John M. ScraiTord of Rossland arrived in the city on Thursday evening-. < He was accompanied by sixteen practical miners who proceeded to the B. C mine. Mr. Scrafford has been appointed superintendent of the property. He has been with the McQuaig sj'ndicate for several years having* had charge of the work on the Gertrude and Coxey near Rossland. The B.iC. is,to be operated on a large scale. Until the new plant purchased by the, company arrives, the men will be employed in developenient work from the old shaft. The company have purchased a large plant from J. D. Sword the B. C. ag-ent of the Inger- sbll Sergent Company. The plant includes a 30 drill compressor, a hoist that can be used to a depth of 1000 feet and' two steel. cages. ' The plant is not expected on the ground for some time yet. When it is installed a new working shaft will be sunk. It will have three compartments, two of which will be 4 feet 6.inches square and the third 4 feet 6 inches by 3 feet 6 inches. It is the intention to sink this shaft to the 1000 foot level. In addition to the above the company has decided to matte its ore in the vicinity of the mine. A 40 ton matting plant has been ordered. This is the first matting plant ordered for the district and its installation and operation will be eagerly watched by those interested in the big mines of the district. As was stated in the Times some time ago the new company operating the B.C. have ample funds to undertake work on a big scale. Montreal capitalists were so anxious to secure shares in the company that they oversubscribed by several thousand shares. A half a million dollars was placed in the treasury to work the property. New StrIKe on the Winnipeg. A five foot ore chute has been added to the wealth of the Winnipeg mine. The latest discovery was made at the 300 foot level. There was no indication on the surface or at the other levels that this vein of rich ore existed but when the 300 foot level was reached, Superintendent Mcintosh decided to crosscut both ways from the shaft. He expected to meet the main ledge on the west side but was agreeably surprised to run into a five foot-chute of* rich ore after crosscutting a few feet on the east jide. ' The lead is what is known as a blind one. Several leads of a simular character have been found in Wellington camp. Victorians like to be on the winning side and as the Semlin government has now a good working majority they will likely consider, it expedient to return government members and expect their reward in the shape , of appropriations or appointments. The work of the legislature is progressing very satisfactorily. Several useful measures have been, put through. The government is determined that railway companies asking for provincial franchises shall pay something for their franchises. It is provided in the South Kootenay Railway bill that the company shall be bound to carry over its line of railway without charge all persons whose transportation would otherwise be a charge against the government of this province and also all members of the legislature. It is reported that J. F. Deane, M. P. P., intends to resign because the government took the unusual course of paying its subscription to the Kamloops Sentinel of which paper he is managing editor. A. S. Farwell who almost defeated Hon. J. Fred Hume in the general election has announced himself as an independent candidate in the bye- election. Mr. Ellison appealed to the house and after two or . three discussions the matter dropped. Premier Semlin has introduced a bill respecting the inspection of steam boilers. It is not intended to apply to railway locomotives or boilers subject to inspection under the laws of the parliament of Canada. The lieutenant-governor in council may constitute \u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD such portions of the .province as he may think proper into steam boilers inspection districts and appoint inspectors for such districts. Inspectors shall be authorized to charge a fee of S5 for the inspection of each single boiler and its .steam connections, and shall grant a certificate of inspection, which shall be kept posted up in a conspicuous place on the boiler or in the engine room where such steam boiler is being operated. It was pointed out that this.road would be used extensively by railway contractors and unless something were done it would be impassible during soft weather. The same dil'licuHy presents itself to every council in every city at the beginning of the year. It will be several months'before money comes into the city treasury from ordinary taxation. To meet this, provision has been made in the municipal act, giving the council power to borrow money temporarily. The necessary money for pressing- needs can be borrowed from any of the local banks. The road mentioned should be repaired. Boundary creek whose sinuosities within the corporate'limits of the city < of Greenwood, disturbed the equanimity of the enterprising Townsite company is to be straightened. The creek will no longer be allowed to meander through valuable real estate, or pour its waters over the banks in spring time. From the time it enters the city limits above Mr. C. JB.: Shaw's residence until*it reaches higher banks near the Greenwood brewery ' it will be forced to run through a straight channel dug for that purpose. The Townsite company and the Canadian Pacific Railway company have so decided. The plans, for the work show that the originators of the scheme also kept in view the beautifying of the city. Silver street from the upper bridge to the northern limits of the city, a distance of over-half a mile is to bemadelOO feet wide. Through the,centre of this street, the channel for the creek is to be cut. This will leave a drive of oyer 30feeton each side of the stream. The channel will be 12 feet wide at the bottom, and the depth will be oyer six feet. Tne banks will slope until the channel will be over 30 feet wide on the top. Grass is to be sown in early spring along the banks and in all probability shade trees will be planted. Silver street will then be one of the most beautiful drives to be found anywhere. Mr. L,. M. Rice, the C. P. R. engineer is busy preparing plans for the work. As soon as he has finished Pat Welch will take charge and carry; on the work with his railway plant and men. It is expected that,the work will be completed before high water in the spring. - . .\" , ... The channel will be completed in such a manner that there cannot be the remotest possibility of an overflow at any time. It will be sufficient in size ,to carry off .the largest quantity of water that can come from the Boundary creek watershed.
