This scheme, w hich is known as the \"Stauntoi\nplan,\" after the city where it is in vogue, is a modification of tlu\ncommission form of government.\nThree years of experimentation have been satisfactory to Staunton\nwith a population in excess of 12,000 and one of the most enterprising\ncommunities in Virginia. When, iji March, 1808, it was decided ti\ngive the general manager a chance, it was a guetl that councilmei .\nhaving their private affairs, could not reasonably be expected logiv.\ntheir time ami services gratuituously to the community. She is taking lessons\ndaily on Long Island and will soon\nbe an accomplished aviator.\nMrs. Johnstone has written her\nown view of thc matter to lhe\nSault Ste. Marie News and it\nmakes one of the most remarkable\nmodern human interest stories ever\npenned. From the woman's point\nof view it is intensely interesting.\nThis is what she says:\n\"I know that I will be killed if\nI keep up flying long enough.\nNone of us birdsmen and birds-\nwomen have a guaranteed lease\non life, assuring us that we will\nnot fall out o the clouds, git\ntangled in the wires of our aeroplanes and come back to mother\nearth with a thud that will shatter\nevery bone in our bodies. Anil\nnone of us think about that side\nof the \"Hying game\" any more\nthan we have to.\n\"But wc have to make our\nlivings. I have to.
