Paige Managing Director
_HB
JhB
WEDNESDAY, MAY 13, 1908.
THE ELECTIONS ACT.
The vigorous light being put up iby
the Opposition at Ottawa, aud the
.strung miasri'-ir-.-si-utation of a section
of the Conservative press, is proof
sufficient that th. labor of the Conservative heelers, In trying to build up
a voters' lis I particularly favorable to
themselves in tliis Province at least
is about to be lost, and that the electorate will have a chance of a full expression of its opinion on the policy
of the Laurier administration since
the general election makes their hope
of victory at the polls die within them.
It was all right for the Provincial
lists to be- prepared by persons with
strong partisan leaning, when it was
assured beyond doubt that they gave
full and complete allegiance to the
Cunserwitive party, but when it becomes probable that others will have
a iiaud in the preparation of the
final lists for the Dominion election,
there is a great outcry about party
heelers and even now, when it is
proposed lu June tlie liua! revision ue-
fore members of the judiciary, there.
is only A waiting for this to pass tue^
House to let the hue and cry rencf
the heavens that these judges have
been appointed under a Liberal administration.
ft is claimed that the Liberals have
objected here to names being struck
off because these persons were dead
or removed. This is not true and is
only stated to befog the issue. The
Libenals, alike with some fairminded
Conservatives, wish to have the lists
purged from dead nieu and object
only to the removing of names of persons who are temporarily absent from
the district, in which tbey are registered. In this Province, which is so
Quickly expanding and developing and
where the calls lor skilled and unskilled labor come from practically
unorganized districts, th-e male population must needs migrate to meet
this demand, aud it is In view of this
that the Legislature provided all
necessary precautions In the putting
of tho name on the list In the first
Instance, but once there, unless death
is proven, these sous of toil have no
right to be struck off the list until
they, personally make application to
have their names erased,*in view
their Intended application to be placed
on the list in another riding.
It i.s to give these persons who have
been so arbitrarily struck off without
.personal servile in time for them to
make application In another district,
an opportunity to be placed on the list
and exercise, their franchise, that Mr.
__ylesworth'8 bill is before the Hou&e,
and if .fur their relief alone, we hope
it will pass. The manner or the personnel of the court does not so much
matter as long as everyone lias the
chance to give a free expression at
the polls.
There is another view not yet covered, that is the large Influx continually entering British Columbia from
other parts of Canada and it is reasonable to suppose that those we welcome here will not care to be denied
the privilege of exercising their franchise for a possible four years. So
we say it i.s righteous legislature that
is now before the House so that the
greatest possible vox- may be polled,
whether it be for or against the pres-
'*#..* government, but to view of the
progress of the Dominion under the
, present regime we 'do not doubt the
*ssiic and have no worrying moments
as to the result.
Russell.
('. Tenure In London.
The curious custom pf keyhold tenure still prevails at Crowland, the famous abbey town 'n ihe Lincolnshire
fens, where there are a number of cottages which are neither copyhold, free-
bold nor leasehold. Tbey were originally built on waste laud, and ln each
case the possessor of the key holds an
indlsputed tenancy. Although some of
the occupiers have replaced the mud
and thatcbed dwellings of antiquity
with brick aud slated buildings, they
have no power to sell or will them
away, for they have no deeds. On a
tenant dying the first person to cross
the threshold takes his place if he so
desires. Many devices have been resorted to to obtain tbe keys.
