Eight\nhundred thousand men went out\nwhen the day shift came out of\nthe mines. The expected settlement through the good offices of\nthe government was not announced. Labor leaders say the\nstrike will be orderly and there\nwill be no need of troops. The\nminers are asking seven shillings\nand sixpence a day.\nThere still appears to be a\nprospect of a break in the deadlock between the miners and the\noperators. Should efforts to end\nthe strike fail, millions of persons\nengaged in many trades will\nsuffer. Should the strike be prolonged for any great length of\ntime it will bring British industrialism to the verge of economic\nchaos.\nManson Endorsed\n(Special to Thc Miner)\nPrince Rupert, March, 2:-A\nmass meeting of Conservatives\nlast night heard Wm. Manson on\nthe work of the session. The\nmeeting was a grand success.\nThe member outlined the appropriations for the district which\nwere the largest ever given and\nalso the largest for any district\nin the whole province.\nAt the conclusion of the address, amidst enthusiasm, a resolution of confidence in Manson\nwas unanimously carried. Mr.\nManson stated that he was prepared to act as representative\nagain if the Conservatives of the\ndistrict so wish. He will be\nendorsed unanimously by Prince\nRupert Conservatives who are\nenthusiastic over the prospects.\nAs far as reports have been received here from outlying parts\nManson is the unanimous choice\nthere also.\nNoted Statesman Dead\nToronto: Hon. Edward Blake,\nformer leader of the Liberal party\nin Canada, and for some years a\nmember of the British parliament,\ndied last night.\nTo Institute Reforms\nIn Yukon Territory\nVancouver, Mar. 1:\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BDGeorge\nBlack, the new commissioner of\nthe Yukon, has arrived from\nOttawa and will sail for Dawson\non March 9.\nGovernor Black says he will\nmake radical changes in the personnel of his official family, a\nnumber of Liberals holding office\nin the territory having been\noffensively active in the last campaign. The election for the\nYukon council will be held in\nApril, on the completion of the\nnew lists of voters. As far as\npossible, the injustices of the late\nLiberal administration will be remedied. Included in the\nslaughter of the innocents was\nParker Williams' bill respecting\nthe fortnightly payment of\nwages. In this connection the\npremier announced the government intended to appoint a royal\ncommission to enquire into labor\nconditions in this province. He\nand attorney-general will leave\nVictoria to open the campaign\nwith a tour of the interior. Under this decision the much-discussed decree\nhas no effect as against the civil\ncode.\nTHE LIBERALS\nRepresentatives of Opposition\nParty Meet in Vancouver\nAnd Frame Their Policy\nBREWSTER STILL LEADER\nDespite Protest of Some Delegates, Convention Decides to Contest All Constituencies-Many Planks in Hastily\nFormed Platform for Campaign\nFraser Townsite Dispute\nOttawa, March 1:- The board\nof railway commissioners has\nordered the G. T. P. to provide\nstation facilities at Fort Fraser\nwhen it reaches that point. If\nthe railway does not do so of its\nown accord \"We will try and assist them a bit,\" said the chairman. The order was made on\nthe application of the Dominion\nStock & Bond Corporation, of\nVancouver, which has the town-\nsite on the east side of Fraser\nlake. The applicants told the\ncommissioners of the railway\ncompany's overtures, which were\nnot entertained. The railway\npeople then intimated that they\nwould go on the other side of the\nlake. Still later, when it was\nfound that the road would have\nto cross the land of the applicants, the railway decided to\ndevelop a townsite of its own,\nsixteen miles away, at the other\nend of Fraser lake, thus detracting from the value of Fort Fraser.\nThe order of the commissioners\nfollowed this surprising recital,\nThat the Copper River coal\nfield is of more direct importance\nto Hazelton than Groundhog is\nthe assertion of Amos Godfrey,\nthe well known coal operator.\nMr. Godfrey is by no means inclined to belittle the great Upper\nSkeena field, in which he has\nlarge holdings, but in his opinion\nthe coking qualities of the coal\ncontained in the nearer measures\nwill prove of inestimable importance in the development of this\nmineral district, as the coke may\nbe transported to smelters in the\nBulkley valley by a short railway\nwithout adverse grades. Copper\nRiver coal is the only coking\nproduct within reach, is of high\nquality, and the supply in sight\nis ample for all mining and\nmetallurgical purposes in Omineca for many years.\nThe proximity of the coal to\nthe mining camps of the Telkwa,\nHudson Bay mountain, Babines\nand Skeena, and the fact that the\nsame railroad which would carry\nthe coal would also tap many of\nthe mines and limestone deposits,\nmake it apparent that the coal\nmines which are being developed\nby Mr. Godfrey and his associates will play an important part\nin the development of this district.\nMr. Godfrey will leave on Monday for Groundhog mountain, to\nlook after thc interests of the B.\nC. Among the prominent oppositionists present are\nJohn Oliver, Hon. Wm. Templeman, H. C. Brewster and Duncan\nRoss. Oliver is presiding officer\nand Mcintosh, o f Vancouver,\nsecretary.\nVancouver has fifty delegates,\nVictoria forty ancl Prince Rupert\neight.\nThe sole topic of discussion at\ntoday's session was the question\nof the tactics to be employed in\nthe present campaign. Many of\nthe delegates were outspoken in\ncondemning the expenditure of\nmoney in contesting the election,\nholding it to be worse than\nwasted. Several speakers urged\nthe party to refrain from offering candidates.\nThe Platform Framed\n(Special to The Miner)\nVancouver, Mar. 2:\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BDMidnight\nsaw the close of the provincial\nLiberal convention, which adopted a new platform and decided\nto contest every constituency in\nthe province.\nH. C. Brewster, the present\nopposition member, was elected\npresident of the association, and\nwill lead the Liberal party in\nthe contest. Dr. Kergin, of\nPrince Rupert, is one of three\nvice-presidents. G. R. Naden and\nDuncan Ross are members of the\nexecutive committee for Comox-\nAtlin.\nThe chief planks of the platform on which the Liberals will\noppose the government are the\nimmediate construction of the\nPeace River railway, not only to\nFort George, but right to the\nPeace, and the connection by\nrail of Vancouver Island with the\nmainland. The bare proposal\nwas put forth, with no details as\nto show how the proposed work\nis to be financed. The decision\nwas arrived at after much dis-\ndecussion. Those who demanded details were silenced.\nOther planks in the platform are\nwoman suffrage, local option, a\ngovernment labor department\nwith free labor bureaus and state\naccident insurance. The latter\nwas advocated by Duncan Ross,\nand although meeting with\nstrong opposition was finally\nadopted. Ross said that on his\ntunnel payroll the insurance companies demanded premiums of\nseven per cent. In all there are\nthirty planksin the platform. Roy Moseley.\n31\nCOAL NOTICES\nProvince Will Endorse McBride Administration\nOn March 28, the date fixed for the general election, the\npeople of British Columbia will be given an opportunity to express their opinion on the general record of the McBride administration and the new railway policy recently announced. The\nresult of the election is a foregone conclusion. So strong is the\nprevailing sentiment in favor of the policies of the present government that many delegates in the Liberal convention at Vancouver\non Thursday urged that efforts to contest the election would be\nworse than wasted.\nThe progressive railway policy, including a program of construction which will in a few years furnish transportation to many\nof the newer portions of the province, must be favored even by the\nLiberals, while the other planks of the McBride platform are also\ncertain to meet the wishes of a very large majority of the people.\nOne of the most popular innovations promised by the government\nis the reform of the present antiquated system of taxation. The\npoll tax is at last to be done away with, and other exactions will\nbe removed or reduced, in accordance with the recommendations\nof the tax commission.\nThe campaign will not be unduly protracted, as only a fortnight will elapse between the official nominations and the day of\npolling. The\nprincipal business of the evening\nwas introduced by R. S. Sargent,\nin a resolution urging the provincial government to adopt such\nmeasures a-; may b \u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD n i :essary to\nensure the building of a railway\nfrom Hazelton through the agricultural ami mineral districts of\n. the upper Skeena lo th Groundhog Basin coal fields, the speakers all favored the resolution,\nwhich was unanimously adopted.\nIt was also resolved that the aid\nof Conservative Association and\nBoard of Trade of Prince Rupert\nshould be sought in furtherance\nof the railway project.\nThe president announced that\nWm. Manson, member for\nSkeena, intended to visit Hazelton within a few weeks, to discuss the requirements of the district.\nSixty-two new members were\nadded to the list, on recommendation of the executive board.\nsupposed to have such surveys\nmade but sometimes they don't\ndo it. Under this act any government survey parties that may\nbe in the field will survey whatever coal or petroleum claims\nmay be encountered within their\nsphere of operations.\nMillions In Minerals\nMining authorities who have\nfollowed the development of the\nmineral wealth of British Columbia for years are authority for\nthe statement that the mines of\nthis province have contributed\nover $400,000,000 to the wealth\nof the world, considerably over\none-half of that having been produced in the last ten years.\nThe Same Old War Cloud\nBelgrade, Feb. 27:-The prospect for the coming spring is\nviewed with increasing anxiety\nhere. In the best informed\nquarters, both native and foreign,\nit is feared that the growing anarchy in European Turkey may\nlead to serious com pli cations as\nsoon as the respite afforded by\nthe present severe weather comes\nto an end. The first outbreak of\ntrouble is anticipated on the side\nof Northern Albania, the usual\nperiod for the renewal of disturbances in this country being now\nonly a few weeks off. S. Malloch, of the\nGeological Survey, of a paper on\nthe Groundhog coal fields.\nHe spoke optimistically of the\ndeposits which had been found\nand treated the matter of railway\ntransportation to and from the\nfield in a comprehensive manner.\nHe said that he had gone carefully into the subject and discussed not only the anthracite\ncharacter of the coal, but the\npossibilities of profitable mining.\nHe outlined three possible routes\nfora railway to reach the fields.\nThe shortest would be from\nStewart, at the head of Portland\nCanal, a distance of about ninety\nmiles. This line would pass\nthrough the Naas valley.\nAnother line was possible over\nsomewhat the same territory.\nA railway from Hazelton to\nto Groundhog Mountain would be\n150 miles in length and a grade\nof one per cent could be obtained.\nIn crossing either of the passes\nfrom Bear River valley to the\nNaas country a grade of from\ntwo to three per cent would be\nrequired. This line would reach\nwater transportation in ninety\nmiles.\n\"Groundhog coal extends\nnorthwesterly in long strips for\nseventy miles,\"said Mr. Malloch.\n\"The thickness of the deposit is\nupwards of 3,000 feet. The coal\nis contained in commercial quantities near the top and bottom. It\nis anthracite in character. T. Dunlop,\nholds seventeen claims, on which\nthere are numerous showings,\nincluding one which resembles in\nsome of its characteristics the\nlower vein on the Rocher de\nBoule. This lead has a sixteen\nfoot showing of ore, occurring on\na granite-porphyry contact.
