From\ntiie tremendous struggle of the war.\n;from the laborious work of reconstruction wliich followed, have gradually\n; emerged a new conception and a new\n1 point, of view. The conception is that\nof a great and progressive South African nation, the equal in every re-\n[spect of the older Dominions; the\npoint of view that of constructive\ndevelopment. To those who are filled\n! with this conception and share this\npoint of view tho old racial Issues,\nIthe old jealousies between town and\n1 country, old residents and new comers\nseem merely trivial and irritating.\nTlie great tiling to them ia to develop\nSouth Africa to build up its industries, to till It with prosperous people by fostering the inflow of capital\nand of Immigrants. The spiritual\nfounder of tho I >v constructive idealism from Cecil Rhodes, its great, practical preacher and exponent Lord\nMilner. But the conception which animated Rhodes and Milner lmve sunk\ndeep into the minds of many who opposed them bitterly In the past, and\nwho even today would be reluctant\nto recognize the extent of I heir Influence,\nThe strength of the new Idealism\nwas shown in the most, striking fashion by the movement, which culminated ln the union. And the union conventions showed no less the very distinct division between those who were\ninspired'by the new constructive conceptions, wilh all that, they Implied,\nand those who were sllll dominated\nby the old party traditions or by local\nsentiment. Among the former section\ntwo names stand out most prominently and are naturally coupled together\nwhenever tho possibility of a rearrangement of parties Is discussed.\nThey are the names of General Botha\nand Dr. Jameson.\nThe career of General Botha Is ono\nof the most, remarkablo examples In\nrecent history, both of the success of\npersonalfty and of the extraordinary\nabsorbing power of British institutions. Less than 11 years ago Louis\nBotha was an ordinary member of tbe\nTransvaal Volksraad, sufficiently\nalive to Iho folly of Kruger's reactionary and aggressive policy to express his dissatisfaction, but without\nany power to lhfluence the course of\nevents. A few months later liis courage, energy, and Inborn genoralishp\nbi-oughi him to the supreme command\nof Ihe Transvaal forces. For over\ntwo years he sustained against lhe\nwhole migiii of the British Empire a\nstiii; ile whose hopelessness he real\nized far belter than nny of his followers. When the inevitable end came\nnear it was his influence with his people that turned the scale in favor of\na formal surrender, which preserved\nthe political cohesion and moral self-\nrespect of the Boers and, incidentally\nensured liis own supremacy as their\npolitical leader. In that capacity the\nGrown Colony administration found\nhim a determined and sometimes captious critic. But throughout he remained unswervingly loyal to bis Interpretation of the agreement concluded at Vereening, and with a\nfirm hand, guided bis people Into the\niiulet channel of ordinary party poll-\ntics.\nIn less than five years from the\npeace he wns prime minister of tho\nTransvaal. At the union conventions\nills was tlie dominating figure, and\nhis acceptance of any loyni adherence\nto the principles of complete union\nand equal political tights secured thn\ntrlumph of those principles. Thai\nGeneral Botha wlll be the llrst prime\nminister of a United South Africa Is\nthe almost universal opinion of South\nAfricans. Mr. Merrlman might conceivably secure an equally strong\nsupport among thc Dutch element.\nDr. Jameson would certainly be the\nfirst favorite of tiie English. But, like\nThemlstocles of old, Botha would get\nall the second voles In addition lo\ntlte solid first vole of his own followers in the Transvaal.\nDr. Jameson's rise has, In some\nways, been even more remarkable.\nAfter the failure of the'Rald it seem.\ned as if lhe career that bad begun\nso brilliantly in the administration of\nMashonaland was over. For a time li\nlooked as lf Dr. Jameson would rest\ncontent with the part of public scapegoat, and his entrance Into the Capo\nparliament In 1900 was received with\nexecration by the Dutch and a shrug\nof surprise by the British. Tho new\nmember said nothing and waited\nevents. Wit Bin three years events\nmade him the leader of the Progressive party, and at I heir head he won\na remarkablo electoral victory in 1904,\nAs prime minister ho showed a\nstatesmanship and breadth of view in\nsmoothing over the bitterness of racial feelings and endeavoring to develop Ibe natural resources of the colony, which completely dispelled any\nprejudice that may sllll have lingered\nagalnsl, him. Tho general reaction\nthroughout South Africa, Strengthened by the exceptional severity ,,f the\neconomic, depression, swept away his\ngovernment In 1008, vnit without prejudicing his personal position. The\nheat is produced by an electric arc,\nto which the current passes through\na regulator. A test of tho furnace was\nmade the other day with a small\namount of silver ore in the crucible.\nIn fourteen minutes after tho current\nwas turned on the silver was melted.\nThe interior of tlie furnace will remain at a red heat, for some hours after the curent is turned off owing to\nits complete Insulation. This is the\nflrst electric furnace of the kind to be\nmanufactured ln Canada.\nJUST FIGURE\n*m9*r*a.m*m*j*?\nDo not wait until it is too late before\nputting on that policy of Insurance\nPlace it with the only EXCLUSIVE Insurance\nOffice in the city, and you will get the best\nprotection at the lowest rates.
