Strong\nhopes of obtaining such assistance are\nentertained by the P. 0. E. interests..\nIn the Pacific Great Eastern loan\nbill which went through a five hour\ncaucus of the Conservative members\nhere last night, provision is made that\nthe Provincial Government will have\na first mortgage upon this subsidy, as\npart of the security offered for the\nproposed Provincial Government\nloan.\nThe Province, ii is understood,\nwill make a loan of six millions to\nthe Pacific Great Eastern, which sum\nis to finish the line from Clinton to\niFort George. It is not proposed to\nmake any further loans or guarantee\nany more bonds for the line to Fort\nGeorge.\nThe matter of payments will be\ntaken care of as it comes up, but the\nsix million loan, it is said, will not\ncover interest. It is purely for construction purposes, so that the line\nto the northern city may be rushed\nahead as rapidly as possible. Ample\nsecurity apart from the mortgage on\nthe proposed Dominion subsidy will\nbe given.\nThe Government of the Province,\nit was said today, will have a mortgage upon the road when it is com-\npleten. This mortgage is to be second only to the claims of the bondholders. The province will also have\na first mortgage upon the townsites\nand terminals of the P. G. E. and\nFoley, Welch & Stewart. These town-\nsites are very valuable.\nIn addition, as further security for\nthe six million loan, the Government\nwill hold forty-nine per cent, of the\ncommon stock of the P. G. E. Railway, and a similar amount of tlie\ncommon stock of the P. G. E. Development Company. This stock does\nnol pass to tlie ownership of the\nProvince, but is put up for the purpose of security.\nAn agreement is also to be made\nthat the Pacific Great Eastern will\ngive a bonus to the Province for the\nloan and assistance, the Province, in\nfaet, is to get two million dollars'\nworth of its common stock. This\nwill be owned outright by the Province.
