of the day, the victims will be the residents of the interior who will fail to get the new toads that bought their Socred votes. The. majority of the blame for this deficit, according to Wolfe, lies in the slow recovery at the provincial and national economies from the recent recession. The minister's figures show that Jogging taxes were down 62% from last year, timber sales revenue was down a further 7% and sales tax was up only 33% on a 40% increase from 5 to 7%. However, the minister is not so. quick to point out that gas taxes are up 2.4%, personal income taxes are up 7.3% and corporate taxes are up 3.3%. It should also be noted that the $17 million is also minus a payment of $31 million on the loan to the government from the ICBC piggy bank. - Had this loan which was intended to dear' up pre-budget deficits been paid back over a. longer term, as is usually the case when financing a deficit position, 'file government would now have it's $50 odd million surplus neccessary to avoid cutbacks. Though Wolfe dearly stated that this payment has been made, commentators' have noted that it is not disclosed m the financial statement. ,'.\" '\",' Wolfe is &iso quick to blame the recent 7 wagfc. settlements by the Department of Education and Health for the over spending of $40.7 million by these departments. Wolfe is hoping that the AIB will roll bade these increases but at the same time is refraining from pointing out that the Departments of housing, agriculture, enviroment, forests, highways and public work's are aU still well under their budgetary limit. It appears that the government is, if you will pardon the express ion, crying wolf. As no one is able to test their popularity at the polls until after they come out looking like knights in shining. armour after next April, they are determined to throw us the worst and hope our well known short memories' will be too busy basking in the hundred million surplus to consider giving them the boot next time around. It is a dangerous political game on a regular four year cyde. I amwilling to bet that four years from now, ICBC will at least be no higher, the ferry service will be suddenly improved, taxes will be down and the budget will look like a General Motors statement of affairs. The government has no right to make re-election the first importance of the day. They were hired'to give us the services we need, should they not supply these services it is up to us to fire them in 1979-80. n In B.C. the amount of Canadian written and published books used in the schools is sadly, low. A most generous estimate would yield a figure of from 8-10% Canadian content in classroom reading material. There have been a number of approaches used by other provinces which have resulted in a more substantial showing of ' Canadian content in the schools these include such allowances as book purchase, plans and adequate funding for the development of learning materials. A committee set up by the Canadian Authors Association and the B.C. Teachers Federation 'From a Canadian Viewpoint' was established over a year ago. This committee of writers and teachers ;\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD invites unpublished manuscripts for evaluation and those found t commendable are recommended to the department 'of Education for approval and endorsement.lt was hoped that publishers would find this of interst and produce for a ready market. However, in practice B.C. schools are nt buying Canadian books in a quantity which would encourage the production of books for this market. Why do individual schools, school districts and educators who are presently allowed almost total freedom in the choice of texts and other reading matter consistently buy foreign books? Obviously the most important reason is that foreign produced books usually cost less and a school can consequently stretch their budget for books farther and get more for less. In -addition, until Canadian copyright laws are changed, . foreign editions of (Viadian books may be imported by foreign distributors to compete with the original Canadian editions since they earn no royalties for the Canadian author or publisher and can effectively corner the market. After all, how many of us pay attention to where a books was published? /Good books are good books whether they're published and written from a Canadian viewpoint or not and I for one would be appalled if Canadian schools decided to throw out books merely because they were written by Americans, Chinese, Germans or whatever. However, it is strange that with so much available there is relatively so little in trie classroom. Could this explain even in part why so few children and particularly teenagers have not even the faintest idea how to sing O Canada or God Save the Queen? Have they merely forgotten the words or were they even taught them in the first place? It is not unusual to see people toting Canadian paperbacks up mountains and into quiet places to read due to the surge in pop-, ularity of 'newly discovered' ' Canadian novels and . poetry. ' There are many older established authors and poets as well as an abundance of younger talented writers. The genuine increase in reading among the general public should be -supported with more money, time and attention being paid to emerging Canadian talent. If this Canadian talent is not nourished and kept alive we will have lost our nationhood and our chance to know ourselves. If our young people are going to discover Who they are, where they came from and where they are going they must have an opportunity to aquire some basic knowledge and insights about bur vast country with its broad section of cultures, peoples and problems. One must start from somewhere in order to become aware and be able to relate to situations and places outside of oneself. . In the classroom I feel it is only appropriate that educators . make every effort to bring under the view of our future citizens.. as broad a sprectrum of our heritage as possible. Dammit it is their oountry too and they deserve to learn a little about it. No one in this day and age live in a goldfish bowl. Does our future lie in the hands of big business dependant on profits and the fortunes of capitol or can our children learn something about the simplicity and generosity of community which built our country...must this all remain in the memories of the old-timers and die with them or in books which the schools have forsaken? We really haven't had much in the way of berry-ripening weather and I am told by more venturesome souls that there is still a great deal of snow as low as the 4,000 foot level This combination has the bears foraging lower and therefore closer to human settlement and bear stories are common this summer..Ken Dalgleish shot one recently that had broken into one of the cabins at Fell Farm on three separate occasions and I myself had quite a startling encounter early last month on the power line above Gibsons. I had decided to walk the power line from Roberts Creek down to \u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD Gibsons. I forget exactly why. I j^.think I noticed the power line slash high above Gibsons from .the deck of the ferry and got to i thinking of how fine the view of the Sound must be from that vantage point. In any event, my dog Rab and I set,off to wander \ down the line on one of the few \u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD truly splendid days of this half- ; hearted summer. [: The power line climbs gently and steadily from just past the , recreational centre. Just at the summit of the climb there is a series of sharp ridges. You pant up the side of one looking for the view of the Sound only to find yourself confronted with another steep drop down to another little creek and up the far side and down again, and up again too many times. \u00EF\u00BF\u00BD\u00EF\u00BF\u00BDA real test of character at the end of aten mile hike, at least it is for this chairbound adventurer. / Finally I panted up a ridge which proved to be the final one and Howe Sound and the Islands and mountains beyond spread like a gorgeous carpet in greens and blues at my feet. There had been bear signs all along the last two miles of the track. Bear droppings along the road and the berry bushes I gaye evidence as I visited them . that there had been recent and previous visitors. But a veteran wanderer of Canadian woods knows there is little to fear from black bears and the ill-tempered grizzly is elsewhere. The way was : all down hill now into beauty and the dog was trotting ahead. He had long since given up investigating the abundant and obvious bear smells and had the action of a dog who had been going long enough and wanted to get somewhere now. I was just contemplating finding a shady place in which to rest and enjoy when 'whoomff out of the berry bushes to the left of the track there suddenly reared'at a distance of no more than twenty feet what seemed to me to be a quite ridiculously full grown bear. She had been alerted by the dog which had trotted past her and was snuffling at his breeze blown scent, erect on her hind legs. There is nothing to worry 7 about here, I reminded myself, . perhaps just a bit shakily. Sentimentality or otherwise, she is part of the maritime' history of the British Columbia coast and should be ' retained as such , with possible conversion to a malritime museum. Instead, of decrying the Langdale Queen and B.C.Ferries crews in general, why don't you do something useful for a change and instigate the setting-up of a committee .or such to negotiate a courtesy purcase of the Langdale Queen for establishment at her home, Gibsons, as a Maritime Museum. This could only help to increase tourism in the area. Gibsons shuts out Sechelt 3 games straight in playoff series to win the. championship of the Sunshine Coast Softball League, local softball enthusiast, Ernie Fossett presented Gibsons coach Barry Lynn with none other than the Ernie Fossett Trophy - a donation made possible by Roberts Creek. Gibsons came against Sechelt after having beaten Windsor in the semi-playoff. Sechelt had just finished trouncing Roberts Creek in their own best 3 out of 5 series to meet Gibsons. The evenings game was by and large played gentlemanly on both sides. Sechelt made a great attempt at coming up from behind late in the final innings when a grand slam home-run was hit with 3 men on base. That was as far as the Gibsons team yielded however, and maintained their dominance to win in the last inning. Gibsons goes on to play a series of tournaments with North Vancouver to decide the winner of the zone. If they prove equally successful they wiU be eligable for the B.C. finals. The latter is judged mainly on the smoothness of gait of the horse, all breeds are qualified to enter. There were in excess of 50 horses entered, as well as a few ponies in the children's events.' Pictured above is the Children's Lead Line competition, where the winners,. Geoffrey Grognet, Lee Gbdson and Jennifer Cramer were judged on their seat while the horse is walking and trotting. All horses in this competition are led by an adult. In the Hunter Over Fences competition, winners Holly Freason riding Straffing Stella, Gillian Wells on Di-Lynn's Elisha and Kelly Beaumont on Porters Gold on Parade were judged on their ability to make the required jumps smoothly and without touching the partitions. One of the most pleasant and accessible places for indulging in the game of speculation about who made these rock carvings and why is Sproat Lake Park, eight miles northwest of Port Alberni on Highway 4. Unlike Dr. Frank Boas, who first wrote about the petroglyphs in a Berlin anthropological journal nearly a century ago, you won't have to break through the Vancouver Island West Coast Jungle of blackberry and salal, for the Parks Branch has considerably graded an easy trail, and even bujlt a little dock from which you can get a dose view of the cliff and its carvings without even getting your feet wet. The carvings at Sproat Lake have a certain grace and artistry about them; and one can, with a little imagination, see in them a , dose resemblance to familiar fish and crustaceans. So powerful a weapon was the lightening snake considered that there was a price, of 20 beaver- skins on his head, for the Indians believed that even a small piece of haietlik in a whaling canoe would assure a kill for the ex- The figure on the cliff at Sproat Lake resembles those represented on chiefs' hats and the barbs of whale harpoons. However, latter day Indians, closely questioned by explorers, apparently possessed no knowledge of the carvers of the per- roglyphs. AU of which adds to the puzzle. Who did these carvings and why? Were they part of the initiation of some app- licant for entrance into a secret society \u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD carved during a period of enforced solitude and communication with spirits - a prepresent- ation of he spirits with whom the initiate had contact? or were they a memorial of some kind? All that is know for certain is that the petroglyphs were carved within the last 15,000 years, or after the last ice age, since otherwise they would have been obliterated by glacial action. Similarity of designs such as the lightening snake to those used in latter day garments, weapons and basketry indicate some continuity, however nebulous, with this remote past with which no connecting thread exists. What hapened to the carvers? Were they driven out, exterminated, assimilated, or what? your guess is probably as good as that of the experts. And if you choose to do your guessing at Sproat Lake, you can enjoy taking'your time about it, for the other members of your parry can be fully occupied with swimming, boating or exploring the rest of the park while you indulge in a little amateur anthropology.
