The extra editions of the\nevening papers giving an account of\nthe disaster were eagerly bought up\nand hitter remarks were passod on\ntho subject of the government's declaration that the war in South Africa\nwas over. The news camo too late to\n8ffect the business on the stock exchange, but excited curb dealings\nquickly followed the closing, in which\nSouth Arioans slumped heavily.\nTbe news caused excitement in the\nniino market. Shares were offered\nfreely at first, but by ti o'clock the\nexcltemont had abated and the curb\ntone hardened. The news v as received in tlie House of Commons amid\ngreat excitement. The reading or\nLord Kitchener's telegram by the\nwar secretary, Mr. Broderick, was\nlistened to io deep silence which was\nbroken by loud Irish cheers. Instantly there wero cries of \"Shame,\nshame,'' from the government\nbenches. Then the Irish mem bers\nseemed to think better of their outbreak aud suddenly susidecl. The subsequent eulogistic references to General Methuen were roceived with\ncheer.\nThe text of Lord Kitchener's\noespatch announcing the capture of\nGoneral Methuen is as follows:\nPretoria, Saturday, March 8.\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BDI\ngreatly regret to have to send you\nbad news of Methuen. IIo was moving\nwith 900 mounted men under Major\nParis, 800 infantry and four guns and\na pom pom from Wynburg to Lichten-\nhurg and was to meet Orenfell with\n1,200 mounted men at Riversfontein\ntoday. Yesterday morning early he\nwas attacked by Delarey's force between Twebosch and Palinietknill.\nThe Rncrs charged on three sides.\nFive hundred and fifty men havo\ncome in at Maribogs and Kraaipan.\nThoy wore pursued by tho Boers for\nfour miles from the scene of tho\naction. They report that Methuen\nand Paiis, with ihe guns, baggage,\netc., were captured by the Boers.\nMethuen when last seen was a prisoner. I have no details of tho casualties and I suggest delaying publication till I can send definite news. I\nthink this sudden revival of activity\nou the part of Delarey is to draw off\nthe troops pressing Dewet.\nIn a second despatch dated Sunday,\nMaroh 9th, Lord Kitchener says:\n\"Paris has come in at Kraaipan, with\nthe remainder of tlie men. He reports\nthat tlio column was moving in two\nparties. One,with thc ox wagons, left\nTwebosch at 3 p.m. the other with the\nmule wagons, startod an hour later.\nJust before dawn the Hoors attacked.\nBefore reinforcmonts could reach\nthem, tho rear guard bioke. In the\nmeantime a largo number of Roers\ngalloped upon both ilanks. Those a I\nfirst wero checked by the Hank parties\nDM the panic and stampede of tbe\nmules had begun and all the mule\nwagons with a terrible mixture of\nmounted mon lushed past tbe ox\nwagons,and efforts to check them wero\nunavailing, Major Paris collected a\nparty of men and occupied a position\na mile in front of tho ox wagons\nwhioh wore then halted. As Lord Kitchener announced that Major Paris had surrendered and also telegraphed that he had\nreached Kraaipan with the icmaindor\nvt his men, it would seem that thc\nRocis subsequently released tho major\nand his companions. General Methuen\nwas wounded in the thigh. Three\nBritish officers and 330 men were\nkilled, fivo officers and 72 men were\nwounded One oulcor and :.'0'1 men are\nmissing. It provided for an extension of\nthe sidewalk on Latimer street to\nopposite the High school, with a\ncrossing at the oorner of Hondryx and\nLatimer, and a walk to bo laid to\nths door of the school. It also recom-\nmened that as far as possible the services of the foreman on city work be\ndispensed with and that the city engineer be instructed to exercise personal\nsupervision as much as possible, and\nthat in al) cases only workmen at a\ndaily wage not exceeding 88.50 be\nemployed. By the report J Munro\nwas appointed as foreman of waterworks and sewers and he is to do such\nother work as the city engineer\nassigns him at a salary of $75 per\nmonth. The city engineer was appointed water commissioner and he\nis to he held responsible for the proper\nsupervision of the city's water works\nsystem. Crossings are to he laid at\nthe corner of Baker and Falls street,\nVictoria and Falls street, and Viotoria\nand Hendryx streets. The necessary\nsewer extension on Josephine street\nso as to provide fcr the addition to\nthe Houston block were authorized.\nTbe lumber is to be supplied hy tbe\ncity for the comp'etion of the sidewalk on Baker street from Railway\nstreet to the C.P.R. station, the work\nto he done by the C.P.R.\nThe ropoit of the finance committee\nrecommending the payment of\naccounts amounting to $1,256.1)0 was\nreceived and cheques ordered to he\nissued for the various amounts.\nA letter was read from Hon. J. D.\nPrentice, acting provincial secretary,\nstating that he had received the communication from the city council regarding the increase wished in the\ngrant for educational purposes and\nthat the matter was under consideia\ntion,\nA further communication on this\nmatter was also read from .I.Houston,\nlocal member, -in which ho stated that\nthe minister had offered to increase\nthe grant by $2,500, but that he was\nworking to havo it made $5,000. It was then\ndecided on motion of Alderman\nSelous, seconded by Alderman scanlan that the government be requested\nto name an early date|for the holding\nof an inquiry as possible and that a\ncopy of the resolution should be forwarded to the commissioner of Lands\nand Works and also the local member.\nA letter was read from Mrs. Roderick Robertson expressing her thanks\nand appreciation of the letter of sympathy sent to her from the corporation\non the occasion of tho death of her\nhusband.\nAlderman living moved seconded by\nAid. Tho Monarch group\nconsists of throe olaims, tho Monarch.\nMonitor and Majestic, owned hy\nCharles D. Ellis et al, of Peterborough. Ellis\ndecided to work thc property this\nwinter on his own account wi'h tho\nstatisfactory termination as above\nstaled aud expects to ship ore in the\nnear future Considerable credit is due\nMr. EII13 for his pluck and perscr-\nverance\nParticulars of another rich strike at\nthe Paradise mine on Spring creek, a\ntributary of Toby croek, Paradise\nbasin, reached Peterborough on tlie\nafternoon of the 3rd inst, to the effect\nthat four feet of solid ore has been\nstruck in the new tunnel. This is\nonly one of several rich strikes that\nbas been made on this property during\nthe past winter. Ine Paradise is\nwithout tho least doubt one of the\nmost promising properties in the\nKootenay country.\nSituated in tne Paradise basin are\nthe following groups: Paradise, Silver\nBelt, Shamrock, Silver Crown, the\noriginal locators of Said groups being\nJohn Jeffry, John Watson, Isaac\nNorlan, Tom Jones, M. H. Craik, Ben\nAbel, A. Symons et al. The basin bids\nlair to become ono ofjthe great mining camps of the Kootenay.\nThe Bunyon eroup, situated on the\nbase of Bunyon mountain, Goldie\ncreek, continues to improve with\ndevelopment work now going on. The\nowners, Harrison, Tayntou, Jackson,\net al, expect to commence regular\nshipments this spring. The ore is high\ngrade copper-silver-gold. Mr. Henry\nIC. Noave, mining engineer, of Victoria, B.C., (formerly of South Afrioan\nMines) states that the formation that\nore is in is \"koratophyre\" and identical to the noh gold bsariug rock of\nNew Zealand. This property was\nlocated during tho spiing of 1809 by\nWilliam H. Harrison, formorly of\nIdaho. Several prominent mining men\nvisited tbe property last season\namong which was II. E. Neave, M.E.,\nThe owners intend to work the piop-\nerty entirely on their own account\nhaving already refused several tempting offers to bond or lease. Tho ore\nwill be hauled from tlio mine dowD\nGoldie creek to Windermere lake a\ndistance of five miles.\nIt is understood that the Fort Steele\nstage line will he resumod in the near\nfuture, lt is about timo that tho mail\nservice for this distrct was placed on\nsome kind of a systematic basis, as\nat present, and in fact, for the past\nyear or mere thc service has beeu\nmore or less of a regular farce. Up to\nthe last of December, 1901, the Fort\nSteele stage arrived in Windermere\nSunday morning and the Peterborough mail was not forwarded until\nthe following Thursoay. Tho following, an editorial ou the matter, under the caption\n\"A light for coal,\" appears in the\nllritish Columbia ltcview ol London,\nand is a clear and fair exposition of\nthe controversy that is now on :\nShortly after Mr. James Hill acquired an interest iu tlie Crow's\nNest Co., a charter wa? sought to permit railway connection between his\nrailway; system and these mines. The\nC. P. H. natuially fought this very\nstrenuoubly, und a newspaper agitation was worked up in the West\nendeavoring to show that if tho charter were granted, H.C. mine owners\nwould be at the mercy ot an American\nrailway company. The paper warfare\nwas bitter and facts were but slightly\nadhered to; howover, the charter was\ngranted.\nA new agitation is now being engineered by the O.P.H. The real object\nof the company is to use the government as a cuts-paw in their fight\nagainst tbe Great Northorn railway.\nWhen the coal company acquired its\noriginal chaiter, the government\nreserved ior itself 50,000 acres of coal\nlands, which they could select under\noertain definite arrangements, and the\ngovernment Is now being urged to\npromptly exercise their right and\nsecuro what is considered a stategic\nsite for ooal mining on Morrissey\noruek. The object of this agitation is\nquite apparent.\nThe C.P.R. themselves, although\ntheir line traverses the coal measures,\nare debarred from engaging io coal\nmining under an agreement with the\nCrow's Nest Coal Co.; but now that\nMr. Hill has acquired an interest\nof these groat coal measures, the C. P.\nR. see the possibility of a lucrative\nfreight business being taken away\nfrom them, since as soon as the Great\nNot thc rn is connected with the mines\nit will carry the coal and coke on its\nown system to Rossland, Nelson and\nBoundary, which are at present the\nlargest consumers of fuel in southern\nB. C. If, by this agitation, the C.P.\nB can induce the government to exercise their right at Morrissev creek, a\ncompany will be formed, friendly to\nthe C. P. R., to work tnese deposits\nunder lease from the government,\nand in this way the railway could\nprotect themselves from the coming\ncompetition of the G. N. R, In order\nto influence public opinion.it is urged\nthat the interests o' the Kootenay\nlines and smelters most be protected\nagainst the monopoly cf Amerioan\ncapitalists, etc. It iH even suggested\nthat Mr. Hill will supply American\nsmelters with fuel at cheaper rates\nthat the B. C. smelters in oider to\ndrive the smelting inciustry into the\nStates. Such statements are, of\ncourse, too foolish to be considered,\nand merely show the means which the\nwire pullers adopt in order to influence public opinion. The Review bat\nalways favored competition, but under\nthe existing circumstances the C.P.R.\nwill be able to buy coal and noke at\nthe mines at the same price as their\nrivals, and, if tbey are prepared to reduce tho cost of haulage, there is\nnothing to prevent them laying it\ndown at tho ll.C. smelters at a price\nat whioh the G.N.II.would uot care to\ncompete owing to the far longer haul\non their system.\nat Ferguson in tlie Lardeau country\nand many of the newspapers are commenting on it. Somo claim tliat it\nwill revolutionize smelting, while\nothers, liko the Trail Creek Nows,\nridicule it and go so far as to term it\nthe Vulcanline smelter. It has never\nbeen tested on the ores of the Koote.\nnay and until it has demonstrated\nthat it can treat thorn successfully\nJudgment should be withheld.\nIt is claimed on its behalf that it\nwill revolutionize smelting. The\nchief improvement claimed over the\nold smelters is in the draught, wbich\ninstead of being forced into the furnace by fans or other oostly appliances is drawn in through the bottom,\nthe necessary vacura being produced\nby a steam jet near the foot of the\nflue. A simple device foi raising or\nlowering tho movable crucible regulates tbe quantity of air by enlarging\nor reducing the spaco between the\ntwo. the bottom of the furnace being\nentiiely open and corresponding in\nsizo and shape to the top of the oruci-\nble. Speaking in geuural teims, as\nthe smelting of leid oies is now conducted the ranting process necessary\nfor desulphurising the oro represents\na laige proportion of the cost of treatment and in the case of copper ores,\ncarrying much sulphnr, the roasting\nls a source of considerable expense.\nIt is claimed that no roasting is neces-\nsaiy with the Vulcan smelter, and\nprovided heavy sulphide ores are\nbeing ticatod, cairying 30 per cent,\nsulphur, the fuel consumed decreases\nconsiderably and in some instances\nwhere the ore is particularly rich in\nsulphur the fuel cost is insignificant.;\nin other words, the fuel\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BDsulphur\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BDin\nthe ore is made to do the smelting. It\nis also claimed that it can produce a\nvery high grade copper matte and also\na high grade silver bullion.\nThese claims, which are rather pretentious it must bo admitted, must be\npractically demonstrated and on\nKootenay ores before tho mining men\nhere \"ill take much stock in them.\nTho smelter at Ferguson cannot be\noperated until the snow goes off the\nground so that limestone can be\nquarried and used for a flux. Then\ntbe smelter plant will be operated and\nit will be learned if it wil accomplish\nwhat its admirers claim for it. The plant is to\nconsist of one lilalto rock crusher, two\nsets of t'orridh rolls, two four com-\npnrtinont jigs, a four-foot Huntington\nmill, a Willley inble, a true vanner,\ntwo six-loot trommels, elevators,\nclassiflors, etc. It is the intention to\nbuild a sorios of settling tanks for the\nrecovery of the silver values. The\nmachinery was specially designed to\ntreat the class of ore found in the\nmine. The principal vnlue found in\nthe ore is thu silver and tho lead.\nThe company owns six claims, ilvo of\nwhioh are crown grunted. These\nproperties huve beon under sternly\ndevelopment for several years and a\nlarge quantity of ore has been blocked\nout. On tho 100-oot level the oro body\nhas been drifted on for a distance of\nino feet. It is about niuo feet in\nwidth nnd careful nvcrngo sampling\nbiiows that it will run from (11 to $10\nclear across its width. Tlio Intention\nIs to concontrato the ore threo into\none, A. (1. King has designed and is\nto superintend the construction of the\nmill. Mr, King has had considerable\nexperience in concentrating ores and\nin constructing mills. Work has been started on a\nwagon road to connect tho Camborne\ngroup with the now townsite ot Gold-\nilelds and will be pushod vigorously\nto complation. A power plant is also\nto be installed on the pioperty on\nMenhinnick creek, where excellent\nwater power is available. The oro on this propel ty\nis a high grade free-milling gold, and\nMr, Iliock expresses himself as well\nsatisfied with the appearance of tbo\ngroup.\nW. Kirpkatrick and A. Burgess\ncame in from Ymir ln-t evening.\nThey state that the snow is nearly ull\ngone in Ymir, the sleighing having\nbroken up last week. A rich strixe\nwas made on the Union Jack on Sunday. On this property the owners gave\nup work about two years ago believing tbat thoy were sixty feet from the\nlead. The property was bonded le-\ncently and the new holders had not\nbeen at work a weak before the lead\nwas struck, and a rich pay streak was\nencountered,. A strike was also made\nlast week on the New Victor, a property adj,lining the Wilcox group. On\nthis property a lead two feet wide has\nbeen struck on which the ore runs\niioni $80 to $130. A number of mining\nmen have visited the caoip lately\nlooking over the various properties.\nThe copper stack at tbe Hall Mines\nsmelter was blown in yesterday.\nthose coming from the nearby towns\nwill be lurgely inoroased.
