There was no\nwritten report, but Alderman Hamilton, ns the spokesman of the committee, verbally reported the work they\nhad performed, as already outlined in\nthe last issue of The Miner, lie re\nporteii that they had conferred with\nthe trustees and had the advice of\nall the architects in explaining their\ndifferent plans, which were briefly\nthough clearly explained. He nlso\nstated that after mature deliberation\nthey had sifted the quantity to a\nchoice of three, and on being voted\nresulted in the selection of Mr. Carrie's as the one finding the most favor. In accordance with thut decision\nthey had accepteil it and hud author\nI zed the architect to proceed-with the\npreparation and completion of tbe\nplans and specifications. They will\nbo prepared in duplicate and when\ncompleted they will at oncjc call for\ntenders, subject to the approval of the\nCity Council and the Government ana\nthat they wero within tho estimate.\nTho mayor suggested that the easiest\nway to have arranged the matter was\nfor them to have called tor tenders on\nall tho plans as considerable delay\nml_f t ho caused in tho evont of the\none accepted going over the amount\nof the appropriation. He claimed that\nthe architect's estimate was nothing\nto depend on in regard to the actual\ncost of the building. His experience\nof calling for tenders on architect's\nestimates had been that they invariably either went over the estimate 11)0\nper cent or below to the amount of\n30 per cent. Considerable time was\nspent the discussion of the pros and\ncons on the matter when the mayrr\nclaimed that the committee had not\nthe authority from the city council to\ncall for tender and requested the citv\nclerk tu turn up the minutes and\nread the motion made appointing tbe\ncommittee. Tbe motion was then\nread and discussed. Aldennan Selous\nclaimed that the committee had acted\naccoiding to the best of their judgment and as the trustees weie in a\nhurry to proceed with the work, in\norder to hasten it they had agreed to\ncall foi the completion of the plans\nnnd spceliealious in duplicate and call\nfor tenders while the plans were in\ntiansit to and from Victoria as there\nWas little doubt that the Government\nwould accept them without objection.\nThe mayor still held out that they\nwere pioccedlng the wrong wuy about\nit and that the plans should not be\nsent to Victoria until the tenders were\nall in. After somo further discussion it was agreed that the calling of\ntenders be proceeded with and that tho\ntrnsteeo be requested to withhold tbo\nBending of the plans to Victoria until the tenders had been reoeived.\nIn the tenders sent iu for the erection of the electric poles only one wus\nreceived from Geo. Iloaumont, who\noffered to do the work for the sura of\nJ4.35. The latter was referred to the\nsuperintendent of tho electric depart-\nent who claimed that the price was\nrather high aud \"ould be done by the\nday for less money. Thc other plant known\nas the Lindsey and McCutcheon mill\nj in Alleghany was shut down completely in the puddling and bar\nin 11 In. All the skilled workmen refused to enlei the mill and tht company did not even operate the live\nfurnaces. The finishing departments\nof the inP1 were working today as\nthe men are not in the union but it is\nclaimed bj the workers that the employees in that department will rot\ngo to work in the morning. The\nAmerican Steel Hoop Co.'s mill at\n.Monsen was not closed today. It has\nbeen non-union since it was built two\nyears ago and the company say tho\nmen will remain loyal.\nThe amalgamated people would., not\ndiscuss the situation. While all the\nother mills of the United Stales\nSteel Corporation are included in the\ngeneral eonllict, tnese three companies are the lirst attacked.
