Lett )\nMr. Sovereign) That Clause (5) be adopted.\nCarried\nDr. Sedgewiok)\nDr. Clark ) That Clause (6) be adopted.\nCarried\nIt was suggested that His Honour be asked what\ndesignation or name he would like to give these Scholarships.\nMr. Killam )\nMr. Robinson) That the recommendation as a\nwhole, as amended, be adopted.\nCarried 384\nWednesday, December 17th, 1924\nThe report, as amended, is as follows:\nTHE FOLLOWING RECOMMENDATIONS FROM THE FACULTIES\nIN REFERENCE TO PRIZES AND SCHOLARSHIPS WILL BE PRESENTED TO SENATE AT ITS MEETING ON DECEMBER 17TH.\nThe Committee on Prizes and Scholarships has considered the gift of five three-year scholarships, each of\nthe annual value of $1200, made to the University by His\nHonour the Lieutenant Governor of the Province, with the\nobject of developing in Canada a wider knowledge of the\npeople of France, their ideals, literature, art and science; and thus promoting a better mutual understanding\nbetween French and British in the Dominion, while making\navailable to British Columbia in particular the culture\nand science specially developed in France. We recommend\nthe acceptance of the gift on the following terms:\n(1) That the Scholarships be given for study in the\nUniversity of France or at one of the other official\ninstitutions of higher education in France*\n(The second part of this clause is intended to\ntake in such advanced schools of applied science\n(Forestry, Engineering, Architecture etc.) as are\nnot part of the national university).\n(2) That they be open to graduates of the University of British Columbia who intend to take up\nteaching as a profession.\n(3) That each successful candidate must undertake\nto return to British Columbia to practise his profession for such time as seems reasonable in the\nopinion of the Senate of The University of British\nColumbia.\n(4) That a scholarship may be held for three years\nprovided the holder can show from year to year satisfactory progress in the course of study undertaken: 385\n\u00E2\u0080\u00A2#\n834\n\u00C2\u00AB* Mr. Killam)\nWednesday, December 17th, 1924\n(In case of the lapse of a scholarship after\none or two years, the scholarship may be awarded for\nthe remaining period to a member of the University\nstaff or some other highly qualified candidate).\n(5) That the scholarships be payable quarterly, the\nfirst instalment upon the arrival of the holder in\nFrance:\n(6) That after the first year applications for the\nscholarships be made to the Registrar before May 1\nof the year in which candidates hope to begin their\nstudies abroad.\nP. E. 0. Sisterhood Scholarship.\nThat, in accordance with the request of the\nP.E.O. Sisterhood, two prizes now listed in\nthe Calendar as the gift of their organization be recalled, and the offer by this\norganization of a scholarship of the annual value of $75 to be awarded to the\nwoman student who attains the highest\nstanding In English in the First Year of\nthe Faculty of Arts and Science, be accepted.\nMr. Lett ) That this recommendation be adopted.\nCarried\n335 George Kerr Scholarship,\nThat we accept a Scholarship of the value\nof $200 (as at present assured) offered\nby Mr. George Kerr and to be competed for\nfirst in the session 1925-26. This Scholarship is to be awarded to the student\nstanding highest in History in the Third\nYear who will take at least two courses\nin History in the Fourth Year.\nHr. Burnett, asking\nr for a second postponement in the disposal\nof the University Scholarship (Returned\n\u00E2\u0080\u009E Soldiers) awarded to him in 1923, be not\ngranted; but that the Scholarship revert to\n* E.. R. Chamberlain,, Third Year in Arts, who\nwas second in the competition.\n'-. C. E. Evans, M.\nA., Chaplain to the Academy of the Sacred Heart, in\ntwo letters addressed to President Klinok on April\n28th, 1924.\nVancouver, B. C.,\nDecember 17 th, 19 24\nHr. President\nand Hembers\nof Senate:\nThe committee appointed \"to examine into and report\" on two requests made by Rev. C. E. Evans, M.A.\non behalf of teachers and students of the Academy of\nthe Sacred Heart beg to report as follows:\nYour committee, including G. E. Robinson, Cecil\nKillam and the undersigned, met at the University on\nDecember 1st from 5 to 6 p.m. and decided to meet\nagain on December 4th at 8 p.m. with Father Evans to\ndiscuss both requests with him.\nI. After a consideration of the request that\nspecial arrangements for Extra-Mural Courses for\nmembers of the staff of the Academy be made, as outlined by Father Evans In his letter, your committee\ndecided to recommend as follows:\n(1) That Father Evans be informed that\nExtra-Mural courses, covering the first three years\nof university work, as recommended by the Faculty of\nArts and Science to Senate on October 15th, 1924 and\naccepted by the latter, will be open to teachers of\nthe Academy of the Sacred Heart on the usual conditions, as your committee can see no insuperable\ndifficulty in those teachers complying with the said\nconditions. 368\nt Wednesday, December 17th, 1924\n(2) As It Is claimed there are ten teachers\nin the Academy now qualified to take up the work of\nthe Third Year in Arts extra-murally, we would point\nout that, if such is the case, there i,s greater justification for offering third year work next summer\nthan there would be were these students not available.\nIn canvassing the situation in regard to the necessity for offering third year work extra-murally next\nsummer, we recommend:\nThat the teachers of the Academy be considered as possible students and encouraged to attend\nshould the course be given.\nII. On the question of permitting students of the\nAcademy of the Sacred Heart to take the First Year\nof the Arts Course instead of the Senior Matriculation\nCourse, your committee find that, as changes have\nbeen made in both courses since the request was made\nlast April and Father Evans has assured your committee that his reasons for this request no longer hold\nin consequence, no action by Senate in this matter is\nnecessary.\nRespectfully submitted,\n(Signed) J. Robinson) That the report as a whole be\nadopted.\nCarried 389\nWednesday, December 17th, 1924\n342 To draw up an Appreciation of the late Dr. Mnllin.\nThat the Senate has heard with extreme regret of\nthe death of R. H. Mullin, B.A., M.B., Professor and\nHead of the Department of Bacteriology and Public\nHealth. Dr. Mullin was a graduate in Arts and Medicine of the University of Toronto and after several\nyears of successful work in the University of Minnesota joined the staff of The University of British\nColumbia. His Practical Laboratory work and his contribution to the science of Public Health were abundant proof of his fine ability. He was largely instrumental in organizing the Department of Nursing\nand contributed greatly to its success. He occupied\nan enviable reputation in his own fraternity and was\nhighly esteemed as a citizen and educator. The\nSenate would extend to his friends the sense of loss\nwhich the members feel in the death of a loyal and\ncapable member of the Staff of the University.\nCorrespondence.\n842 From The Architectural Institute of British Columbia,\nrecommending the establishment of a Faculty of Fine Arts.\nMr. Vance )\nMr. Gordon) That the communication be referred\nto a committee to be appointed by\nthe Chair to report at the next\nmeeting.\nCarried\n843 From The British Columbia Music Teachers' Federation,\nrecommending the establishment of a Faculty of Fine Arts,\nincluding Music.\nHr.
