The people are\nDamping out on the Alameda and in\ntne liclils. Hundreds of families are\nruined.\nThe buildings destroyed include the\n17th battalion's barracks, from wbich\nthe soldiers were ordered, thus saving\ntheir lives. The school holdings are\nwrecked but luckily the children were\nall saved, their teachers having rare\npresence of mind and giving the order\nfur them tu march to the street when\nthe first rambling of the earth began\non Thursday. The parish church\nwhich has been beyond repair, having\nbeen Injured in a recent earthquake,\nwas destroyed. When the shock came\nit was nearly filled with worshippers\nwho fled in dismay, women being\nknocked down by men but fortunately\nall had gained the street when the\nheavy stone arches foil in. It is believed that every one esoaped through\ntlio soldiers are removing tho debris\nwhieh is piled up in great heaps.\nGovernor Morand and his secretary\nescaped from the state palace in time\nto save themselves aiid proceeded to\naid thc wounded and panic strickn\npopulace. The statue of (Jen. Nickolas\nIlravo, was thrown down and the\ntown government building was so\nbadly cracked that its fall is momentarily expected. Great flssureB opened\nacross the streets. The church of San\nMateo, in one of the outer districts\nwas nearly destroyed. Among the\ndead already found are four young\nwomen and two young glrla. The list\nof found Includes many prominent\ncitizens. No official list of dead ana\nwounded has yet been given out. The Kootenays contributed about $7,000,000 tu the mineral\nproduction; Yale nearly $3,000,000,\nand the coast districts about 85,-\n000,000.\nROSSLAND STRIKE.\nProspeots Are Good For Soon Bringing\nit to an End.\nRossland, Jan. 18.\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BDThere was considerable tn Ik on the streets today that\nthe miners' strike was to be declared\noff. A meeting of the union was held\nthis evening fur the purpose, it was\nsaid, of voting on tbe question. The\nmeeting was duly held, but no vote\nwas taken as tbe executive committee\ndesired to have some further consultation with the management of the\nseveral mines interested and askec' for\nfurther time, which was granted. The reason for this is thought\nto be an agreement between the large\nproducers of the metal. The price of\nthe metal should go steadily upwaid.\nThe report of James Lewis and Son of\nLiverpool on copper gives a clear outline of the situation. It is aB follows:\nDrastic measures have been adopted\nby the directors of the Amalgamated\nCopper Co. to induce olher large producers of copper to diminish tbeir\noutput to an extent suffleient to\nequalize production with consumption\nand so avoid the accummulation of\nstocks We have reason to believe that\ntwo of the largest outside producers,\nwith an annual prodnctioan of about\nB5,000 tons, have undertaken to rcduoc\npro-rata with the Amalgamated Co.\nand that efforts are boing made to\npersuade, or coerce other large producers to follow their example.\nThat production should not be\nallowed to materially exceed consumption and tbat restriction of production should not be confined to the\nmines under the control of the Amalgamated Copper Co., other competing\ncompanies benefiting from the restriction without contributing towards it,\nis but reasonable. A reduction of\n10 por cent, in the output of tbe larger\nmines, after allowing for some increase from the smaller ones, will\ntherefore amply sufllce to.bring about\ntho f,\"sired b:ilance between production and consumption,especially ns tho\nconsumption nf Kngland and Germany\nthe forth\nPROPOSED CANADIAN CANAL.\nAs stated by Mr. Gallihei, M. P.,\nthree very important subjects will\ncome up to be legislated upon at the\nforthcoming meeting of the house of\ncommons. The one of these which\nhas been longest under discussion is\nthe canal by way of the Ottawa river,\nLake Nipissing and the French liver\nso as to make the great lakes accessible to ocean-going vessels. In some\nplaces the natural waterways could be\nused, but for the most part a series of\nlocks and canals would be necessary.\nThe cost of this undertaking would be\nlarge even for a oountry of the re\nsources of Canada but on the other\nhand the advantages would be large\nNot only would all the industries of\nWestern Canada be assisted by the\nlower freight rates that would then\nbe possible oo grain, ore and timber\ngoing to the eastward but un all the\nheavy merchandise imported into the\nvast area that can be called tributary\ntu the lakes.\nNo only would the Canadian producer and ooosii mer profit by any reduction in the rates of freight but the\ncompletion of the canal would divert\nthrough Canada a very large proportion of the carrying trade originating\nin those western states from whioh\ngrain and mineral products, particu\nlarly iron, can be conveyed cheaper to\na lake port than to a point on the\nAtlantic seaboard. The recent in\ncrease in the iron exports of tbe\nUnited States means increased activity\namong the iron mines of Lake\nSuperior; cheaper transportation from\nLake Superior to the seaboard ir.ny\neventually means that the manufacturing will be done nearer to the mines\nthan at ptesent; that instead uf the\niron ore being sent to tbe foundries\nof Pennsylvania and the produce\nhauled bv tail from there to deep\nwater, if the reduction in rates Is\nsnflicinnt, tbat the coal will be Mauled\nto the mines and tbe manufacturing\nt.o be done there, Mr. Clergue, the\ngenius of Sault Ste, Marie, maintains\nthat iron can be manufactured cheaper\nthere than anywhere else on the American continent. After some discussion it was decided to instruct the\nsecretary to apply to the department\nof publio instiuction to allow the\nnoon recess to be from 12 to 1.30, the\nextra half hour being added on to the\nafternoon session\nThe attention of the board was\ncalled to tho notice issued by the city\nhealth officer regarding the vaccina-\ntion of the pupils attending the\nschools, which was to apply on Monday, but owing to the supply of vaccine only having arrived that evening,\nmany of the children would be debarred from attendance.\nAnother noint was that in many\nfamilies where there were a number\nof children lt would be quite an expense to have them all vaccinated at\nonce. On motion of Mr. McKillop\nseconded by Mr. Annable, it was\ntherefore deoided that the secretary be\nauthorized to request the mayor to\nprovide vaccine and a vaccidator to be\npresent at the school on Monday\nmorning for the purpose of vaccinating, free of charge, those who have\nnot the proper certificates, or are nut\nen the register.\nIt was decided to move the pupils of\nthe High school from the temporary\npremises now occupied to the new\nbuilding on Latimer street next Saturday,\nConsiderable discussion followed the\narranging of the estimates of expense\nfor the present year. A copy of the\nestimate has to be presented to the\noity council on Monday. It was arranged that the first Tuesday of each\nmonth should be tho date for the payment of acoounts including tho salaries of teachers and others connected\nwith thc schcol. Payment is to be\nmade by\u00EF\u00BF\u00BD\u00EF\u00BF\u00BD\u00EF\u00BF\u00BDthe city treasurer on receipt\nof au order from the school board.\nEach month the secretary of the board\nwill prepare a payroll which will be\ngiven to the city treasurer, wbo will\nhave it signed by each one receiving\nmoney on school accounts.
