Rich Strike in Aspen Grove Camp. Mr. Frank Bailey returned from the Similkameen district last Saturday and in an interview with a Times representative he said: Considerable work is going on in Camp Hedley where the Yale Mining' Company, are operating- on a larg-e scale their extensive holdings. Their principle property is the Nickel Plate mine which I was fortunate enough to examine last Sunday. This mine has some 3000 feet of underground workings in tunnels, drifts and stopes, showing several rich veins of various thickness and different grades, which are being held as a reserve. The present workings are in a large glory hole opened up on the surface close to the original prospect workings made by the discoverers of the property Messrs. Arundel and Wollaston who bonded the same to M. K. Rogers the purchasing a ..fen*-. fc'r\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BDtho.v-AiKalgariiatad Copper company of New York, in the summer of 1.898. The sum paid was $60,000 for three claims namely, Nickle Plate, Bulldog, and Sunnyside. Two machine drills break all the ground necessary in this glory hole to keep 40 stamps in the Daly Reduction company's mills dropping steadily. From the glory hole the ore drops through stopes and chutes into the ore cars on the 150 foot level where the electric motor takes the tram load of about 20 cars holding six tons each out of the 1000 foot tunnel and down the electric road for a distance of about four miles where they are dumped at No. 1 station in an ore bin capable of holding 1000 tons. \"This~\"statioti^\"'is \"situated \"about 2000 feet above the mill in a direct line where a gravity tram takes the skip down to a station at the mill, thence through chutes to the big Farrel crusher and thence to a sampling Farrel crusher. The ore is then carried by belt conveys which distributes it evenly along a large bin capable of holding 2000 tons. This ore from the glory hole is a quarlzite carrying arsenical iron pyrites (mispickel) which averages from S60 to \u00EF\u00BF\u00BD\u00EF\u00BF\u00BD100 in gold. Splendid specimens are often met with where the gold is plainly visible. It was rumored that a trial shipment to the mill of a 2+ hour run cleaned up S10.000 in gold, and at that rate it will not take this company long to regain the two million dollars they have aln.-adv expended in this camp. The Yale Gold Mining Company now have sixteen full claims and some fractions in this camp, the latest property they acquired being the Climax, which they purchased in July last from Messrs. Yates and Cahill for 510,000. Henry Yates sold a half interest first for $2,500 and about two weeks later Geo. Cahili; received S7,S00 for the other half interest. The Climax is close to the Copper Cliff and Mound which the company purchased in 1902 for 552,000. These claims are not more than 4.000 feet from the Wellington group where I have my interests with Messrs. Gladden, Paton and Hodges of Greenwood. We have three full claims and several fractions with lots of ore of different grades in sight. The Daly Reduction company have constructed a large flume through the three claims which is capable of carrying 1000 miners inches of water to their penstock at the head of the mill. It was during the construction of this flume last year that several high grade veins were uncovered on the Cracker Jack and Cannon Ball claims which wc are crown granting this fall together with our other properties. The fall from the penstock to the mill is 260 feet, being carried by steel distributing pipes over two feet in diameter to different sections of the mill and power plant. The crushers and conveyors are run by a three foot Cassel wheel, the five batteries of eight stamps each are fed by automatic challenge feeders a nine foot Pelton wheel supplies power for the battries, etc., and another 24 inch wheel furnishes power for the 16 free vanners. The cyanide plant is in the same building but below the vanner floor. There are 12 leaching tanks, six slime tanks and three gold tanks, for treating the concentrates, but about 40 per cent of gold can be saved on the copper plates. The Dominion government this spring surrendered 200 acres of the Indian Reserve flat to' the Daly Reduction company for a smelter site. Mr. A. H. Brown is superintendent ofthe Daly Reduction company's works in Hedley, Mr. West Rodgers is superintendent of the Daly Reduction company and Yale Mieihg company, Mr. P. S. Jones is superintendent of the Nickle Plate mine, and Mr. M. K Rogers is the general manager for both companies. Mr. Peter Scott the discoverer of the camp came to Hedley last June in the interests of the Kingston Mining company who are expected to start up again this fall. Mr. Scott returned to New York a few days after the government auction sale of Hedley lots. Mr. C. A. R. Lambley was auct ioneer and I was clerk, several of Greenwood's old timers who are employed in camp Hedley bought lots at the sale, among others Mr. Finlay Fraser paid S435 for one lot and R. S. Collia gave $255 for another. A large number of lots were sold most of them averaged $100-Cacti. \"'The' sale iafted two days June 27 and 28, and the provincial government realized nearly $12,000, which was all subscribed local. ly, there being no strangers or uninterested parties at the sale. I managed to get a snap on a wh&le block of lots well situated, some of which 1 have come in to dispose of. Most of the people have great faith in the Similkameen townsite, however it is hard to tell which of the many townsites in the Similkameen will become cities when transportation arrives. Princeton will undoubtedly become the metropolis for the upper Similkameen, while' I think Keremeos will become a large distributing point for the lower Similkameen, and we expeet-Similkameen City -will become the mining centre for the middle Similkameen on account of its typographical situation and close proximity to the rich mines. I spent considerable time in the Aspen Grove copper camp this spring where I sampled the camp for Mr. Rodgers. Several new and promising strikes have lately been made. The biggest was on the Tom Cat group where 16 feet of gray and metallic copper ore averaging 15 per cent copper with small values in gold and silver was opened up. This property adjoins the Portland group on the north o\u00EF\u00BF\u00BD\u00EF\u00BF\u00BDned by tlie Portland Mining and Smelting company of Indiana. The Aspen Grove camp on a whole is a wondesful cupper camp of great possibilities. The ore deposits occur .sometimes in a diabase rock and sometimes in an aniygdaloidal structure greatly resembling the Lake .Superior copper deposits. The Big Souix has a large ore dump which averages 15 per cent copper. Considering the lack of capital being expended in this camp one cannot fail to notice the large amount of prospecting work done and still goes on in most cases with good results. On nearly all the claims held there is tonnage in sight for the lirst lucky railway that taps the camp. There is quite a coal boom in the Nicola Valley, several companies are at present developing their extensive holdings. Mr. Redman, E. M., was bonding every coal claim that was on the market. It was rumored he was acting for the C. P. R. who are expected to start construction from Spencer's Bridge this fall. Will Raise Large Sum of Money. Great Northern Work Rushed\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BDMidway And Vernon* It will not be surprising if the Canadian Pacific Railway company again begins active building operations in the west. The directors of the big railway recently announced an issue of new common stock to the amount of \u00EF\u00BF\u00BD\u00EF\u00BF\u00BD25,500,000, and a meeting of the shareholders is to be held in Montreal on October 5th to authorize the new issue. While the officers of the company are reticent about making any announcements until shareholders express their approval of the extra heavy loan, it is understood that the greater portion of the money is to be used in maicing extensions in the west. For sometime past the C. P. R, officials have been worried over the activity of the Great Northern in Southern British Columbia and the probability of the American road getting into tlie Similkairtoen and Nikola before trie Canadian comoany co.:ld make arrangements to build in there. C. P. R. officials have recently been over the ground and it is understood have urged upon their principals the desirability of running feeders into these promising districts before the advent of the Great Northern. The necessary money for the construction of a road between Midway and Spence's bridge will be secure'd through this issue of debentures. It now looks as if early next year there will be a great race between the C. P. R. and Great Northern to reach the Similkameen and Nicola. j. W. Stewart who has the contract for the construction of the Grand Forks-Phoenix branch of the Great Northern and tlie_G'ranby\"^mei'ter_sp^\"f\" is rushing the work in order to get the track laid before the heavy snow falls. At the present rate of construction he will likely succeed in doing so and Great Northern trains should be running into Phoenix before the first of the year. Good progress is -.lso being made on the Curlew-Midway branch and that work is also likely to be completed kefore the end of the year. This, line will oe continued to Greenwood as soon as men are available, but all labor is now concentrated on completing the work under way before winter sets in. The New York syndicate who are negotiating for the construction of the Midway and Vernon railway will send further representatives here. They should arrive next week. It is expected that a definite annoiinccu cut in reference to this important undertaking will be made at an early date. There is no railway proposition in the West which offers greater inducements to the investor than the Midway and Vernon. Traversing a district rich in mineral, agricultural and timber wealth, this line should pay from the start. The West Fork country alone has sufficient ore tonnage to offer local smelters to make the enterprise an attractive one, and by the construction of this road the continually increasing agricultural aud horticultural products of the rich Okanagan va'ley will find a direct and profitable market in the mining towns of the Boundary and Kootenay. Mr Warrington engineer in charge has completed the survey of the road up the North Fork for the Kettle Valley lines. It is not yet kuowu when actual construction of this work will be begun but the company has secured from the Dominion government as cash subsidy of $fi.400 a mile to assist them in its construction. Local Conservatives are quite indignant over the fact that the elections in Yale-Cariboo will hot be held until after the general election. They claim it is giving an unfair advantage to the Liberal candidate. This argument is based on the assumption that a great many electors like to vote for the candidate of the party in power. Admitting this to be a fact our conservative friends must then admit that their indignation is not genuine or that they have no hope of the conservatives being in the majority in the general election. If there was the slightest possible chance of the conservatives v;inning out in the general contest they should rejoice as a belated election in Yale- Cariboo would give them a cinch. Delaying the elections in large aud scattered districts without adequate transportation facilities is as fair for one party as the other. It would be a physical impossibility to hold the election in Yale Cariboo two weeks after nomination and give the electors in outlving communities a fair opportunity to exercise their franchise. This was demonstrated in 1896 when J. A. Mara arranged that the election in Yale-Cariboo should be held on the same day as the general election because he felt that his chances of election were as good as those of his party throughout the Dominion. What was the result ? No polling booths were established at several points in the district and some electors had to travel 100 miles to reach the nearest polling booth. The man who lives in Chilocotin has the same right to his franchise as the man in the city of Toronto and a reasonably convenient opportuuity should be afforded him to exercise that franchise. Conservatives should not show their fear of the general election by howling because the election in Yale-Cariboo will be subsequent to the general election aud the Liberal candidate will have the advantage of being the candidate of the party in power. DISHONEST ASSESSMENT A careful scrutiny of various provincial assessment rolls has revealed the s+artling fact th?t assessors probably acting under instructions have dealt very leniently with the large land owners, while the poor farmers have been assessed up to the full market value of their properties. The reason for this is not hard to find. The big land owner in this province is usually a good Tory who provides sinews of war in every political contest. They get their reward in the shape of inequitable and dishonest assessments. The practice has been continued for years until it was found necessary to practically double the rate of taxation already high. Had the big land owners of the province been assessed in pro- portiqn to that imposed on the more humble farmers there would have been no necessity to impose additional burdens at the present time. Every owner of 100 acres or 200 acres' of land in this province is today paying double taxation because now and for a number of years the big landed proprietors are not and were not paying their fair share. Those who know the record of the Tory party are not surprised at this state of affairs. Whether dealing with indirect taxation in the shape of customs duties or direct taxation on land and per- Mharproperty\" values^\" thlTTofy government succeeds in so manipulating affairs that the burden of taxation falls on the poorer classes and .the favored few escape their fair share. Notwithstaniing the increase of taxation in this prcvince its financial outlook is no brighter nor will it be until a Liberal government is placed in power. Then assessments will be fairly made and taxation fairly applied. The rich will have to pay his share as well as the poor man and both ends will be made to meet not by grinding the poer struggling farmer but making one and all contribttte equitably to the revenue of the province. ^mmms^w^mwBwimsswswBBt A STRONG MEMBER. Big Bill Galliher is invincible in Kootenay. This is particularly aggravating to the Tories who arc so hungry for the spoils of office and finding no opportunity to get even with those pestilent Grits they are indulging in the pastime of quarrelling among themselves. This has so discouraged C. H. Mcintosh the Conservative candidate that according to a pretty well authenticated rumor, he will remain in Ottawa where is is- now enjoying life and will not face the enemy in Kootenay with hopelessly divided forces. Mr. Galliher's popularity in Kootenay is not to be wondered at. No man could accomplish more for his constituency than did he during his four years of office. A hard worker and popular with both sides of the house he succeeded in securing for Kootenay what was needed to infuse new life into mining and allied industries. The heathen may rage and Conservatives may hurl nasty epithets at each other but the great body of the electors will cast their ballots to place W. A. Cosgrove seems to have hit upon Herbert Bolster's knack of doing business with the railroads. He has been granted a one fare rate from all points in the Inland Empire to Spokane and return. This is the first time this has been granted in several years. \"Like the Old Fruit Fairs\" is the motto at Spokane this year and it applies to the railroad rates as well as to other point. One fare rates for the round trip will be granted by each road on a different day. Besides these all the roads unite in giving a rate of a fare and a third for the round trip, good throughout the fair. All tickets, whether they are the general reduction of a fare and third orthe-special,one..fare^rate_oira single day, provide that the purchaser may remain in Spokane until the day following the close of the fair or he may return sooner. Single fares for the round trip will be sold on the Spokane Falls & Noth- ern road October 4.
