At that time the city was short\nof water and was in a peculiar position\nas far as fire protection was concerned,\nnot only on account of the shortage\nof water but because of the small size\nof the mains. Both these defects have\nbeen remedied.\nThe first plans for a fire proptection\nsystem for the business section of the\ncity called for large cast iron mains\nwhich could become a part of the\npermanent system at a later date, and\nas at that time the only remedy for the\nshortage of water seemed to be to use\nsalt water, the plan took in the erection\nof a fire underwriter's pump, placed on\na float in the harbor close to the shore.\nThis could not be carried out because\nthe railway company owns the water\nfront and purposed grading at once\nat the point selected.\nThen the attention of the engineering\nforce was directed to the supply of water\nthat might be obtained from Hays\nCreek, and it was found that a point\nsouth of the last blading on Comox\navenue a certain supply of fresh water\ncould be obtained. Also, it was found\nthat the railway would allow the use\nof the pump the company has there,\nformerly used to supply the company\nwith water.\nThen it was found that the stream\nin the neighborhood of the pump had\nbecome polluted with sewage matter\nand refuse, so it was necessary to arrange for an intake three thousand\nfeet above the point of contamination.\nThis was done by means of a dam and\nabout three thousand feet of wood pipe.\nFrom this source the consumers were\nsupplied during the dry season. The\npump has not sufficient power for fire\nprotection purposes, but water is now\nalways stored in the dams that have\nbeen constructed on the mountainside\nfor that purpose. This source of supply\ngives a pressure of over five hundred\nfeet.\nThree or four weeks ago the twenty\nDUTIES OF OUR NEW HARBOR\nMASTER\nA Position of Growing Responsibility\nFalls to Be Filled by Captain T. H.\nAllcock Who Haa Now Received\nHis Papera.\nCaptain T. H. Allcock who was reported by wire from Ottawa to have\nbeen appointed harbor master for Prince\nRupert has now received the official\nletter of appointment. He states that\nthe letters of instruction regarding his\nnew duties have not been enclosed with\nthe documents of his appointment as\npromised, but he expects these by the\nnext mail.\nMeanwhile as Captain Allcock is well\nup in the terms of the Act regarding\nCanadian harbors and harbor master's\nduties he intends to proceed following\nthe statute routine system.\nAccording to the Act, the harbor .\nmaster has to keep a book in which he\nmust enter daily the name, registered\ntonnage, and harbor dues of every\nvessel using the harbd?.. He has to\ndirect the harbor anangements and\npositions in loading and unloading cargo,\nand arrange au that the working of the\nships in port is expeditional and fairly\ncarried on in respect to each other, and\nwith regard to wharf room.\nThe harbor master has also to look\nafter the buoys, and other guides for\nvessels using the harbor, and see to it.\nthat these are kept in place and in re-'lt\npair. He must furnish all pilots bringing\nships into port with copies of the harbor\nregulations, and must himself of course\nbe well versed in these regulations.\nIt is up to the harbor master to see\nthat the regulations are properly observed, and to prosecute anyone' violating them.\nThe harbor master's salary is fixed by\nthe government and is derived directly\nfrom the fees paid by vessels entering\nthe port. If at any time the amount\nof the fees falls below the amount fixed\nfor the harbor master's salary the\namount received in fees is his remuneration.\nCaptain Allcock who holds the British\ncaptain's certificate has a thorough\nknowledge of these waters having over\ntwenty-two years' experience of the\ncoast. His position as first harbor\nmaster appointed to a harbor of the\nsize and promise of Prince Rupert's is\none of ever-growing responsibility, and\nwill increase in importance immensely\nwith the advance of the city's trade by\nsea.\nfire hydrants previously ordered came\nto hand, and the city engineer recommended the placing of them only on\nthe 6-inch main; i of the city, as on the \u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD'\nmains of lesser dimensions they would |\nbe practically useless. Also, permission j\nwas obtained from the railway company\nto use its 6-inch mains running through\nthe centre of the city. AND SEVENTH STREET\nPrince Rupert, B.C. 7gtf\nThere is a conscience of the hehd as\nwell as of the heart, and in old age we\nfeel as much remorse if we have wasted\nour natural virtues.\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BDLord Lyton.\nFOR some fifteen years those interested\nin the mining industry of British\nColumbia recognised that it would\nbe of great value to geological investigation and development if a Department of\nMines were established at Ottawa. The\nproposal did not, however, take definite\nshape till the famous mining convention\nheld in Victoria in 1903, when a strong\nresolution was adopted on the subject\nand steps taken to represent the views\nof our mining men to Sir Wilfrid Laurier.\nThe result was that provision was made\nfor such a department in the annual\nestimates, and Hon. W. Templeman,\nwho had for some time been a representative of the province in the senate\nand was at the time Minister in charge\nof the department of internal revenue,\nwas appointed minister in charge of\nthe new department. The geological\nsurvey was taken out of the department\nof the interior and placed under the new\nminister. Immediately new life was\nthrown into the geological survey. Its\nfield of operations was extended, its\nstaff increased, and A. P. Low, who had\ndone much valuable work on survey\nand had a practical knowledge of the\nterritory of the Dominion and its\nrequirements, was appointed director,\na position which he held till 1906, when\nhe was offered the position of Deputy\nminister of the department, and Professor Brock, an officer of the survey,\nwith high scientific attainments, knowledge of the field and territory of the\nDominion generally, succeeded as director.\nUnder Mr. Templeman's administration the value to the public of the\ngeological survey, and especially the\nmining interest, has been much improved, its maps and reports being a\nstandard of reference in all the active\nmining camps of the province, as well as\nthe recognized mineral fields of the Dominion generally. The location and\ndevelopment of many coal deposits is\ndue to the work of the survey.\nUnder the bounties administered by\nthe department of mines the iron and\nsteel industry of the eastern provinces\nhas grown to immense proportions.\nBut the east was not to have a monopoly\nof the bounty system. The Kootenay\ncountry was dead, and the outlook blue\nwhen the alternative was proposed of a\ntariff or a bounty. Home consumption\nbeing small, the tariff did not promise\nsolution. After considering the whole\nphase of the problem Hon. W. Templeman recommended a bonus as the\nHON. WILLIAM TEMPLEMAN\nMINISTER OF MINES\nbetter course. His recommendation\nwas adopted by parliament. Notwithstanding the low price of silver the\nsilver-lead industry, which is the staple\nresource of the Slocan, took on new life,\nand production again showed an increase till last year the returns for lead\nshipments were the highest in the\nhistory of the province, and that in\nthe face of an unfavorable market.\nAs a result the mining outlook in the\nSlocan is better than for twelve years\npast.\nThe zinc'problem is admittedly one\nof the most difficult with which the\nmine owner in the Kootenay has to deal.\nThe silver-lead ores are more or less\nzinc-bearing, and the penalties levied\nby the smelters on excess zinc contents\noften seriously reduce the returns from\nthe ores. Information was lacking.\nMethods adopted had not been attended\nwith much success. Mine owners felt\nthat they were groping in the dark and\nrepresented their case to Hon. Mr.\nTempleman. He came to their rescue\nin the only way that seemed practicable,\nat the time:- He took steps to have an\ninvestigation of the problem. He had\nappointed a commission including Walter\nR. Ingalls and P. Argall, two of the best\nrecognized authorities on zince mining\nand metallurgy. Along with A. C.\nGarde, an associate with. local know-\nlegde, these gentlemen went thoroughly\nover the field, visiting the principal\nzinc properties, and submitted a report\nwhich was issueed in 1906 in book form,\nand is a valuable work of reference on\nthe zinc occurrences, methods of treatment, and marketing of ores.\nThis information having been gained\nthe problem yet remained of finding\neconomic methods for treating complex\nzinc ores. The position was presented\nto Hon. Mr. Templeman, who recommended parliament to authorize a grant\nof $50,000 for the purpose of investigation of processes, with a view to placing\nin the possession of mine owners a\npractical and economic method of handling their ores. This investigation is\nnow in progress.\nWith a view to placing before mining\nmen and investors the actual facts\nconcerning the new mining camps of\nBritish Columbia, as Sheep Creek and\nPortland Canal, the mininter arranged\nfor members of the geological survey to\nexamine these camps. BOX SIS Prince Rupert\nWild Cat Prospectus Issued in London Gives the Source of Yarns\nWhich Temporarily Placed Stewart\nFull in the Lamplight.\nVarious explanations have been given\nas to how the stories of the \"Mountains\nof Gold\" which eventually gave Stewart\nsuch a black eye at the beginning of this\nseason really originated, and there has\nbeen great effort made to unearth tbe\nsource of them. In all probability it\nis to be found in the extraordinary wild\ncat prospectus issued in London, England. The company calls iteslf \"The\nFirst New B. C. Goldfield of Canada,\nLtd., capitalized at one hundred thousand\npounds. The prospectus quotes the\nfollowing letter from a Mr. Heming,\nwritten under date of June 15th, which\nhad evidently been given to the London\npress and thus started the stories. It will be good.\nCanada's Next Cenaua Taking\nThe official announcement is made that\nthe taking ot the next census of the\nDominion has been fixed- for next June,\nand already the newspapers are discussing the question of census-stuffing\nand the steps that must be prevented\nto avoid this. The Toronto Globe says:\n\"With a man of the proved integrity\nof Archibald Blue at the head of the\nCensus bureau there is not the remotest\nreason for the fear that Quebec will be\nallowed to stuff the lists, even were she\ndesirous of doing so, which nobody\nbelieves, and so give herself a better\nrepresentation than she ought to have\nrelatively to the other provinces.\"\nThe Nelson News takes issue with this\nstatement and says there was no reason\nfor dragging Mr. Blue's name into the\ndiscussion:\n\"But there are politicians who would\nfind it in their interest to increase the\nnumber of members from Quebec and to\ndecrease the number from other provinces; both these results can be attained\nby stuffing the census of Quebec; and\nthere are a good many people who have\nopenly expressed their opinion that this\nwas done at the last census and that it\nmay be done again.\"\nIt may be that the hot controversies\nover the census taking which have\noccurred across the boundary may have\nhad something to do with raising the\npoint among Canadian journals all this\nway ahead of the time. But the situations do not appear to be analogous.\nA single instance is mentioned, on this\nside, and that of a political character.\nThis element does not seem to appeal on\nthe other side, the squabbles there apparently arising solely from municipal\nvanity and ambition. It was particularly hot among the coast cities, so much so\nthat Tacoma has demanded of the\ngovernment a recount. Isn't it great?\nTHINGS DOING\nAt the last sitting of the council a resolution was put through calling for tenders\nfor the balance of Section One Local Improvement District and a large number\nof plank roadways throughout the residential districts. With the work already\nunder way this means that Prince Rupert will be a beehive of industry and the\nmerchants of the town are quite certain of having an exceedingly profitable winter.\nIt is a good thing for Prince Rupert that the city council in inaugurating the\ncity government, did so with a view of extensive improvements along the lines\nof permanency for all time to come. The whole of the present business section\nwill be graded during the next six months and will so materially improve the appearance of the streets that it cannot fail to impress intending investors.\nThen, too, by building plank roadways to the outer districts, property owners\nwill be enabled to build homes much more cheaply and it is certain that building\nin consequence will be stimulated.\nOther matters of equal importance have not been overlooked. The immediate\nwater supply was made as thoroughly adequate as circumstances would permit\nand a large number of men were put to work making surveys preliminary to the\nbuilding of a permanent water supply from Woodworth Lake. These surveys\nare now about complete and no doubt the installation of the system will begin\nat an early date. Although the water situation has not been an easy one to handle,\nwater has been supplied to everyone who has asked for it. The steamer Northwestern, crowded with passengers from\nNome and Valdes, had put in there disabled. A leak in the main steampipe\nhad made itself known soon after leaving\nValdes, and the vessel had been creeping\nalong at a snail's pace until Ketchikan\nwas reached. That was how the commissary run out of provisions.\nNo sooner had the disabled steamer\ntouched the Ketchikan dock than the\ncrowd of passengers rushed for the\nrestaurants and hotels and devoured all\nthe food that could be obtained. The\nsteward had also got a hurried movement on him. He made for the meat\nmarket and provision stores, hoping to\nget there before somebody had time to\nmake a corner on the market. The\nfirst store he struck he purchased four\nhundred pounds of bacon at the current\nprice. After that the market stiffened\nvery materially, and the price of meats\nand food stuffs increased at every place\nhe called at.\nThe captain of the Northwestern\nassured his passengers that he would be\nable to get away today, but when the\nPrincess Royal touched there her captain and purser were bombarded with\nsupplications for berths, a crowd of the\nstranded people offering as much as\n$100 for passage to Vancouver, preferring\nto pay that sum rather than wait and\ntake chances of further delay on the\ndisabled Northwestern. But the Royal\nhad but a few berths outside of those\nreserved for Prince Rupert passengers,\nas she had already a goodly load of\nreturning Klondikers.\nMany of the passengers from Nomo\nforgot their troubles upon arrival here,\nin the unexpected pleasure of having an\nopportunity of seeing Prince Rupert.\nThe Princess Royal left at ten o'clock\nthis morning, with about a score of\npassengers, all told, from this city.\nOrganising Liberalism\nEngaged in his new task of reorganizing the Provincial Liberals, Mr. Ralph\nSmith, the federal member for Nanaimo,\nis at present in the city, a guest at the\nEmpress hotel. No\nother maps published in Canada are so\ngood or anything like so \"up to date.\"\nIt would be to the public advantage\nif they were much more widely distributed than they are. The steamers Quadra and\n| Kestrel will be sent out to meet the\nj incoming warship and when she enters\nthe harbor a salute of seventeen guun\nwill be fired from the saluting battery\n: at Works Point barracks.\nA civic committee has been appointed\nj to make arrangements for the celebration in honor of the warship, and it is\nannounced that the provincial government will take part with the city of\nVictoria in providing the welcome. The\ndrill hall has been secured for an entertainment and buffet supper to be given\nto the officers and crew of the warship,\nthe officers and men of the Work Point\nbarracks and the Fifth regiment C. G. A.\nbeing invited to be present. Arrangements are also being made for a citizens'\nbanquet to be given later to the officers\nof the Rainbow. ,\nH. M. C. S. Rainbow is in command\nof Capt. Stewart, a son-in-law of Col.\nPeters, formerly in command of military district No. 11, headquarters at\nWork Point barracks. The cruiser\nwas one of the Apollo class of cruisers\nbuilt under the Naval Defence Act\nand with the Naiad, Retribution and\nTribune was considered an ineffective\nvessel by the Admiralty. The vessel\nis 300 feet long, 43 3-4 feet beam, and\nwith maximum draught of 18 feet. She\nhas a displacement of 3,400 tons and\nin the British service carried a crew\nof 273 officers and men. The machinery consists of two sets of vertical\ntriple expansion engines, with two\nscrews. The designed horse power,\nnatural, was 7,000 with speed of 18.5\nknots and forced, 9,000, with 20 knots.\nThe normal coal consumption is 400\ntons and maximum 535 tons. The\nbest any vessels of this class can do\nnow is 16 knots for anything but a short\ntime.\nThe Rainbow was refitted before\nleaving. When owned by the British\nAdmiralty her armament consisted of\ntwo 6-inch wired guns, six 4.7 guns,\neight 6-pounders, one 3-pounder, four\nmachines, and four above water torpedo tubes. The armor, of steel, is\nas follows: Deck, two inches; five\ninches at the engine hatches, 4 1-2 at\nthe gunshields and 3 inches at the\nconning tower.\nWhen the Rainbow was refitted after\nbeing purchased by the Canadian government it is understood that the guns\nplaced on her were those taken out of\nthe wrecked Gladiator which was run\ndown by the American liner St. Paul\noff the Isle of Wight.
