Turnbull.\n342 The President informad Senate that Mr. G. E. Robinson,\nhitherto Secretary of Senate, had resigned as Dean of the Faculty\nof Arts and Science, and had, by so doing, vacated his seat in\nSenate and created a vacancy in the Secretaryship and was, therefore,\nno. longer a member of Senate.\nPrincipal Vance)\nJudge Howay ) That Mr. Lemuel Robertson be\nSecretary of Senate pro tern.\nCarried.\n343 Judge Howay )\nPrincipal Vance) That the minutes of the meetings of May 14th\nand September 2nd, 1919 be taken as\nread and approved; that the minutes\nof the meeting of August 2nd, 1919\nbe taken as read and amended to read-\n\"A special meeting of the Senate of the\nUniversity of British Columbia was\ncalled for\" and with this amendment be\napproved; and that the resolutions of\nthat meeting as recorded in the minutes\nbe ratified.\nOarried. (Ill)\nA letter was read from Professor J. A. McLean, expressing\n344\nregret that it was impossible for him to be present at the Senate\nmeeting.\nDr. Clark)\nMr. Argue) That the letter be filed.\nCarried.\n345 The President reported that Bishop de Pencier had\ntelephoned that he would be unable to attend the meeting, as had\nalso Dr. Boggs.\n346 Mr. James Brebner, Registrar, the University of Toronto,\nwrote stating that many applications were being received at that\nUniversity from students of law in British Columbia for the\nprivilege of taking their examination leading to the Degree of LL.B.\nat home. He asked whether, under these circumstances, the\nUniversity of British Columbia would approve of the University of\nToronto entering the province for that purpose, and if so, whether\nthe Officers of the University of British Columbia would take charge of\nthese examinations.\nPrincipal Vance)\nMagistrate Shaw) That the Senate of the University of\nBritish Columbia, while it will not\nraise any objection to examinations for\nthe Degree of LL.B. being conducted in\nthe Province by the University of\nToronto, does not see its way clear to\nbecoming responsible for their conduct.\nCarried.\nA resolution,passed by the Vancouver Board of Trade,\n347\nrequesting that the University of British Columbia furnish\nopportunities for the study and investigation of Oriental languages\nand conditions was presented. Carried.\n348 A letter from Mr. J. S. Gordon, Secretary of Convocation,\ntransmitting the following resolutions from Convocation, was\npresented:\n1. \"That Convocation be asked to endorse the general idea\nof having a Board of Examiners in Music appointed\nby the University and to urge the proper authorities\nto take the necessary steps toward that end as soon\nas practicable\".\nBroughj\nArgue ) That a Committe be appointed to look into the\nmatter and report to Senate.\nCarried.\nThe President named as a committee the following:-\nJudge F. W. Howay, Chairman,\nMr. T. A. Brough,\nMr. P. A. Boving.\n2. \"That Convocation grant a sum, not to exceed Fifty\nDollars, out of the interest on its investments to\nbe awarded annually to the student obtaining the\nhighest general average in the Fourth Year of\nApplied Science?\nDr. McKechnie )\nDr. Brydone-Jack) That Senate approve of this action of\nConvocation and that the Secretary in\nacknowledging express its appreciation.\nCarried.\n3. \"That the attention of the Governing Authorities of the\nUniversity be directed to the urgent importance of\nfurnishing, at the earliest possible date, opportunities\nfor the study and investigation of the philosophies,\nhistories, languages and civilization of the Orient\". (113)\nThis was ordered referred to the Committee appointed to\nconsider the matter of providing opportunities for the\nstudy and investigation of Oriental languages, conditions,\nphilosophies, histories, etc. at the University of British\nColumbia.\n349 A letter was read from Dr. E. E. Harper regarding the\nestablishment of a Faculty of Music at the University.\nJudge Howay)\nMr. Burns ) That the letter be referred to the Committee\nalready appointed to deal with the question of\nmusic.\nCarried.\n350 A letter was read from the Board of Governors, stating that\nthe Board was in sympathy with the proposition to establish a\nFaculty of Home Economics and would take the matter up for practical\nconsideration as soon as it was in a financial position to undertake\nthe work.\nDr. McKechnie)\nMr. Argue ) That the letter be received and filed.\no&rr,*ed.\n351 A letter from the Board of Governors was submitted, announcing\nthat the recommendation of Senate that two additional matriculation\nscholarships of $100.00 each, be awarded, one to Miss Annie Anderson,\nof Vancouver and the other to Miss Jessie Ligertwood, of Victoria,\non account of their high standing and the closeness with which they\napproached the winners, was adopted.\nMr. Gordon)\nMr. Paul ) That the letter be filed and that the thanks of\nSenate be extended to the Board of Governors\nfor their action.\nCarried.\n352 in the same letter it was stated that the question of the (114)\nabolition of fees for the June Matriculation examinations would be\nconsidered at a later meeting.\nThe President reported that the Board had appointed a\nCommittee to take up the matter of matriculation fees with the\nDepartment of Education at Victoria.\nThe letter was ordered filed.\n352 A letter from the Acting President was read, stating that\nthe recommendation of Senate re the establishment of a Department of\nNursing, was approved by the Board of Governors, on the understanding\nthat the establishment of this Department would not involve any\nadditional expense to the University.\nDr. Wolverton )\nPrincipal Vance) That the letter be filed.\nCarried.\n354 A communication from Dr. Alexander Robinson, Superintendent\nof Education, was presented, in which he directed the attention of\nSenate to the high marks made by Miss Mary C, Binnie, of Rossland,\nand Miss Gertrude M. Smith, of New Denver, each having made 74|$\nin the Junior Matriculation Examination, and to the fact that the\nUniversity scholarship for one of the Kootenays was not awarded\nbecause no candidate for that particular district made 75$.\nJudge Howay )\nPrincipal Vance) That the letter be acknowledged and that\nthe Superintendent be informed that Senate\nis unable to take action owing to the\nfact that these two candidates did not\nobtain the required percentage.\nCarried.\n355 Dr. Clark )\nMr. Gordon) That the application of Dr. M. T. MacEachern,\nSuperintendent of the yancouver General F*~\nI\nI\n356\n(115)\nHospital, applying for affiliation of the Training School\nfor Nurses of the Vancouver General Hospital with the University through the Department of Nursing be laid on the table\nuntil other matters dealing with the Department of Nursing\nare under consideration.\nCarried.\nDr. Clark )\nDr. Brydone-Jack) That the resolution, passed by the B. C.\nHospital Association, requesting that provision\nbe made to enable registered nurses to\nattend courses on the principles of public\nhealth nursing in all branches, be laid\non the table until other matters dealing\nwith the Department of Nursing be taken\nup.\nCarried.\nMr. Burns presented the report of the Committee on\nConditions Governing Affiliation of Victoria High School with the\nUniversity of British Columbia as follows:-\nYour Committee appointed to prepare a report setting forth\nthe conditions, under which it is proposed that Victoria High School\nbe accepted as a College in affiliation with the University of\nBritish Columbia in the work of the first two years in Arts, beg\nleave to report as follows:\n1. The affiliated college shall offer courses in the subjects\nobligatory in the first two years in Arts, such other optional subjects\nas are necessary to allow students to take complete courses in those\nyears, and any further optional subjects that from time to time may\nbe found desirable; and that the approval of the President of the\nUniversity shall be necessary before any such optional course is offered.\n2. Appointments to the staff of the affiliated college shall\nbe made by the governing body of the affiliated college subject to the\napproval of the Board of Governors of the University of British\nColumbia on the recommendation of the President.\n3. There shall be two examinations each year, one at Christmas\nand one at the end of the spring term. The examination papers in both\nshall be set by the Faculty of the University. The Christmas examination\nshall be conducted by the staff of the affiliated college; the final\n>. examination by the Faculty of the University.\nv\n4. The governing body of the affiliated college shall provide\nsuch equipment as shall be satisfactory to the President of the\nUniversity of British Columbia.\n\ ^^ 5. That Miss Beatrice Johnson and Miss Margaret Healy,\napplicants for admission to the Course in Nursing, be\ngranted second year standing.\nRobertson)\nBurns ) That this recommendation be laid on the table\nuntil other matters dealing with the Department\nof Nursing are under consideration.\nOarried.\n_ 3. That Beginners' Greek and Beginners' German be added to the\nw list of optional subjects in paragraphs 4, 5, in First Year\nArts Curriculum, page 62, Calendar 1919-20, the course In each\n* to be four hours, with a credit of three units, the subject\nto be taken also in the Second Year; that students electing\nl. a Beginners' Language with a view to proceeding to Second\nYear Arts should be required to take one other language\n(not beginners'). \u00E2\u0096\u00A0*\nRobertson)\n\ Paul ) That this recommendation be adopted.\nCarried.\n360\nRepresentation of Senate on special occasions, such as the\nvisit of the Duke of Devonshire to the University, when the usual\nlength of notice was not possible, was discussed and it was agreed that\nit was not necessary to take any action.\nThe President reported that 873 students had registered for\nthe 1919-20 session and briefly related some of the difficulties\nencountered in the efforts to provide classroom and laboratory accommodation.\nL i\n(118)\n361 After some discussion with regard to various matters in\nconnection with the Department of Nursing it was moved\nMagistrate Shaw)\nPrincipal Vance) That when this meeting adjourns, we adjourn\nfor two weeks; in the meantime that the\nPresident appoint a Committee to interview\nthe different Faculties and to prepare a\nreport to be presented to Senate two weeks\nhence. Brock,\nDr. Ashton.\n362 Dr. Wolverton gave notice that at the next meeting of\nSenate he would move, seconded by Dr. Clark, the following resolution:-\n\"WHEREAS: It is generally understood that, where a University\nis managed by a Board of Governors and a Senate, the Board of\nGovernors is charged with the responsibility of the material interests\nof the institution, that is, the care of the lands,the erection and\ncare of all buildings and equipment, of the endowments, their\ninvestment and conservation, methods of securing needed monies from\ngovernments or otherwise, and the control of all expenditures; while\nthe Senate is charged with the academic interests of the institution,\nthat is the curriculum of studies, the scholastic standards required\nfor the various grades and for graduation, the conduct of all\nexaminations, and the general direction of the work of the staff -\nsubject to the financial control of the Board of Governors; therefore\nit seems fitting that the special qualifications for a seat on the\nBoard should be business ability and experience while the qualifications\nfor a seat on the Senate should be educational attainments and\nexperience, and\nWHEREAS: it seems to the members of this Senate difficult,\nif not impossible, -to secure and maintain that high scholastic standard\nfor the various grades and for graduation which will give to this\ninstitution the high place among the universities of the Empire which\nwe desire unless we have the privilege and duty of making the most\ncareful investigation of the qualifications and educational experiences,\nas well as the character and personality of all applicants for\nappointment to the staff and\nWHEREAS: the members of the Board of Governors are\nappointed by the Government of the day, which, of necessity, reflects (120)\nthe sentiments and follows the policy of the ever changing majority\nin the House, and whereas it is natural to suppose that a Board will,\nto a greater or less degree, reflect the sentiments and follow the\npolicy of the appointing body, giving less stability and continuity\nto the policy of the University, and\nWHEREAS: the members of the Senate are elected, largely,\nby Convocation, composed of graduates of recognized universities of\nthe Empire, a stable and thoughtful body,- which should give to the\nSenate a stability and continuity as to policy, and\nWHEREAS: the staff of a university will, to a greater of\nless degree, reflect the sentiment and policy of the body making\nthe appointments, therefore\nBE IT RESOLVED that a request be submitted to the Board of\nGovernors that they unite with us in an application to the Provincial\nLegislature asking for an amendment of the University Act such that\nall appointments to the University staff shall be made by joint\naction of Senate and Governors.\"\nPrincipal Vance)\nMr. Argue ) That we adjourn.\nCarried.\nChairman.
