Around\n30% (126) of our student athletes achieve this standard of excellence.\nBy general consent, the Senate resolved to issue letters of congratulations to the\nAcademic All-Canadians.\nSecondly, the President noted that in a week or so, the Fifth Estate will be issuing a documentary\non sexual assault on campuses, and UBC would likely be featured. The President stated that she\ndid not wish to prejudge any particular situation, but as President sexual assault would not be\ntolerated. She went on to remind Senate that proper and due process must be respected; however\nif a student is found to have committed sexual assault, they will be expelled, and if a faculty\nmember does so, they will be terminated. She urged all members of the University community to\nreport such situations if experienced or brought to their attention.\nPresidential Search Update\nThe Chancellor updated the Senate on the progress of the presidential search. He advised that the\nSearch Committee has now been formed and the Committee met for the first time last Sunday,\nwith all 21 members attending. The Committee first reviewed its confidentiality and conduct\nexpectations. Chancellor Gordon noted that the Committee would like to be as open as possible,\nbut understood a requirement for strict confidentiality around its deliberations for its own\ndiscussions, particularly to protect the names of those being considered. The Chancellor noted\nthat he spoke with his counterparts around the country and they all made clear the importance of\nconfidentiality around names in ensuring the best possible candidates were willing to be\nconsidered. Mr Gordon further advised that the Committee discussed its respective role vis-a-vis\nthe Board and the Senates, with the governing bodies having approved the search terms, the\nCommittee will now proceed to find the best candidate possible. An important early step for the\nCommittee was selecting a search consultant: 10 were shortlisted, 3 were interviewed, and 1 was\nselected: Perrett Laver, which does have a Vancouver office, and a co-founder of the firm, Dan\nPerrett will be the principal consultant for the search.\nThe Chancellor noted that the search consultants expected that a top issue would be questions\naround the departure of Dr Gupta as well as the expected higher scrutiny resulting. The Search\nfirms opined that this was more than offset by UBC's stature and the inherent beauty of\nVancouver. There is a close timeline but we must ensure that we get stakeholder input. Our June\n30th deadline is achievable, with perhaps a few months needed before a selected candidate could\nfully assume the job.\n 20 January 2016 Vancouver Senate Docket Page 5 of 147\nVanc ouver Senate 14/15-3\nMinutes of 18 November 2015\nMr Gordon concluded by noting that the next meeting of the Search Committee would be in the\nfirst week of December, with three key goals: establishing clear timelines, developing a\ncommunications strategy, and finalizing stakeholder input plans.\nDr Anstee asked if further information regarding Dr Gupta's departure would be shared with the\nsearch committee.\nThe chancellor replied that further information could not be shared.\nDr Tees thanked the Chancellor for sharing this information with the Senate. He stated that Dr\nPiper being Interim President was of great credit to UBC, but that as this was a temporary\narrangement, he reminded the Chancellor of the importance of establishing an ongoing policy on\npresidential appointments.\nThe Chancellor agreed.\nDr Singh asked how we would identify stakeholders for feedback.\nThe Chancellor replied that this would be done in 3 ways - there is a website, public\nforums, and a select group that will present to the committee, the last selected by the\nsearch committee.\nSenator Haffey thanked the Chancellor for the transparency of process. He noted that the\ngoal of this program was to give students a 10-month course based approach to \"big data\".\nSenator Walker noted that in older documentation the degree was called the 'Master of Science\nin Data Science' but that it was being created as a 'Master of Data Science'.\n 20 January 2016 Vancouver Senate Docket Page 9 of 147\nVanc ouver Senate 14/15-7\nMinutes of 18 November 2015\nSenator Sawatzky noted that she has been on the ethics board for 14 years and she saw it as a\nflaw in the program to only have ethics and privacy as one course towards the very end. She\nasked if there was a way to integrate this within the whole program.\nDr Murphy replied that they wanted students to see and work with data first so that they\nknow what kinds of data were considered when learning of ethical and privacy\nresponsibilities.\nSenator Knight agreed with Senator Sawatsky's comments, and asked that the program\nconsider adding ethics to the course overview.\nApproved\nNEW PROGRAM: MASTER OF HIGH PERFORMANCE COACHING & TECHNICAL LEADERSHD?\nAppendix C: Master of High Performance Coaching and Technical leadership\nCarol Jaeger } That the new Master of High Performance Coaching\nBlye Frank and Technical leadership (M.H.P. C. T.I.) degree\nprogram and its associated new courses be\napproved.\nWith permission of Senate, the Director of the School of Kinesiology, Dr Robert Boushel spoke,\nnoting that coaches around the country own the podium, and the Canadian Sport Institute had\nspoken to the need for such a program. This opens a whole new professional entity for future\nstudents and scholars.\nDr Knight expressed several concerns with the proposal: that coaching style was important, and\nthere seemed to be a notion in the proposal that was agnostic to this; secondly a lack of\nreferencing to doping; thirdly, he noted that winning seemed the have a higher emphasis than\ncompeting in the proposal; and finally that coaches or athletes with a history of drug violations\ncould still be involved in this program.\nJenna Omassi thanked the administration for having tuition consultations completed prior to the\nproposals coming forward to Senate.\nSenator Haffey asked how this program would impact upon the existing graduate certificate in\nthe same field. He asked what the relationship would be between the two.\nSenator Jaeger advised that at the present time, this would be a complete program that\nstands alone. It has around 90 platforms and UBC is a contributing charter\nmember of the consortium. It has 700 courses and 5.5M learners. He also outlined five MOOCs\noffered by UBC to show the breadth available to be learned. Dr Brock advised that UBC now\nhad nearly 20 EdX courses, and that he expected that this number will grow by 6 or so courses a\nyear. Of particular interest of the Senate, he noted that content often flowed back and forth\nbetween MOOCs and credit courses. Dr Brock further rnoted that UBC was the third largest\ncontributor to the source code for the EdX platform (After MIT and Harvard).\nThe Associate Provost noted that ExX and open learning was seeing boundaries blurring\nbetween credit and non-credit, and between free and paid. In terms of novel implementations, he\nobserved that Arizona State University had put first year courses on EdX, and credit could be\nearned and students only paid if they passed; MIT was creating \"micro masters\" in areas such as\nsupply chain management, where students could essentially \"challenge\" half of a masters-level\ndegree; and Harvard business was selling its courses to other universities.\nDr Brock advised that we're now at the end of the experimental stage with MOOCs and open\nlearning, and need to grapple what this technology and approach mean to UBC.\nDaniel Munro noted that as an open platform, EdX could be used in place of Connect. He\nquestioned whether this is this something we could see being encouraged?\nDr Brock replied that he expected we would see learning technology ecosystems.\nDisciplines do have their own needs and one size does not fit all, and Connect nor EdX\ndoes not do everything: Interoperability is the key.\nSenator Knight noted that he was concerned with EdX, and asked what we were missing in our\ninstitution that calls for us to make a transition. He opined that we have very weak data from\nEdX students on their success and further noted how weak completion rates lay with online\n 20 January 2016 Vancouver Senate Docket Page 12 of 147\nVancouver Senate 14/15 -10\nMinutes of 18 November 2015\ncourses. People come to universities to learn and to interact. How do we build that into EdX? Dr\nKnight concluded by reminding the Senate of the millions of dollars UBC lost with online\nlearning and Universitas 21.\nDr Brock replied that it is possible to experience a bad course face to face too. Only two\nthings dramatically affect the value of your university experience - interaction with a\nprofessor, and working on a complex problem for more than a few months. Students do\nneed that interaction, and sometimes students self-organize into groups to experience\nthat. One thing we will see is more deliberate ways to build learning communities.\nCompletion rates are low, even for great courses, but this may be natural, and the real\nsolution seems to be a combination of online and face to face interaction.\nSenator Omassi agreed that EdX offered opportunities for students. She noted that beyond\nMOOCs there were other benefits of open source. She asked if in further development we would\nlook at open pedagogy.\nDr Brock noted that the United States Chief Technology Officer had recently said that\nthere are vast industries built on open source , such as GPS. We will see movement\ntowards the best, regardless of where it is from. We already move towards the best\ntextbooks, and MOOCs are closer to textbooks than courses.\nSenator Abaki asked if we were working with other partners around the world to make\ninformation more available.\nDr Brock said that the University of Lausanne had realized that they taught in French,\nand only had 1 million French speakers in Switzerland, but there were 600 French\nspeakers in Africa that represented a tremendous opportunity for growth and to share\nknowledge.\nThe Provost advised that the Jordanian Queen Rania Foundation for Education and\nDevelopment was interested in translating MOOCs into Arabic to make their content\navailable to that part of the world.\nSenator Haffey asked if UBC was looking at moving towards credit, especially as we already\nhave MOOCs tied to course development.\nDr Brock noted that schedules and other obligations could cause accessibility issues.\nSauder is already moving courses online so that more students can take them. It is unclear\nhow this would work, for example with exams. We would need to get more efficient at\nconsidering Prior Learning Assessment (PLA) or deciding if we could give credit or\nexemptions.\nSenator Anstee noted that credit or exemption was a long standing practice in math, and we\ndidn't need MOOCs to do this. Students are starting to show up who have already studied at least\npart of a class through MOOCs.
