In his travels in Europe last summer, Livingstone realized\njust how little the Nortli American continent is doing to help displaced students. In this column the cotii'iction of one student is made adequately clear.)\nBy GRANT LIVINGSTONE\nPresident AMS, 1947-48\nLast week, just after UBC's splendid plebiscite decision, I\nreceived a letter from one who might possibly benefit from\nthat decision. He is a Czech; now a refugee because he supported Benes' party and participated in the Prague student\ndemonstrations of February, 1948.\n1 \u00E2\u0096\u00A0><\u00E2\u0096\u00A0 \u00E2\u0096\u00A0\u00E2\u0096\u00A0'- I met him and some 20 of his fellow\nexiles last year in Paris and promised\nto try to get them admitted to Canada. Unfortunately the German Scholarship scheme last fall cut across the\nbows, of plans for refugee scholarships. I was prevented by ill health\nfrom pressing the matter last spring,\nand effort's to have a company sponsor\nMojmir and a few other this summer\nas ordinary immigrants fell through.\nFor three good reasons I'm passing\nhis letter along: first, I hope some\nreader or readers might help me to\nhelp him. The chief requirement is\nsponsorship by some person or firm\n| able to assure him a year's employment.\nSecond, this is a clear cut example\ncf how your recently voted ISS dollars are needed.\nThjrd, I hope the eloquent simplicity of his appeal will stir the heart\nand the conscience of enough who read this to raise some voice against the\nIlliberal, heartless, selfish, and utterly un-Christian\u00E2\u0080\u0094and stupid\u00E2\u0080\u0094 legislation\nwhich is constricting this wealthy and empty country's immigration policy\nto a mere trickle in the face of such desperate need by such worthy people.\nSurely Albert Einstein, Jan Bata, Toscannini, surely our own Mario Prizec,\nand the host of those not individually great but each giving some and\ncollectively contributing immensely to their new country their European-\nnurtured brains, skills and characters, surely these and the witness of history,\nare evidence enough of tho benefits to any country cf a liberal immigration\npolicy.\nCertainly Canada can admit thousands more of the wards of the IRO than\nwe have to dates, and we'll benefit in body, mind and soul by so doing.\nTo come back to the point, I commend to the heart, the thought and the\nconscience of the comfortable reader this brief letter:\nParis 1 of Octobre 1949.\nDear Grant,\nI begfyou paedon for writing you without having your answer\nfor my last letter from this semmer. I still am hardt truing to\nget to Canada the situation is not very excellent for me in\nFrance. I can't get a job because I am a forrigner and refugee.\nThe scolarshie I've got last year was just for one year. Now I\nam truing to get seme job untill I'll go to Canada. As I now you\njust have to send me the labor contract and I'll get easelly the\nvisa in Paris. I hope that you understand my position.\nI like to start a new existance but in France it's inpossible.\nI don't fear any kind of work and I think that I could get a\npritty good job later in Canada. I am still working for the Czek\nstudent organization, we are now about' 300 students in Paris,\nAll the boys you've met last year in Paris are still here and are\nwaiting for further emigration. The situation in Czeosovaquia\nis turning very bad for the people. An administrative body similar to the British University Grants Committee would distribute the funds in consideration of\nthe overall needs of the universities.\nThe funds would go to the establishment of grants in aid of non-scientific\nresearch, graduate scholarships in humanities and social studies, undergraduate scholarships and scholarships\ni'o students from other countries.\nJewish Fraternity\nInstalled at UBC\nFinal revision of the act which\nwould allow MAD to check up on the\nactivities of students playing on Non-\nuniversity sport teams was passed\nWednesday at the MAD meeting.\nPOWER TO FINE\nAct gives MAD power to recommend\nthat the student council impose a\nfine on delinquent athletes who do\nnot conform to the regulation, that\nis, who do not write MAD for permission to play outside the university.\nMAD will notify these athletes that\nthey will have the fine imposed upon\nthem, and then AMS will carry out\nmeasure, imposing the fine.\nREGULATION\nRegulation of requiring university\nathletes to play on UBC teams instead of outside groups, is not new\nat this university.\nRegulation has been in effect almost\nsince the university has been in existence.\nMAD, this year taking the bull by\nthe horns, has sought to make something definite come out of the act.\nIMPROVEMENT\nAthletic Directorate is now trying\nto keep this regulation enforced, in\nthe hope of improving athletics in\nthe university.\nMAD feels justified in making this\nstand, having written to universities\nacross Canada and some in the\nUnited States, in order to see what\naction is taken in regard lo athletes\nplaying for outside teams.\nEvery college in Canada has a\nruling similar to that at UBC, compelling students to play for the university or receiving permission from\nproper authority to play off the campus.\nCONTROVERSY\nIn view of the fact that' the present\nregulation that is causing such a\ncontroversy on this campus has been\nin effect for many years, MAD feels\njustified in trying to enforce it'.\nSchool calendar has carried the\nregulation as a part of the AMS\nConstitution in the past, and again\nthis year.\nAUTOMATIC\nIn effect, when new students sign\nthemselves into the university and\nbecome a part of the Alma Mater\nSociety, they automatically have\nsigned to play for the university in\nathletics.\nUnder this light, they must obtain\nwritten release from the MAD, the\nJ university group in charge of athletics, under the sponsorship of the\nAMS.\n'Tween Classes\nFirst Vancouver\nShowing of New\nMed Film af UBC\nFirst Vancouver performance of a new medical film,\n\"Pasteur,\" will be presented\nMonday, November 21 by Pre-\nMedical Society.\nFilm, which is the story of one of\nthe founders of modern medicine, is\nbeing shown through the cooperation\nof the local French Consul.\nShowing will take place at 12:30\np.m. in Physics 202. With them went thousands of\ndollars worth of valuable equipment, and in\nsome cases, irreplaceable notes and books.\nThe time has come for the provincial\ngovernment to take the proverbial bull by the\nhorns and appropriate enough money to build\nadequate facilities for such faculties as law\nand medicine,\nThe law faculty, in particular, housed\nin an army fire trap, is direly in need of\na modern, fireproof building which will be\nadequate enough to include a library and\nlecture rooms.\nThe faculty of medicine, to be completely\nadequate, should be housed in a structure\nthat will allow for expansion in the future\nand yet be large enough for the present\nneeds.\nUniversity builders, if they are planning\nto build more huts of the type now used,\nshould reconsider. No university can con-\n' centrate properly on the job at hand, if the\nfear that thc work may be wiped out in one\nnight is constantly hanging over its head.\nWhen the war ended, UBC pledged itself\nto accept all students. The time has come\nfor the provincial government to match this\nforlhrightness with a little courage of their\nown.\nKelp For Our Athletes\nStudents currently involved in angry\ncontroversy over the status of university-\nathletes on downtown teams might well be\ndevoting their attention to the broader field\nof BC athletics generally.\nThe fact that promising athletes whose\npresence would certainly benefit UBC teams\nare playing fou outside clubs i.s an indication\nof a fundamental weakness in the athletic\nsetup. While the state of affairs is regrettable\nit is not unusual at Canadian universities.\nThe reason behind the sorry lack of\nschool spirit especially in Western Canada\nis what those interested in the purely cultural aspects of education call \"athletic de-\nen^hasis.\"\n''The arguments on both sides are well\nknown.
