Citizens may, on the whole,\nfeel a certain pride in being able to draw\na\" crowd together and present-'such in\nducements in tbe program and in the\ntown itself as has from year to year\nattracted a large, intelligent and patriotic\nassemblage. Nothing occurred to mat\nthe general good, feeling of the crowd\nto which the harmonizing influence of\nthe band largely contributed. The trail will, however, be useful for prospectors and in construction of\nthe interprovincial trunk road.\nIMPROVE THE HORSE\nDominion Government will Aid\nPropagation of Better\nHorse Breeds.\nNot Enough of High Class Horses to\nMeet Demand\u00E2\u0080\u0094Siniilkameen\nis Suitable,\nDuring recent years many appeals\nhave been made to the Hon. Sydney\nFishery Minister of Agriculture, by horsemen anxious to brihg.about an improvement in the quality of our light horse\nstock and who are of opinion that for\nthis purpose an infusion of thoroughbred\nblood is essential. Recognizing the force1\npf these appeals as well as the,fmportance\nof the subject. Mr.'Fisher has_decided to\ngrant assistance under certain specified\nconditions to persons maintaining thoro-\nbred stallions for service in the various\nprovinces. -jp;i*ai\n. In deciding upon this step the Minister\nhas been largely influenced by .the fact\nthat while stallions of other recognized\nbreeds when in capable hands..are as a\nrule fairly profitable, this is seldom the\ncase with regard to the thoroughbreds,\nthe advantage of breeding to horses of\nthis class being unfortunately not fnllj\nrealized by tbe present generation of\nCanadian farmers.\n\u00E2\u0080\u00A2 The lac_ in our light horses of the\nquality derivable only from the infusion\nof thoroughbred blood is the subject of\nadverse comment by all European horse\nmen who visit the Dominion with a view\nto investigating its possibilities as a field\nfor the purchase of horses whether for\nmilitary purposes or for ordinary saddle\nor harness use. In this connection it\nshould be remembered that while horses\nfor the last named, or in fact, for any of\nthese purposes, may well be bred from\nsires other than thoroughbred, it is of\nimportance that on the side of the dam\nthere should, in order to produce the\nbest results, be, in such cases, a strong\nadmixture of thoroughbred blood.\nThe coditions under which assistance\nwill be given are as follows:\n1. All horses on account/of which ai\nis given by the Department must ty.\nregistered in thei Thoroughbred Stud\nBook of the Canadian National Live\nStock Records.\n2. Horses should be of good size, quality and conformation and shall be free\nfrom all hereditary unsoundness; these\nconditions to be insured by submission\nannually to a thorough, carefull examination either at the hands- of the Veterinary Director General or such other members ot the veterinary staff of the Department, or other persons as the Minister may from time to time appoint for\nthis purpose.\n3. Horses so approved shall be duly\nand properly advertised to stand for,\nservice of mares, under the ordinary and\ngeneral conditions usual in the districts\nin which they are to be kept, at an an-\nnaual service fee (except in the case of\nthoroughbred mares) of not more ttiaji\n$10 to insure, such service fee to become\ndue and payable only when mares prov$?\nto be in foal.\n4. Any person, firm or corporation'\nowning or controlling any thoroughbred\nstallion ini: regard to which all of the\nconditions above set forth shall have \"been\nduly and properly fulfilled, shall, on'\nproduction of satisfactory evidence therei*\nof and of the fact that a reasoable' num-'\nberof mares, other than. thoroughbreo?\nmares, have been served during the sea-'\nson, be entitled to receive at the close \"of.\neach such season the sum of $250.00\nfrom the funds of the Live Stock Branch.:\nIf, in the event of a horse dying or be-'\ncoming incapacitated for service during\nthe season, an approved-substitute: is* immediately placed in the same district,'\nthe ____!5__- may, after due consideration\nof the circumstances, authorize the payment of the subsidy above mentioned.\n5. Following is a synopsis\nof a circular recently issued :\nNo matter how efficient the patrol system may be it is inevitable that fires will\noccur. The Government desires to make\nit very clear that the duty of the owners\nof timber and operating lumbermen is tc\nprotect their own property. The Ontario\nGovernment not only compels every\nstumpage owner to pay for fighting fir^s,\nbut it throws on him also the costs of,\npatrolling his limits. Washington and\nIdaho lumbermen have organized their,\nown voluntary associations for fire fighting purposes, and assess themselves 2 or\n2Y cents per acre each season. In\nshouldering the entire cost of fire patrol\nthroughout British Columbia this summer, the Government is, therefor, doing\nmore than other governments, and it'\nshould be clearly understood by all concerned that, except in circumstances detailed below, the cost of fighting fire to\nprotect their own property must be borne\nby the private parties concerned. Whtn\nwardens have to hire men to fight fire on\nprivate property the Government expects\nthat the owners should pay the cost, as\nindicated below. The attention of tim\nber owners, lumbermen and other persons\nowning property or employing labor in or\nnear timbered districts is, therefor, drawn\nto the following regulations:\u00E2\u0080\u0094\n1. Bush fires originating in or near any\nwork conducted by the owner, his agents\ncontractors, or employees, must be fought\nat the expense of such owner, agent or\ncontractor. The Government will lend\nthe assistance of its wardens gratis.\n2. A proportion of the ccst, not exceeding in any case, one half the actual\nexpense of fighting a bush fire that can\nbe proved not to have originated in the\nmanner mentioned iu (1), will be borne\nthis summer by the Government, as a\ntemporary measure of meeting existing\nemergencies.\nIn this matter of forest protection, the\nGovernment is acting on the common\nsense principle that it is far better to prevent fire than to flight fire, and that the.\nbig expenditure should be on the patrol\nwork. But at the same time the Government feels it very necessary to draw the\nattention of operators to the fact that, as\na class, owners of timber have devoted\nless money and trouble to fire protection\nthan the owners of any other kind of\nvaluable property; and that gross care\nlessness by workmen in the use of fiie\nand the use of poor out of date spark\narresters are far too often the causes of\nbad forest fires. The Government calls\nupon the operators of the Province to\nhelp the cause of forest protection by insisting that the modern fire preventing\nappliances be used properly by their\nworkmen,\nvantages for a smelter as Princeton\nand vicinity do. Best coking coal\nat Coalmont, 13 miles distant, and\nabundance of high grade sub-bituminous coal in the Princeton basin,\ntogether with a wide variety of ores\nall around are certainly enough to\ninduce capital to erect a smelter\nin this section.\nSome people have no sense ot the\nrights of others. Recently a man\nfenced off his neighbor's field and\nturned his animals in without ever\nasking permission. Another man\nor men cut timber along a road, although the law forbids it.
