Well, I will take\nMayor Keary tirst, as he is in possession, and you all know possession\nIs nine points of the law. Mr. Keary\nhas occupied tlie position since 1902,\nand his record is open to tha world.\nThat it has been a good one is a self-\nevident proposition, or such a highly\nintelligent and independent electorate\nwould not again and again have displayed their confidence iu him by repeatedly reelecting him. To mention\nall Mayor Keary has done in conjunction with the successive councils over\nwliich lie has provided would take up\nmore lime than is at my disposal, but\nwith your permission I will call attention to a few matters for 1902,\nCoquitlam Reserve.\n\"Mr. Keary, ably aided by J. C.\nHrown. made strong efforts to obtain\nthe reserve around Coquitlam lake for\nthe better protection of the watershed, and today allow me to say that\nalthough I differ politically from\ngovernment at Ottawa, Still\nbelieve and am satisfied that the Dominion government, in virtually taking the water question at Coqultlam\nlake into their own hands, will take\ncare of the interests of everyone concerned.\n\"Tlie government will\nlas a pure supply of water, and unkind word to say, but who is utterly without auy experience in municipal affairs ancl who, now that the city\nIs prosperous, desires to take the municipal control when there Is a large\nsum of money, nearly half a million,\nto be spent on improvements, the\nplans of which were carefully thought\nout by Mayor Keary and the present\ncouncil.\nComparison of Candidates.\n\"Mr. Lee does not even condescend\nto particulars of his system of government, but contents himself with\nvague generaltities and describing\nhimself as the 'people's candidate,\nwliich puts one in mind of tlie proclamation issued by the three tailors\nof Tooley street commencing, 'We,\nthe people of Kngland.'\n\"And Mr. Lee does not in his address mention any public services\nrendered by him, which entitle him\nto expect that the electors would\nplace him in a position to experiment\nwitli the city's interests.\n\"One of the duties of our mayor\nis to extend courtesy and hospitality\nto distinguished visitors, but if Mr.\nLee's treatment of the Honorable\nFrank Oliver, when that minister was\nhere recently, is indicative of his company manners, few visitors will be\ninclined to claim his attention.\n\"Under all tlie existing circumstances, I think tiie majority of the\nvoters will conclude that it is\nprogress of the city is not\nor destroyed in the interests of a commercial scneme which\nwill do nothing for Westminster, but\nis merely seeking to make us a cats-\npaw, and lf the promoters succeed in\ndoing so they will have a right to\nlaugh at us for our folly iu listening\nto them.\nThe B.C.E.R.\n\"It has become the fashion with\nthese people, who look upon Mr. Lee\nas the Moses, destined to lewd us into the land of many promises, to exhaust a vocabulary sometimes more\nforcible than polite when talking of\nthe H. GEM\n$4\nIs m BAR\nIs Reported Badly Aground\non Mud at the Entrance of\nPitt Lake.\nThe steamer Georgia of the gov. . n-\ninent fisheries service is hard\naground on the mud flats i.i Pitt lake,\nlying on her beam ends in about\nthree teet of water.\nWater Was High.\nThe Georgia was senl to the hike\non Saturday at a time when the\nheavy storms and high tid-.'s of the\npreceding three days had caused a\nrise ln tiie lake level, and churned the\nwater into mud. The channel is\nnarrow and liable to change under\nthe pressure of an exceptionally\nheavy storm as that of last week.\nThis is apparently what happened,\nfor when the Georgia following the\nusual channel, came to the dolphin\nwhicli marks the edge of tlie bank of\nthe channel, she ran aground.\nFrom that time on the tides and\nflood waters lowered and tiie boat\nwas left fast. Every effort was\nmade to rellat her but without success, and there she has remained\nsince. Yesterday Pike's dredge was\ntaken to the scene in the absence of\nthe government dredges anl will stay\nthere until the Georgia ls released,\nand the channel cleared.\nThe boai will be undamaged, the\nsand having no detrimental effect upon her hull.\nDangerous Spot.\nPitt lake, by reason of the extensive sand banks which have accumulated at the outlet of tiie Pitt river,\nhas always been a dangerous place\nfor large vessels during stormy\nweather, when the outlines of the\nmud banks could not b? clearly defined, and Georgia is by no means\nthe firsi boat that has been forced\nto lie there until assistance could be\nrendered by dredging. Some have\ncut their way through with their propellers, where they were not too badly stranded. The channel for several miles is very narrow, flanked by\nthe banks, turning at right angles in\nplaces and cutting clear across the\nlake in another.
