C.\nFore\nwore\ncx>o\nIn complying with the request of the\nstudents that I write a \"Foreword\" for\nthe 1927 Handbook, I am following a\npractice which bids fair to become a\ntradition in the University of British\nColumbia.\nThe purpose of the Handbook is to\nacquaint the students, more especially\nthose in the first year, with certain\ngeneral Information which experience\nhas shown to be necessary if the new\nmembers are to have an understanding\nof the principle features of University\nstudent life. In this little reference\nwork, then, special mention is made of\nthose extra-curricular activities which\nare only indirectly related to the prescribed courses of study.\nThe University authorities recognize\nand gladly acknowledge the part which\nthe more important of the student or-:\nganizations play in the corporate life of\n.the University. The existence of these\norganizations implies the recognition by\n\u00E2\u0096\u00A0the students of their responsibility to\nthemselves and to the University of\nwhich they are a part\u00E2\u0080\u0094a responsibility\nwhich they have never assumed lightly\nor discharged indifferently.\nTo this willingness on the part of the\nstudents to assume responsibilities, and\n.to discharge them faithfully, is due the\nrecent action of the Provincial Legislature in amending the University Act\nSTUDENT HANDBOOK\nso as to provide for a larger measure of\nstudent government. The experience\ngained in working under the relatively\nrestricted form of self-government\nwhich has existed up to the present\nshould prove of great assistance In organizing and administering the more\nautonomous form. C.\nHistorical Sketch\nIn 1890 the Provincial Legislature\npassed an Act establishing a body politic\nand corporate named \"The University of\nBritish Columbia.\" No material progress was made, however, until 1894,\nwhen an Act was passed which permitted the affiliation of high schools In\nthe Province with recognized Canadian\nUnlversitlea\nIn 1899 Vancouver High School was\naffiliated with McGill University In\norder to provide first year work in Arts,\nand took the name of Vancouver College.\nFirst Year work in Arts was offered by\nVictoria High School when It became\nVictoria College by affiliation with McGill University in 1902. In the same\nyear Vancouver College undertook the\nSecond Year in Arts.\nIn 1906 an Act was passed incorporating the Royal Institution for the Advancement of Learning of British Columbia, which, in the same year, established at Vancouver the McGill University College of British Columbia. In\n1915 the University of British Columbia\nwas opened and the McGill University\nCollege of Vancouver and Victoria College which was a part of it, ceased to\nexist. \u00E2\u0080\u00A2\nDefinite steps to establish the University were taken by Dr. H. E. Young,\nMinister of Education, in 1907, when he\nintroduced a \"University Endowment\nAct.\" This Act was followed in 1908 by\nSTUDENT HANDBOOK\n11\nan Act establishing and incorporating\nthe University of British Columbia and\nrepealing the old Act of 1890-91. This\nAct with its subsequent amendments,\ndetermines the present constitution of\nthe University.\nA_site commission appointed in 1910\nrecommended the vicinity of Vancouver\nand in the following year the Point Grey\nsite was granted to the University. The\ngrant now consists of 548 acres at the\nextremity of Point Grey. The waters\nof the Gulf of Georgia form more than\nhalf the boundary of the University\nCampus. A tract of some 3,000 acres of\nGovernment land Immediately adjoining\nthe site and lying between it and the\nCity of Vancouver, has been set aside\nby the Government in order that University revenue may be provided by sale\nor lease.\nThe first Convocation, held on August\n1st, 1912, chose Mr. F. L. Carter-Cotton\nas first chancellor of the University.\nIn March, 1913, the Lieutenant-Gover-\nnor-ln-Councll appointed as President of\nthe University, F. F. Wesbrook, M.A.,\nM.D., CM., L.L.D. On April 4th, 1918,\nDr. R. E. McKechnie the. present Chancellor was elected. On the death of\nPresident Wesbrook, October 20th, 1918.\nL. S. Klinck, Dean of the Faculty of\nAgriculture, was appointed Acting President and on June 1st, 1919, President.\nFrom its opening in 1915 till the summer of 1925, the University carried on\nits work in temporary quarters on part\nof the site of the General Hospital In\nFairview.\nConstruction work was commenced on\nthe Science Building at the Point Grey 12\nUNIVERSITY OF B. C.\nsite in 1914, but was Interrupted because\nof war conditions. Work on this building was resumed in 1923 shortly after\nthe great Student Campaign. The Presidents of\nthe Men's and Women's Undergraduate\nSocieties, the Presidents of the Men's\nand Women's Athletic Societies and the\nPresident of the Literary and Scientific\nSociety, represent definite bodies of student opinion. These members bring up\nmatters relative to their own subsidiaries, but are expected to know and discuss matters outside their own spheres.\nEach of the subsidiary clubs submits\na budget early in the fall to its own\ngoverning body, which in turn submits\nit to the Council through the club president. 'Budgets are then allotted by\nCouncil. In addition to club budgets,\nspecial grants may be made at the discretion of the Council.\nEach club has its own executive which\nis elected by undergraduates interested\nin the activities of that club.\nThe Publications Board is a semi-independent bodylxhaving no representation\non Council, though the editor holds an\n\"A\" position. The Literary and Scientific Department shall comprise the Women's\nLiterary Society, the Men's Literary\nSociety, the Players' Club, the Musical Society, the Chemistry Society,\nand such kindred organizations as the\nCouncil shall assign to this Department.\n3. The Athletic Association shall\ncomprise the Women's Athletic Association, the Men's Athletic Association, and all their subsidiary societies.\n4. The Students' Publications Board\nshall comprise all boards or organizations undertaking student publication.\nClause 4. Meetings of the Society.\n(a) A Semi-annual meeting will be\nheld within the first ten days of the\nfall term, at which the treasurer will\nmake a financial statement, and the\nfunctions and activities of the Alma\nMater Society and subsidiary societies\nwill be outlined.\n(b) The Annual meeting will be held\nIn the last week in March, at which the\nPresident and Treasurer will make a\nreport, and the reports of each subsidiary organization will be presented and -\npassed upon. ^\nSTUDENT HANDBOOK\n17\n(c) Special meetings may be called at\nany time by the President on the request of the Students' Council, or on\nthe written request of twenty members\nof the society. At these meetings no\nbusiness can be transacted except that\nfor which the meeting has been called.\n(d) Only active members can vote at\nthe meetings of the Society, Honorary\nmembers may not vote, but may take\npart in all discussions.\n(e) Thirty-three per cent, of the students registered for the current session\nshall constitute a quorum at any meeting of the society.\nClause 5. The executive:\n(a) The name of the Executive shall\nbe the Students' Council.\n(b) Members:\n1. The Honorary President.\n- 2. The President, who shall be an\nundergraduate of the Senior Year of\nany Faculty.\n3. The Secretary of the Alma Mater\nSociety, who shall be an undergraduate of the Junior or Senior *Year of\nany Faculty.\n4. The Treasurer of the Alma Mater\nSociety, who shall be an undergraduate of the Junior or Senior Year of\nany Faculty.\n5. The President of the Women's\nUndergraduate Society, who shall be\nan undergraduate of the Senior Year\nof any Faculty.\n6. The President of the Men's Undergraduate Society, who shall be an\nundergraduate of the Senior Year of\nany Faculty. UNIVERSITY OF B. C.\n7. The President of the Literary and\nScientific Department, who shall be\nan undergraduate of the Junior or\nSenior Year of any Faculty.\n8. The President of the Women's\nAthletic Association, who shall be an\nundergraduate of the Junior or Senior\nYear of any Faculty.\n9. The President of the Men's Athletic Association, who shall be an\nundergraduate of the Junior or Senior\nYear of any Faculty.\n10. The Junior Member, who shall\nbe an undergraduate of the Junior\nYear of any Faculty elected by the\nstudent body.\n(c) Officers of the Society:\n1. Honorary President.\n2. President.\n3. Vice-President.\n4. Secretary.\n5. Assistant Secretary.\n6. Treasurer.\n7. Assistant Treasurers.\n(d) Duties of the Officers:\n1. The President shall preside at all\nmeetings of the Students' Councii\nand of the Alma Mater Society; shall\nconvene all ordinary and special meetings of the Students' Council: shall\nbe an ex-officio member of all committees under the Alma Mater Society,\nand shall undertake all such other\nduties as usually fall to the office of\nthe President.\n2. The Vice-President shall, in the\nabsence of the President, assume all\nhis duties.\n3. The Secretary shall take minutes\nof all the meetings of the Students'\nCouncil and of the Alma Mater Socl-\nSTUDENT HANDBOOK\n19\nety; shall conduct all correspondence\nof the Students' Council, and keep on\nfile copies of all letters written and\nreceived by him relating to the affairs\nof the Society; shall read the annual\nreport of the subsidiary organizations\nat the annual meeting.\n\u00E2\u0096\u00A0 fi i...\n4. The Assistant Secretary shall assist the Secretary In the discharge of\nall his duties.\n5. The Treasurer shall, on assuming\noffice, provide a bond for the sum of\n$2,000 on himself on a company selected by the Students' Council. The cost\nof such a bond shall be paid from the\nfunds of the A. M. S. He shall take\ncharge of the funds of the society,\nwhich shall be divided into four parts,\nnamely:\n(1) Appropriations to the Students'\nPublications. (2) Appropriations to\nthe Literary and Scientific Department, (3) Appropriations to the\nMen's Athletic Association. (4) The\nremainder to the funds of the A. M. S.\nThe Treasurer shall Immediately, on\nreceipt of the funds, have them deposited in a chartered bank selected\nby the Students' Council, a bank or\nbank account for each of the respective divisions of the funds. He shall\n: not disburse the funds under his direct control, except in the payment of\nbills certified by the President and\nthe Treasurer of the Society which\ncontracted the bills, and then only by\na cheque signed by him and counter-\nI siemed by the President of the Students' Council. He shall keep careful\n:. account of, and be responsible for, all\nmoneys received and disbursed by himself and by the assistant Treasurers,\nand shall file all bills and receipts under their direct control. C.\nhave the power to audit the books of\nthe assistant Treasurers at any time,\nand he shall see that they keep careful count of, and are responsible for,\nthe moneys, and file all bills and receipts under their control. He shall\nrender a financial statement of the\nA.M.S. to the Students' Council each\nmonth, and shall embody in it the\nfinancial statements received from\nhis three assistant Treasurers, and at\nany other time on the written order\nof the Council. He shall get a financial report of each activity within\ntwo weeks of each activity, and present it to the Students' Council.\n6. The assistant Treasurers shall\nbe (1) the business manager of the\npublications board, (2) the treasurer\nof the Literary and Scientific Department, (3) the treasurer of the Men's\nAthletic Association, (4) the Treasurer\nof the Men's Undergraduate Society.\nThese officers shall not sit on the\nCouncil. They shall not disburse the\nfunds under their direct control, except\nin payment of bills certified by the\nPresident and Treasurer of the Society\nwhich contracted the bills, and then\nonly by cheque signed by the assistant\ntreasurer concerned, and countersigned by the President and Treasurer of\nthe Students' Council. They shall\neach render a financial statement of\ntheir department monthly, and a financial report once a year for the annual meeting of the A.M.S.; or at any\nother time on the written order of the\nPresident and Treasurer of the Students' Council. They shall get and file\na financial report of each activity of\nthe societies in their department, and\nshall forward a copy to the Treasurer\nof the Students' Council within two\nweeks after the date of the activity.\nSTUDENT HANDBOOK\n21\n(e) Duties of the Students' Council:\n1. The Students' Councii shall be\nthe only recognized medium between\nthe Alma Mater Society and:\n1. The University Authorities.\n2. The other organizations.\n3. The general public.\n2. The Students' Council shall have\ncontrol of all affiliated student activities, subject to the approval of the\nFaculty Committee on Student Affairs.\n3. The Students' Council shall act as\na court, before which any student\nmay be called to account for misdemeanor.\n4. The Students' Council shall appoint a returning officer and scrutineers for the election of the Honorary\nPresident and President of the Alma\nMater Society.\n5. The Students' Council shall appoint two of Its members to sit with\nthe President of the Alma Mater on\nthe Joint Committee of Student Affairs.\n6. The Students' Council shall meet\nregularly each week during the session.\n7. Immediately after the close of\nthe spring term, the Students' Council-elect shall assume its office at a\n. joint meeting with the retiring Students' Council.\n8. It shall be the duty of the Students' Council to promote social intercourse and academic unity within the\nUniversity.\nClause 6. Elections:\n(a) Honorary President, President,\nSecretary and Treasurer of the Alma\nMater Society. UNIVERSITY OF B. C\n1. Nominations shall be In the hands\nof the Secretary seven days before\nelection day and shall be posted immediately by him on the bulletin\nboard. Each nomination must be accompanied by the signatures of not\nless than ten members of the Society.\n2. No student may sign the list of\nnomination for more than one candidate for each office.\n3. The elections shall be by ballot.\n4. The election of the Honorary\nPresident and President shall be held\non the second Monday of March; polling booths will be open from ten a.m.\nuntil three p.m.\n5. The election of the Secretary and\nTreasurer shall be held on the third\nMonday of March; polling booths will\n' be open from ten a.m. until three p.m.\n6. Active members only shall have\nthe privilege of voting at these elections.\n7. After the ballots have been counted the returning officer shall place\nthem in a package, which shall be\nsealed in the presence of the scrutineers and preserved until after the annual meeting of the Society.\n(b) Appointments by the Sftudents'\nCouncil:\n1. The Editor-in-Chief of the Students' Publications. The Students'\nCouncil shall appoint this officer, following the election of the President\nof the Alma Mater Society.\n2. Assistant Treasurers. The business manager of the Publications\nBoard, the Treasurer of the Literary\n\u00E2\u0080\u00A2 and Scientific Department, and the\nMen's Athletic Association, shall be\nappointed by the Students' Council In\nSTUDENT HANDBOOK\n23\ncollaboration with the Head of the\nDepartment concerned, on the day following the election or appointment of\nthe Head of the Department. The\nTreasurer of the Men's Undergraduate\nSociety shall be elected by the executive of the Society from among themselves, as provided for by the Constitution of this Society.\n3. The Senior Editor of Students'\nPublication. The Sudents' Council, In\ncollaboration with the Editor-in-Chief,\nshall appoint this officer on the day\nfollowing the appointment of the Editor-in-Chief.\n(a) Duties of the Senior Editor:\nThe Senior editor shall superintend\nthe editorial work of the Students' Publications and shall be responsible for It\nto the Editor-in-Chief.\n(c) Appointments by the Students'\nCouncil-elect: Vice-President and Assistant Secretary. The Students' Council shall appoint these from its members before the close of the Spring term.\n(d) When a vacancy has been definitely established in any of the offices\nof the Society, the election of a successor shall be held in accordance with\nthe procedure prescribed for in the\nelection of such officers.\n(e) Officers of the Undergraduate Societies, Literary and Scientific Department and the Athletic Associations.\n1. The election of the Presidents of\nthe Undergraduate Societies and the\nJunior Member shall be held on the\nThursday following the election of the\nSecretary and Treasurer of the Alma\nMater Society. 24\nUNIVERSITY OF B. The election of the Presidents of\nthe Literary and Scientific Department\nand the Athletic Associations shall be\nheld on the Monday following the\nelection of the Secretary and Treasurer of the Alma Mater Society.\nClause 7. Finances:\n(a) The funds of the Society shall\nconsist of the following:\n1. Fees of admission to the Society\ncollected by the Registrar under\nauthority of the Board of Governors.\n2. All moneys excepting special .\nmembership fees received by Student\norganizations under the A.M.S., which\nmoneys shall be remitted to the Treasurer of the Students' Council direct.\n(b) Estimates of the proposed expenditures of the Undergraduate Societies, the Literary and Scientific Department, the Athletic Associations, and the\nStudents' Publications, shall be in the\nhands of the Treasurer before the end\nof the third week of the session.\n(c) The budget shall be prepared by\nthe Treasurer from these estimates and\npresented in the fourth week of the session to the Students' Council for consideration and adoption. The appropriations for the Publications Board, the\nLiterary and Scientific Department, and\nthe Men's Athletic Association, shall be\nprepared according to these budgets.\n(d) Any Student organization under\nthe Society may spend money for the\npurpose and for the amount prescribed\nfor its use in the budget, but shall not\nspend moneys which are not prescribed\nfor in the budget, except by special permission of the Students' Council. ;\nSTUDENT HANDBOOK\n25\n(e) Twenty per cent, of all moneys\naccruing to the Alma Mater Society by\nreason of activities of organizations under its control, to be reserved for the\nInjuries Trust Fund until such time as\nthe fund shall reach five hundred dollars,\nsuch reservation thereafter made when\nthe fund falls below five hundred dollars.\nClause 8.\nReports from the Secretaries and\nTreasurers of the Undergraduate Societies, the Literary and Scientific Department, the Publications Department, Athletic Associations, and their subsidiary\norganizations, shall be in the hands of\nthe Secretary of the Society immediately\nafter the election of their officers.\nClause 9.\nNo student shall be elected to the\nStudents' Council for more than one\noffice.\nClause 10.\nThe Faculty Committee on Student Affairs shall be the first medium between\nthe University authorities and the student body. It shall confirm the activities\nof the student body by endorsing\nfrom time to time the proposals of the\nAlma Mater Society. C.\nAthletics\nIt is the aim of the Men's and Women's Athletic Association to enable and\nencourage every able-bodied man and\nwoman in the University to partake in\nsome branch of sport, and to organize\nthe various branches of athletics in\nwhich the students are interested. The\nclubs which constitute these organizations cater to the quantity of players,\nand from this they endeavour to develop quality. Athletics are recognized as\nessential to a well-rounded education,\nand students are able to study more\nefficiently when in good physical condition.\nFreshmen . are advised to choose the\nactivity most beneficial to themselves\nand to follow that sport energetically.\nHalf-hearted pursuit of a sport is harmful to the individual and is seriously\ndemoralizing to one's team-mates. No\nfavorites are played; every man must\nmerit his place.\nMen's Athletics\nKBITS ATHLETIC ASSOCIATION\n(James Sinclair, President)\nMembership in the Men's Athletic\nAssociation is automatically conferred\non all men students in the Alma Mater\nSociety. The executive of the Association is composed for the most part of\npresidents of the constituent clubs, and\nSTUDENT HANDBOOK\n35\nis the only recognized medium between\nthese clubs and the Students' Council.\nAthletics are divided into three classes according to the interest displayed in\neach, and by their success in competition. The divisions are as follows:\n(a) Major sports: Rugby, Basketball,\nSoccer, Track, (b) Minor sports: Swimming, Tennis, Rowing, Boxing, Ice Hockey, Canadian Rugby. (c) Sub-Minor\nsports: Badminton, Golf, Grass Hockey,\n(d) Unranked sports: Out doors.\nOn fulfilling certain eligibility rer\nquirements, members of first teams of\nmajor sports receive big block letters,\nfirst teams of minor sports and second\nteams of major sports receive small\nblock letters, and first teams of sub-\nminor sports, second teams of minor\nsjports, and third teams of major sports\nreceive plain letters. Up-country students find this club very popular. The\nHockey Club has the Senior .Provincial\nChampionship to its credit, winning this\nin 1921. 36\nUNIVERSITY OF B. C\nSOOCEB\n(President to be elected)\nNo other branch of University athletics is so much before the public eye\nas soccer. Moreover, the game makes\na popular appeal to a class of people\nfrom which the University Is ordinarily\nmore distantly removed. The success\nof the Blue and Gold pigskin chasers\nhas done much in the past to create a\nfeeling of goodwill toward the Alma\nMater among local soccer enthusiasts.\nIn 1924 the 'Varsity eleven won the\nMainland Cup\u00E2\u0080\u0094a standard which has\nnot since been reached but which should\nbe the goal of every player this year.\nThe Soccer Club, however, has done\nmuch more for the University than the\nwinning of the Mainland Cup; it has at\nall times displayed a sportmanship which\nhas helped to elevate the game as well\nas the University name in the eyes of\nthe townsmen.\nSWIMMING\n(John Williams, President)\nThe University Swimming Club exists to create an interest in swimming,\nto develop swimmers, and to teach beginners. Practices are held in local\npools, and an expert coach is engaged.\nAn Inter-Class Meet will be held in November, when Arts '30 will defend the\nAllan & Boultbee Trophy. Galas with\nVictoria and local clubs will be arranged, and In February a team will be\nsent to Banff, where it Is hoped it will\nregain the Banff Cup. If sufficient Interest is shown, a class in life-saving\nwill be formed.\nSTUDENT HANDBOOK\n37\nBNCHUSH BUOBY\n(Donald Farris, President)\nThe major events of the Rugby Club's\nschedule of activities are the McKech-\nnie Cup games with the Vancouver\n\"Rep.\" and the Christmas game with the\nStanford University Olympic Champions.\nOn entering the McKechnie Cup League,\nthe University won the trophy for three\nsuccessive years, but lost it in 1926, only to regain it last year. To\nstimulate interest in the royal and\nancient game, Mr. Brenton Brown has\ngenerously donated a handsome trophy,\nemblematic of the University championship.. UNIVERSITY OF B. C.\nBASKETBALL\n(Frayne Gordon, President)\nFour teams are fielded in city leagues\nby the Basketball Club. Some of these\nteams also make trips into the Interior,\nover to the Island, and down to Washington. As the University has no gymnasium of its own, practices are held in the\nNormal School gymnasium.\nTENNIS\n(Gordon Shields, President)\nThe Tennis Club is the only one fortunate enough to have its own playing\nfacilities. It is also fortunate in having some of the best players In the city\namong its members. The annual tournament will be held in the Christmas\nterm.
