The Senate thanked him for his service.\nNOMINATING COMMITTEE\nThe Registrar announced a vacancy on the Senate Nominating Committee due to the resignation\nof Senator Doering from the Committee. Nominations were set as due on 5 January 2018.\nMinutes of 15 November 2017\n2017-03-1\n UBC\nTHE UNIVERSITYOF BRITISH COLUMBIA\nOffice of the Senate\nw\nRichard Tees\nIan Sapollnik\nThat the Minutes of the Meeting of 15 November\n2017 be adopted as corrected.\nCorrections: Dr Tees' comments on page 8 were\ncorrected to read \"Dr Tees noted the importance\nof following up on these evaluations. \"\nApproved\nRemarks from the Chair\nGENERAL REMARKS\nDr Ono advised the Senate that he had just returned from Hong Kong and that early in the New\nYear he will be able to announce the largest gift ever from Hong Kong and one of the largest in\nUBC history.\nOn November 27th, we launched the Blue and Gold campaign to raise $100M over 3 years for\nstudent support. Already, we have had several maj or gifts towards the campaign from Hong\nKong and our Chancellor, Lindsay Gordon, has generously endowed a new scholarship to\nsupport an Indigenous student.\nDr Ono noted that this was the 50th anniversary of the Order of Canada. In celebration, an event\nwas held with several recipients of the Order and we hoped for this to become a regular\noccurrence.\nThe President announced that Margo Seltzer is joining UBC as Canada Research Chair in\nComputer Systems. Dr Ono described this as the first of what we think will be transformational\nhires to UBC and thanked Dean Peacock for securing the Cheriton gift that made this recruitment\npossible.\nDean Peacock replied it was a team effort and he was very pleased that one of the world's\nbest computer scientists would be joining UBC.\nDr Ono advised that many members of the campus community have contributed their views on\nfreedom of expression. We will be posting all those responses on the website and we look\nforward to a healthy debate on this vital issue. Most of the working group members who\nproduced the first draft will be staying on to help the document evolve further. We hope that in\nlate winter/early spring they will release a revised statement for review.\nSTRATEGIC PLANNING UPDATE\n2017-04-2\n UBC\nTHE UNIVERSITY OF BRITISH COLUMBIA Officeof the Senate\nw\nDr Ono noted that we were now at the penultimate stage of the planning process. We are\ncurrently in the process of reviewing what we heard during consultations. In parallel, the\nworking groups and the executive have been working to combine some strategies to reflect the\ninherent connections shared. The resulting 20 strategies are being developed, and consultation\nwill continue into early January 2018 with a final plan presented to the full Board and Senates\nfor endorsement once completed.\nAcademic Policy Committee\nThe Chair of the Senate Academic Policy Committee, Dr Paul Harrison, presented. Dr Ono noted\nthat Dr Harrison was retiring as Associate Dean of Science after nearly 20 years, and the Senate\noffered a round of applause in thanks.\nEXCEPTION TO POLICY V-125 FOR THE CONGRESS OF THE HUMANITIES AND SOCIAL\nSCIENCES IN 2019 SUMMER\nPaul Harrison } That, Policy V-125 notwithstanding, Senate direct\nPhilip Loewen the Registrar to modify the academic year for the\n2019 Summer Session as set out in the attached\nreport.\nDr Harrison noted that one a decade UBC got to host a large conference: the Congress of the\nHumanities and Social Sciences. This last happened in 2008. The Congress brings over 8000\nattendees from dozens of academic associations together and it takes up all of the classrooms on\ncampus. As a result, a one-week break in the summer session was proposed.\nApproved\nAgenda Committee\nThe Chair of the Senate Agenda Committee, Mr Jakob Gattinger, presented.\nPUBLICATION OF COMMITTEE MINUTES\nJakob Gattinger } That the Rules and Procedures of Senate be\nIan Sapollnik amended as follows:\nThat the following new sections be added:\n\"(37) Unless a committee resolves otherwise\neither for a particular matter or for a category of\nmatters, the minutes of committees of Senate shall\nbe made publicly available for all meetings that\n2017-04-3\n UBC\nW\nTHE UNIVERSITY OF BRITISH COLUMBIA Officeof the Senate\noccur after 1 January 2018.\n(38) In addition to a matter or matters excluded\nunder Section 37, the Secretary shall redact any\npersonal or otherwise confidential information in\nminutes made publicly available, including, but\nnot limited to:\nA) discussions and dealings with other entities or\npersons where disclosure of the information being\ndiscussed may compromise the relationship of the\nUniversity with them or its relationship with its\nstakeholders;\nB) labour relations or human resources issues;\nC) financial, personnel, contractual and/or other\nmatters for which a decision must be made in\nwhich premature disclosure would be prejudicial;\nD) matters which the Senate or the University are\nrequired by contract or law to keep confidential;\nE) matters related to civil or criminal\nproceedings; and\nF) personal information related to an individual. \"\nAnd\nThat all subsequent and referential section\nnumbers be renumbered accordingly.\nApproved\nAD-HOC COMMITTEE ON DIVERSITY AND INCLUSION\nJakob Gattinger } That Senate establish an Ad-hoc Committee on\nMichael Pratt Diversity and Inclusion;\nThat the Senate Nominating Committee be\ndirected to recommend the membership and\nformal terms of reference for this the Ad-hoc\nCommittee on Diversity and Inclusion at the next\nmeeting of Senate;\nThat the Ad-Hoc Committee present interim\nreports at least annually and its final report to\nSenate no later than the March 2020 meeting of\n2017-04-4\n UBC\nW\nTHE UNIVERSITY OF BRITISH COLUMBIA Officeof the Senate\nSenate.\nSenator Gattinger outlined the students' and the Agenda Committee's rationale for the proposal\nand asked Senator Hamid to speak further on the matter.\nSenator Haffey asked why the plan was to establish and an ad hoc committee rather than\nassigning this to a standing committee to consider.\nMs Hamid said that they had seen similar recommendations considered before but that\ndue to volume of work at the other committees, they wanted a group that could make this\ntheir first priority. Also, such a group would require participation from a lot of people\noutside of Senate and their inclusion was easier on an ad hoc committee.\nSenator Lam asked if they had any idea for composition of the committee.\nSenator Gattinger said that they would like to see student, faculty, alumni, and staff\nmembers, but that this would be up to the Nominating Committee.\nSenator Thorne said that this initiative was similar to previous efforts and she appreciated the\nfluid nature that an ad hoc committee would bring.\nSenator Tees urged those interested to get in touch with the Nominating Committee, noting that\nprevious ad hoc committees were successful due to enthusiasm from both with and outside the\nSenate.\nSenator Doering expressed a concern at the March report deadline noting that this would be the\nlast meeting for the 2019-2020 student members of Senate.\nAMENDMENT\nKevin Doering } That the final report of the Ad-hoc Committee be\nIan Sapollnik due in January 2020 in place of March 2020.\nAmendment\nApproved\nDr Ono noted that there have been several changes since President Toope's last work on this file,\nand that this subject area appears in our strategic planning work. He also advised that moving\nforward he would be directly involved in the matter in addition to the vice-presidents. He said\nthat alignment between his group and this group would be important for its success.\n2017-04-5\n UBC THE UNIVERSITY OF BRITISH COLUMBIA Officeof the Senate\n9\nSenator Forwell spoke in favour of the motion. She urged synergy with the President's task\nforce.\nSenator Thachuk expressed a concern with diversity being included in the name. He suggested\nsomething broader.\nSenator Kindler suggested amending the direction to the Nominating Committee to also\nrecommend changes to the name.\nDr Tees suggested that Senators email the Nominating Committee with any suggestions for\nchanges, terms of reference, and membership ideas.\nApproved as\nAmended\nAwards Committee\nThe Chair of the Senate Awards Committee, Dr Lawrence Burr, presented.\nNEW AND REVISED AWARDS\nSee Appendix A: Awards Report\nLawrence Burr } That Senate accept the awards as listed and\nTariq Ahmed forward them to the Board of Governors for\napproval; and that letters of thanks be sent to the\ndonors.\nDr Harrison noted that the Go Global awards were limited to domestic students, he asked if there\nwere comparable awards for international students.\nDr Burr confirmed that there were.\nSenator Haffey noted that the intent of the Grant/Vignale Award in Fine Arts and Business\naward was unclear. This was to show\nthat there are a variety of literatures in the English Language.\nApproved\nReport from the Faculty of Medicine\nFACULTY GOVERNANCE RENEWAL\nDermot Kelleher } That, pursuant to Sections 40 (a) and (c) and\nLynn Stothers Section 41 of the University Act, Senate approve\nthe attached rules for the government, direction\nand management of the Faculty of Medicine and\nits affairs and business, including the terms of\nreference, membership, and delegation of powers\nand duties of the Faculty to its Executive\nCommittee, as set out in the attached proposal.\nDean Kelleher outlined the impetus for the change.\nSenate welcomed to Dr Deborah Money, Executive Vice-Dean of the Faculty of Medicine, who\nwent over the background of the proposal\nBy general consent, the proposal was amended to clarify that the powers being delegated\nto the Executive Committee were those granted to the Faculty under Section 40 of the\nUniversity Act.\nDr Shepherd noted that the College of Physicians and Doctors ofBC was being removed from\nthe Faculty Executive.\nDr Money said that in discussion with them, we have found other ways of having that\nrelationship work.\nSenator Sapollnik asked if this should be referred to a committee.\nThe Acting Secretary, Mr Eaton, replied that the Faculty had the ability to directly\npropose matters relating to its internal governance structure directly to the Senate.\nDr Tees asked how other medical schools organized themselves.\n2017-04-10\n UBC THE UNIVERSITY OF BRITISH COLUMBIA Officeof the Senate\n9\nDr Money replied that there was great diversity amongst medical schools. This was\nleaner, for instance, than the structure for the University of Toronto.\nDean Kelleher said that before becoming dean here he reviewed Toronto's structure,\nwhich was still complex, was once even more so.\nSenator Harrison noted that in addition to medical education, the Faculty also taught science\nstudents. He asked where in the Faculty's structure that was represented.\nDr Money advised that this went through he non-MD committee that reported to the\nFaculty Executive.\nDean Averill asked about the reporting line to the Board of Governors.\nDr Money explained that this was for parallelism in reporting to the Senate for academic\nmatters.\nDr Matsui asked how the new structure would improve concerns around clarity.\nDean Kelleher said that there was lack of clarity around committee terms of reference.\nWe also clarified our reporting relationships around regional associate deans. We feel this\nstrongly addresses accreditation concerns and streamlines our structure to clarify\naccountability and decision making.\nSenator Haffey thanked the Faculty of Medicine for its work on this proposal noting how\nthorough it was.\nSenator Ahmed asked for clarity on what was being approved.\nThe Acting Secretary replied the new faculty governance structure and the powers being\ndelegated to the Faculty Executive Committee.\nApproved\nAdjournment\nSeeing no other business, the meeting was adjourned at 7:24 pm.\n2017-04-11\n UBC\nTHE UNIVERSITY OF BRITISH COLUMBIA Officeof the Senate\nw\nAppendix A: Awards Report\nNEW AWARDS - ENDOWED\nBadr Faris Graduate Award in History\nA $3,000 award has been made available through an endowment established by Reema Faris\n(BA 1983) for a second-year MA student in History. First preference is given to students with an\ninterest in the history of gender, women or families, or labour and immigration studies, and\nsecond preference is given to students with an interest in social or oral history. The award was\nestablished in honour of Ms. Faris' paternal grandmother, Badr Faris, who showed\nresourcefulness from a young age and believed strongly in education.
