That the Calendar statement for the units and hours required\nfor the LL.B. be changed to read as follows:\nThe LL.B. program requires a student to acquire a total of\n45 units in three Winter Sessions in the Law School. First\nYear consists of compulsory courses totalling 15 units, as\ndescribed below. The Second and Third Years consist of\ntwo Winter Sessions in each of which a minimum of 14 and\na maximum of 17 units may be taken. Each Session consists\nof two consecutive terms in each of which a minimum of 12 and\na maximum of 18 hours may be taken.\n2. That the Calendar statement with respect to the non-Law option\nbe changed to read as follows:\nStudents may, in their Second or Third Years (which may\ninclude the Intersession and Summer Sessions between First\nYear, Second Year and Third Year) take work in other\ndepartments and schools of the University for credit in\nthe Faculty of Law.\n3. Each student must receive advance\npermission. 6238.\nWednesday, November 13, 1974.\nReports of Committees of Senate\nCurriculum Committee\nFaculty of Law (continued)\nThe committee recommended approval of the proposed revisions\nsubject to the following change:-\nThat the last sentence of the calendar statement for the units and\nhours required for the LL.B. degree be changed to read:- \"Each\nWinter Session will have two consecutive terms in each of which\ncourses amounting to a minimum of 12 and a maximum of 1 8 hours\nper week must be taken.\"\nDr. Hardwick ) That the revision in the Calendar\nDean McClean ) statement for requirements for the\nLL.B. degree be approved subject\nto the change in wording for the last\nsentence of item 1.\nCarried\nFaculty of Medicine\nDr. Hardwick ) That the proposal of the Faculty of\nDr. Johnstone ) Medicine to delete the Combined\nHonours B.Sc. /M.D. or D.M.D.\nProgram in Physiology be approved.\nCarried\nSchool of Home Economics - Human Nutrition Program\nIn February 1974 Senate approved changes in the Human\nNutrition Program submitted by the School of Home Economics.\nThese changes were inadvertently submitted to Senate again in\nSeptember 1974 by the Faculty of Arts and at that time criticism\nwas made concerning the availability of electives of the appropriate\nunit value. 6239.\nWednesday, November 13, 1974.\nReports of Committees of Senate\nCurriculum Committee\nSchool of Home Economics - Human Nutrition Program (continued)\nThe committee had again examined the proposal and was\nsatisfied that there was in fact no problem since in the Second,\nThird and Fourth Years of the Human Nutrition Program there\nwas a total of 18 units of electives; 9i units of these electives\nmust be allocated to special courses for those students wishing\nto enter the internship program in order to receive recognition\nby the Canadian Dietetic Association.\nNominating Committee\nBudget Committee\nIt was explained in the report that by section 27 (e) of the\nUniversities Act (1974), Senate had been given the power \"to\nestablish a standing committee to meet with the president and assist\nhim in the preparation of the university budget.\" The President\nhad asked the Nominating Committee to establish such a committee.\nThe committee resolved that the Budget Committee should\nbe composed of five persons and the following membership was\nrecommended: -\nMrs. M. The following report was submitted:-\n1. Except in those cases where it has provided otherwise,\nSenate has given the committee the task of deciding the\nappropriate size of each committee and so recommending\nto Senate. (See the minutes of Senate for February 20, 1974,\nat pages 6103, 6125 and 6127.)\n2. Where the committee nominates the membership of a committee,\nthe number of names it submits to Senate indicates its decision\non the appropriate size of this committee. The addition of\nmembers by Senate, therefore, is contrary to the opinion of\nthe Nominating Committee.\n3. Senate clearly has the right to vary the recommendation of the\nNominating Committee about the size of a committee. It was agreed that copies be sent to members\nof the committee on the Bookstore as soon as the committee membership\nhad been established.\nAdvisory Committee for the selection of Deans\nAt its meeting of November 5, 1974 the Board of Governors approved 6244.\nWednesday, November 13, 1974.\nAdvisory Committee for the selection of Deans (continued)\nand recommended to Senate the following proposals for the establishment\nof an advisory committee for the selection of Deans:\nFunction:\n1. To consider candidates for the position of a Dean of a Faculty.\n2. To advise the President on the choice of a Dean in order that he may\nmake an appropriate recommendation to the Board of Governors.\nMembership:\nChairman - To be appointed by the President from the members of\nthe constituted committee\nSecretary - To be chosen by the committee from its members\nMembers - Four faculty members elected by the Faculty\nFour members appointed by the President\nTwo students elected from the students represented\non Faculty\nThe Chairman pointed out that the statement on membership was\nambiguous. Rosenbluth ) That consideration of the proposal be\nDr. Brown ) deferred until the December meeting\nof Senate.\nLost\nDuring the following debate concern was expressed at the unequal\nbalance of representation between the elected members of Faculty and the\nother members of the committee. It was suggested that at least half the\nmembership of the committee ought to be elected by members of the Faculty\nconcerned.\nIt was argued that there was some urgency for the selection of a\nDean of Arts and therefore the procedures could be adopted in this instance\nbut that they be reconsidered for future appointments.\nIn amendment:\nMr. Trevino ) That the motion be amended to read:\nMr. Carter )\n\"That the proposals of the Board of\nGovernors on an Advisory Committee\nfor the selection of Deans be adopted\nfor the selection of the Dean of Arts to\nreplace the present Dean of Arts, but\nthat the Board be requested to appoint\na committee to meet with a committee of\nSenate to consider procedures for the\nestablishment of future advisory\ncommittees for the selection of Deans;\nthese proposals to be available by\nApril 1, 1975.\"\nCarried\nAfter further discussion the motion as amended was put and carried. 6246.\nWednesday, November 13, 1974.\nOther Business\nExamination schedules\nA query was raised concerning the posting of examination schedules.\nThe Registrar stated that the time-table was seldom done until fairly late\nin November and that it would be available shortly.\nA further query was raised concerning the number of examinations\na student was required to take in one day. It was pointed out that attempts\nhad been made to find ways of improving the programming system for\nexaminations but without success.\nIn reply to a further question the Registrar stated that he was prepared\nto investigate the possibility of establishing a December time-table when\nstudents registered.\nTributes Committee\nDr. McGregor presented the report of the Tributes Committee.\nMembers of the gallery were asked to leave.\nMemorial Minute\nThe following memorial statement had been prepared in accordance\nwith the custom of Senate in recognition by the University and the Senate\nof the late Henry Leslie Purdy. 6247.\nWednesday, November 13, 1974.\nTributes Committee\nMemorial Minute (continued)\nIN MEMORIAM\nHENRY LESLIE PURDY\nHenry Leslie Purdy was born in Vancouver in 1901. He took his\nB.A. at the University of British Columbia in 1926 and his M.A. at the\nUniversity of Washington in 1928. After a year's Instructorship at the\nlatter university he joined the Department of Economics at Dartmouth\nwhere he eventually won his professorship, having completed his Ph.D.\nat Chicago in 1935. His perceptive talents resulted in an invitation to\nWashington, where he spent the years 1941-1943 conducting special\ninvestigations for the government of the United States. In 1943 he\nbecame Assistant Director of Research for the Missouri Pacific Railroad\nat St. Louis, at the same time teaching in the evening division of St. Louis\nUniversity. It was in 1947 that he was persuaded to return home, to direct\nresearch for the B. C. Electric Company. In fact, he served in a number\nof capacities with such success that in 1961 he reached the Presidency.\nThe change in the ownership of that company proved a boon to the\nUniversity of British Columbia, for in 1961 Harry Purdy was able to\nreturn to academic life as a member of the Faculty of Commerce and\nBusiness Administration. He had never abandoned his love of teaching\nand on this campus, where he remained until his retirement in 1971, he 6248.\nWednesday, November 13, 1974.\nTributes Committee\nMemorial Minute (continued)\nsoon won universal respect from students and colleagues alike. His\nquiet common-sense and his vast experience made him a valuable\nmember in the counsels of his Faculty and in Senate, to which he was\nelected as a representative of the Alumni from 1958 to 1960. He died\nOctober 21, 1974, leaving a widow and two sons, to whom the University\nextends its profound sympathy.\nIt was pointed out that Dr. Purdy had also been a member of the\nDepartment of Economics in the Faculty of Arts.\nIt was agreed that the Memorial statement be spread on the Minutes\nof Senate and that a copy be sent to close relatives.\nHonorary Degrees\nThe committee recommended that invitations be extended to the\nfollowing persons to receive honorary degrees at the 1975 Congregation:-\nJohn F. Borden, Professor Emeritus of Archaeology\n- Degree of Doctor of Letters (Honoris Causa)\nDr. McGregor ) That the recommendations of the\nDr. Hardwick ) Tributes Committee concerning\nhonorary degrees be approved.\nCarried\nThe meeting adjourned at 9.30 p.m.\nThe next regular meeting of Senate will be held on Wednesday,\nDecember 18, 1974.\nSecretary\nConfirmed,\nChairman 62 50.\nWednesday, November 13, 1974.\nAPPENDIX 'A'\nNew Awards Recommended to Senate\nCommerce 356 Report Writing Award - An anonymous donor has\nmade available an award of $50 to provide an incentive for students\nto improve their written communication skills and to recognize good\nreport writing by students. Reports will be judged on the effectiveness\nof presentation, how well the material comes across, and the effective\nuse of language, exhibits, etc. The intention is to make the award\nfor a report written in the normal course of studies in Commerce 356.\nThe initial screening for the award will be done by the instructors in\nCommerce 356 and following their selection of five or six effective\nreports, the final selection will be made by the University Awards\nCommittee acting on the recommendation of the Scholarship Committee\nof the Faculty.\nThe I. B. Holubitsky Memorial Fund - This fund has been\nestablished by friends and colleagues in memory of Dr. I. B.\nHolubitsky to provide financial aid for Surgical Resident Education\nthrough travel to other Centres. The recipient must demonstrate\npromise as a Clinical Surgeon and be of the highest integrity.\nThe award will be made on the recommendation of the Trustees\nof the Fund.\nThe Henry M. Howard Bursaries - Bursaries to a total of $500\nwill be provided by Henry M. Howard, Professor Emeritus of Mineral\nEngineering, to encourage and assist deserving undergraduate\nstudents in Mineral Engineering with preference given to Second\nYear students. Bursaries will be awarded on the recommendation\nof the Department of Mineral Engineering to students who demonstrate\ndeveloped interest in the mineral industry and require financial\nassistance. Application should be made to the Department of\nMineral Engineering by the end of September.
