The government, he adds,\noannot make the plea this time of\npopular demand. They are under the\npressure of Downing street. It is not\nmerely the levying of troops for\nSouth Afri-a, it is the Inauguration in\nCanada of a permanent and regular\nsystem of recruiting for tbe British\narmy. The British government,\nHourassa says, is organizing the\nloyalty of the colonies. Dewet has figured for some time\nis reported to have ocourred at Lang-\nberg, Dec. 18th. It was rather a\nfiasco considering tbe recent ominous\nreports regarding the noted general's\nrejuvenated commando. Dowet with\n800 men and two guns clashed with\nGenerals Dartnell and Campbell.\nAfter a four hours' fight the Boers\ndrew off, with a loss of four killed\nand twenty wounded. Hulln Resigns to Facilitate the Negotiations.\nParis. In the\nabsence of M. Hulln a shareholder\npresided. A storm oroke immediately\nafter the report Had been read. Tho\nshareholders were greatly excited by\nthe news that M. Hnlin had resigned\nand demanded explanations of what\nhad occurred at the meeting df tha\nboard at which lie had resigned. The\nchairman's delay in replying to questions let! to vituperations which weie\nlaunched at the hands of the directors\nby several sharebholders whose modest\nattire indicated that they* had been\nsevere sufferers on account of the\nPanama failure.\nEventually the proe\u00EF\u00BF\u00BD\u00EF\u00BF\u00BDedings degenerated into such a tumult that policemen were summoned to expel one if\nthe noisest of the shareholders who\napproached the director's table,\nthumped it with his fist, yelled at tbe\ntop ot his voice and shook a handful\nof papers in the face of the chairman.\nThe iulrusion of the policeman raised\nsuch a pandemonium that tbey felt\ncompelled to withraw. The few\nspeakers who secured bearing urged\nthe adoption of the board's proposals\nas being the shareholder's only salvation. One speaker said it was palpably impossible fur tbe company to\nfinish the canal as it could not raiso\nmoney anywhere in France or ln the\nrest of Europe. He added that a\nshareholder, M. Runau Varllla, wbo\nbad published an appeal to the shareholders and others at the beginning of\nthe year to contribute funds to carry\non the work, secured promises of only\n200,000 francs.\nOthers speakers appealed to the\nmeeting to cease the tumult; tbat the\nmoment was decisive iu regard to the\nfate of their many millions. Finally\nthe chairman rose and made a statement whioh southed his heurc-s. He\nsaid there was no contradiction in\nthe resignation of M. Hulln and tho\nexpressiouB of appreciation of bis\nlabors contained in his report. When society takes hold of a\nman, locks him np for a few months\nor a few years, as the case may be,\nas a duty to itself it should endeavor\nwhen it releases him to have him in\nbetter moral condition and abler\nto make a living for himself than\nwhen his term of imprisonment commenced. The contrary is the result as\nthe prisoner deteriorates mentally\nmorally and physically during his\nterm or terms of imprisonment. The\nunmistakcable prison brand is upon\na man once be serves a term in gaol\nand unless he is above the average in\nstrength of character be never succeeds in effacing it. On account of the lack\nof snow no shipping has been done yet\nthough thc ore sheds at the mine are\nalmost full of high grade ore. That\ncompany is a sufferer through the\nrecent decline in copper In which the\nthiol value of that ore is. The best\nnrarle runs from 23 to 25 per cent, and\nthe second class from 10 to 12 per\ncent, in that metal. The drop of four\ncents a pound in the price of copper\ntherefore means to that mine that its\nore is worth about $12 a ton, averaging all of it at 15 per cent, less than\nit was a few weeks ago. Shipping\nwill, however, be kept up steadily as\nsoon as the snow comes. The mine\nnever looked better and good pr-'gress\nis being made with development\nwork. During the year about three\nmiles of trail has wen constructed\ngiving an easy grade from the ore\nbins to Kaslo.
